A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE MAYOR TO EXECUTE A LOCAL AGENCY
SUPPLEMENTAL AGREEMENT BETWEEN THE
CITY OF AUBURN (THE CITY) AND THE
WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION (THE STATE) RELATING TO
PROJECT NO. C201A, M STREET SE GRADE
SEPARATION
WHEREAS, the City desires to improve the safety, capacity, and
efficiency of the crossing of M Street SE and the BNSF Stampede Pass
Railway; and
WHEREAS, lowering M Street SE below the tracks and constructing a
railroad bridge over the tracks will improve the safety, capacity, and efficiency of
M Street SE at the crossing; and
WHEREAS, the City received a grant in the amount of $749,872 from the
2010 Federal Appropriations Act to assist in the design of the M Street SE
Grade Separation that does not require a local match; and
WHEREAS, it is in the best interest of the City to use federal monies to
finance capital improvements to the street system.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, HEREBY RESOLVES as follows:
Section 1. The Mayor is hereby authorized to execute a Local Agency
Supplemental Agreement between the City and the State for the Design Phase
in the total amount of $749,872 in substantial conformity with the agreement

attached hereto, marked as Exhibit "A" and incorporated herein by this
reference. In addition, the Mayor is hereby authorized to execute any
necessary supplemental agreements for all future phases of the project.
Section 2. That the Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of
this legislation.
Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.

The existing project facility is the at -grade crossing of M St SE, a two lane principal arterial, and BNSF's Stampede Pass Railway.
This roadway is a segment within the M St Corridor that provides a principal north -south arterial connection between SR 167 and
SR 164 (Auburn Way South), via Harvey Road and 15th Street NW. The crossing severely limits the M Street Corridor capacity
and safety by constricting the corridor's 4 -lane roadway width into two -lanes and by causing significant traffic back -ups as long,
slow moving train traverse the crossing. The crossing overtaxes the City's street system and blocks emergency vehicles,
driveways, and neighboring streets.

Description of Proposed Work (Attach additional sheet(s) if necessary)
The project will provide a grade separation at the existing at -grade crossing of M Street SE with the BNSF Stampede Pass rail line
and widen the roadway through the crossing to meet the principal arterial standards identified in the City's Comprehensive
Transportation Plan. The railroad tracks will be raised at the crossing location by roughly 4' and will require almost 1900' of
railroad track re- construction. A new railroad bridge will be constructed and the roadway will be lowered roughly 20' below its
existing grade to provide clearance between the new bridge and crossing vehicles. Approximately 2000' of roadway will be .
re- constructed, which includes sidestreets and alleys that will be rebuilt to match the lowered grade of M St SE.

Environmental Considerations
During the design phase environmental work has been performed to assess the existing conditions, identify any adverse impacts,
and propose mitigation measures. Supporting environmental documents that were analyzed includes:
* Cultural resources due to the presence of homes greater than 50 years old,
* Noise because the raising of the railway track, and
* Social /relocations /environmental justice because of the potential property acquisitions and relocations.
The proposed project will not result in any adverse impacts on natural resources (i.e., water bodies or wetlands) because there are
none in the project area.

Description of Utility Relocation or Adjustments and Existing Major Structures Involved in the Project
All existing utilities within the project corrdior will require re- location. Underground utilities requiring re- location
include a 12" storm drain, King County Metro 18" sanitary sewer, Puget Sound Energy (PSE) 6" high pressure gas
main, PSE 2" gas mains, 12" water line, and an 8" water line. Overhead utilities are mounted on shared poles along the
east side of M St SE that will require re- location and include PSE high voltage transmission lines, PSE power
distribution lines, Comcast cable tv and fiber optic lines, and Qwest telephone lines. Additional stormwater facilities
will be constructed and will include a pump station to lift local project runoff from the new roadway sag, catch basins
and storm laterals, and stormwater pond(s).
