RESOLUTION NO. 4 6 6 7
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF AUBURN, WASHINGTON,
SUPPORTING THE AUBURN SCHOOL
DISTRICT'S EARLY LEARNING PROGRAM
WHEREAS, the Auburn School District and the City of Auburn are vested in community development and quality education; and
1NHEREAS, the Auburn School District and #he City of Auburn are
committed to closing the achievement gap for all earty learners in the community;
and
WHEREAS, national dat:a suggest approximately 40 percent of all children
do not enter kindergarten ready to learn while 50 percent of all children in Auburn
are not ready to learn for kindergarten; and
WHEREAS, 60 percent of families in the Auburn School District qualify for
free and reduced lunch and are English Language Learners; and
WHEREAS, University of Washington brain research show that the
cognitive development is prime for 3- 5 year olds; and
WHEREAS, the Early Learning Technology project will provide 4 and 5
year olds at-risk of entering kindergarten below standard have access to a web-
based 'cognitiVe development learning tool that will close leaming gaps prior to
entering kindetgarten; and
WHEREAS, this program is a community outreach endeavor that will
utilize technology centers in neighborhood and childcare businesses to promote
early intervention in language and cognitive development; and
WHEREAS, improving cognitive development of 4 and 5 year olds through
brain-based education will reduce the risk of children entering kindergarten below
standard and unprepared for school, and the innovative program Early Mind
Matters will bridge the language barriers by increasing vocabulary, word
recognition, reading fluency and cognitive skill; and
WHEREAS, the program provides a data management system of each
student's learning profile and progress, which data will also be used for pre-
kindergarten interveritions as will valuable information for targeted instruction in
kindergarten. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:

Section 1. That the City Council hereby voices its support for the
Auburn School District's Early Learning Program.
Section 2. Thaf the Mayor is authorized to implement additional
administrative procedures as may be necessary to carry out the directives of this
legislation. Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.
