This multi-jurisdictional effort handling specific and complicated narcotic investigations results in more effective pooling of personnel, improved utilization of funds, reduced duplication of equipment, improved training and development of expertise. Expanded participation and utilization of VNET will result in improved services for all participating entities, increase safety for officers and communities and improved cost effectiveness. The City of Seattle has expressed its interest in participation in VNET and Resolution No. 4641 provides for the Mayor and City Clerk to execute the Addendum to the Interlocal agreement allowing Seattle to participate. OtherPublic Works Human Resources Information Services Action: Committee Approval: Yes No Council Approval: Yes NoCall for Public Hearing___/___/____ Referred to _________________________________ Until ____/___/____ Tabled ______________________________________ Until___/___/____ Councilmember:Staff: Peloza Lee Meeting Date: Item Number: October 4, 2010 RESOLUTION NO. __4641______ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN ADDENDUM TO THE INTERLOCAL AGREEMENT BETWEEN THE CITY OF AUBURN AND THE CITIES OF KENT, RENTON, TUKWILA, FEDERAL WAY, SEATTLE AND THE PORT OF SEATTLE FOR THE VALLEY NARCOTICS ENFORCEMENT TEAM (“VNET”) WHEREAS, the cities of Auburn, Kent, Renton, Tukwila and Federal Way, and the Port of Seattle have established a multi-jurisdictional team to effectively investigate and enforce the laws relating to controlled substances; and WHEREAS, the Valley Narcotics Enforcement Team (“VNET”) has been in existence for some time; and WHEREAS, a multi-jurisdictional effort to handle specific and complicated narcotic investigations will result in more effective pooling of personnel, improved utilization of funds, reduced duplication of equipment, improved training, development of expertise and increased utilization/application of a combined narcotic enforcement team; and WHEREAS, expanded participation and utilization of VNET will result in improved services for all participating entities, increase safety for officers and the communities and improved cost effectiveness; and WHEREAS, since its establishment, the City of Seattle expressed its interests in participating in the VNET program. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, KING COUNTY, WASHINGTON, HEREBY RESOLVES as follows: Section 1. The Mayor of the City of Auburn and the Auburn City Clerk are hereby authorized to execute an Addendum to the Interlocal Agreement between the City of Auburn and the cities of Kent, Renton, Tukwila, Federal -------------------------------------- Resolution No. __________ September 20, 2010 Page 1 of 2 Way, Seattle and the Port of Seattle for The Valley Narcotics Enforcement Team, including Seattle as a participating agency, which agreement shall be in substantial conformity with the Agreement a copy of which is attached hereto, marked as Exhibit “A” and incorporated herein by this reference. Section 2. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. ONE ADDENDUM TO INTERLOCAL COOPERATIVE AGREEMENT BETWEEN AUBURN, FEDERAL WAY, KENT, RENTON, TUKWILA, THE PORT OF SEATTLE AND SEATTLE, FOR THE VALLEY NARCOTICS ENFORCEMENT TEAM THIS ADDENDUM is made and entered into this ___ day of , 2010, by and between the cities/municipalities of Auburn, Kent, Renton, Tukwila, Port of Seattle, Federal Way and Seattle. municipal corporations of the State of Washington, as an addendum to the Agreement between the cities/municipalities of Auburn, Kent, Renton, Tukwila, Port of Seattle, and Federal Way for the Valley Narcotics Enforcement Team executed on the _____ day of _________________, 20____, pursuant to the Interlocal Cooperation Act, Chapter 39.34 of the Revised Code of Washington (RCW). W I T N E S S E T H: WHEREAS, the cities/municipalities of Auburn, Kent, Renton, Tukwila, Port of Seattle, and Federal Way joined together to form the Valley Narcotics Enforcement Team as a multi-jurisdictional team to effectively investigate and enforce the laws relating to controlled substances. ; and, WHEREAS, since the Valley Narcotics Enforcement Team was established, the City of Seattle expressed its interest and intent on joining as a full member of the Team; and, WHEREAS, consistent with the purposes and objectives for which the Valley Narcotics Enforcement Team was formed, it is advantageous to include the City of Seattle as a full member of the Team. NOW THEREFORE in consideration of their mutual covenants, conditions and promises, the PARTIES HERETO HEREBY AGREE as follows: ITEM ONE REVISION TO THE VALLEY NARCOTICS ENFORCEMENT TEAM INTERLOCAL AGREEMENT GENERALLY: That the Valley Narcotics Enforcement Team Interlocal Cooperative Agreement is amended to read as follows: Whenever and wherever the Valley Narcotics Enforcement Team Interlocal Cooperative Agreement indicates and lists the parties to the Agreement, the parties shall hereafter include Auburn, Federal Way, Kent, Renton, Tukwila, the Port of Seattle and Seattle. ITEM FOUR FILING Upon execution hereof, this Addendum shall be filed with the city clerks of the respective participating municipalities, and such other governmental agencies as may be required by law. By signing below, the signor certifies that he or she has the authority to sign this Agreement on behalf of the jurisdiction, and the jurisdiction agrees to the terms of this Agreement.
