City Council adopt Resolution No. 4656.
Background Summary:
In accordance with State law, City Councilmembers, by individual choice, may join the Washington State
Public Employee Retirement System PERS}. As part of the administrative processes, they must report
hours worked so that the State can designate service credit hours for future use in determining retirement
pay. There are a number of ways in which hours worked can be determined, but it appears the least
administratively burdensome for both the City and Councilmember is to award one-quarter X114}credit for
each month the Councilmember works.
The minimum PERS designation isone-quarter credit for less than l0 hours worked during one month. In~
general, two council meetings per month, two committee meetings per month, and various other required
meetings during the month will fall below the 70 hours worked and meet the threshold for the one-quarter
hour Credit award. Since a Councilmember for employee} could work as little a one hour in a month to get
the one-quarter PERS credit, and probably would not exceed the 70 hour mark l;to move to the next level of PERS credit}, assigning the one-quarter PERS credit eliminates the need for
the Councilmember to
keep track of hours worked and submitting a time card each pay period. It also eliminates the City
Council from having to determine which events wil! be counted toward "City-related work" and which will
not.

WHEREAS, state law allows City Councilmembers to participate in the
Washington State Public Employees Retirement System PERS}; and
WHEREAS, such participation would entail contributions to be made on
behalf of the employer and on behalf of the employee; and
WHEREAS, the City Council could devise a structure or a process for
tracking hours for those City Councilmembers who choose to participate in
PERS; however, in the interest of administrative simplicity, it would be the City
Council's intention that participating Councilmembers those Councilmembers
who affirmatively participate in PERS} shalt be entitled to one quarter credit per
month fortheir past and future hours and service as Councilmembers.
NGW, THEREFGRE, THE C1TY CGUNCIL GF THE CITY OF AUBURN,
HEREBY RESOLVES as follows:
Section Effective January 1, 2014, or such other time as a
Councilmember thereafter elects to participate, City Councilmembers of the City
of Auburn who choose to participate in the Washington State Public Employees
Retirement System PERS} and shall be responsible for employee contributions
at a rate devised by the retirement system with the City of Auburn paying the
employer contribution amounts for such participating Councilmembers, shall
receive service credit of one quarter X114} credit per month of work.

Section 2. The choice of whether a Councilmember participates in
PERS belongs to the individual Councilmember as there is no requirement that
Councilrnembers participate in the retirement system.
Section 3. That the Mayor is authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.
Section 4. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.
