proposed address corrections.
SUMMARY OF ORDINANCE
Ordinance No. 4470 contains 141 recommended address corrections for residential and non-
residential properties in the City of Auburn.
PURPOSE OF DISCUSSION:
Throughout the course of the year Planning and Development maintains a list of properties
where it has been discovered that the existing address is not consistent with established City
addressing standards. Typical examples include numbers that are not in the correct sequence,
odd numbers on the side of the street that are supposed to be assigned even numbers, a King
County address in the midst of an Auburn address range, and an address located off of the
incorrect road. Pursuant to the Mayor's direction on an annual basis Planning and
Development will prepare an ordinance that packages all of the address corrections into a
single batch that is transmitted to Committee and Council for review and consideration.
Pursuant to current City process, the annual address change package must be considered by
the multi-departmental Addressing Committee and approved by the Directors of each City
Department and the Valley Regional Fire Authority.
BACKGROUND:
Consistent and logical addressing is necessary for the ensuring expedient and accurate
emergency service response. Occasionally, errors are discovered as a result of historical
address assignment, annexations that occurred which incorporate properties addressed under
County protocols, or addresses were established prior to the adoption of addressing protocols.
Chapter 12.52 ACC establishes the standards for street names. It states that the Building
Official has authorization to establish street naming and addressing standards and that the
City is divided into quadrants for which standards are established. Main Street and Division
Street are designated as the axis that creates the quadrants. Additional standards are
established that define how a suffix for each street is established (e.g. A Street "NE").
Chapter 15.52 ACC establishes the rules and procedures for assigning building numbers and
designates the Building Official as the local responsible official for enforcement of the
adopted standards. It states that the Building Official has the authority to establish standards
and procedures for assigning building numbers that are logical and consistent throughout the
city.
The City established an Addressing Committee comprised of representatives of various city
departments and the Valley Regional Fire Authority. All address corrections are presented to
the Committee who provides feedback to the Building Official who will incorporate
suggestions as necessary.
Prior to transmitting a package of corrections through Council Committee and to the City
Council, the Building Official also presents the address corrections to the City of Auburn
Department Directors and Valley Regional Fire Authority Administrator for additional
suggestion and confirmation.
The Addressing Committee's consideration and the Directors and Valley Regional Fire
Authority Administrator's review and approval were conducted at the end of 2010.
PROPOSED IMPLEMENTATION STRATEGY:
The life safety benefits of creating a logical and consistent address network are significant,
however it is recognized that an address correction can cause a disruption to affected property
owners. As a result, the Department recommends that the following implementation
strategies be implemented:
1. 90 Day Implementation Period: The Department recommends that the
implementation date for the address change be established as 90 days from the date
that it is adopted by Council.
Written Notice to Affected Property Owners: Upon adoption of the Ordinance,
the Department will provide written notification to all affected property owners and
to provide owners with the time and instructions that they will need to make
necessary adjustments to billing accounts, letterhead, checkbooks, etc. In addition to
this 90 day period, Planning and Development has confirmed with the U.S. Postal
Service that mail will be forwarded for an additional 12 months (Planning and
Development has already notified the U.S. Postal Service that this ordinance
contains 141 address corrections so that they are aware of the volume).
Written Notice to Other Agencies and Companies: Upon adoption of the
Ordinance, the Department will provide written notification to all pertinent
governmental agencies such as the County Assessor Departments, the U.S. Postal
Service, City Departments, Valley Regional Fire Authority, Puget Sound Energy,
School Districts, Utility Districts, telecommunication providers, mapping companies,
solid waste disposal purveyors, etc.
4. Field Verification: Because the number of agencies and companies that rely upon
accurate address information is vast it is necessary to ensure that there is follow
through with address changes in the field (e.g. building numbers need to be updated).
60days into the 90 day window staff will conduct a one day windshield field survey
in order to determine which buildings have been updated. Where it is determined
that the numbers have not been updated contact with the owner will occur via follow
up letter.
Staff has prepared a PowerPoint presentation for all of the recommended address corrections.
Staff will have this PowerPoint presentation available at the meeting and can at the Committ
ee's
request can provide more detailed information and overview of a recommended address
correction.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, TO PROVIDE
AN ADDRESS CHANGE FOR 41 RESIDENCES, 31
COMMERCIAL BUILDINGS, 17 INDUSTRIAL
BUILDINGS, 9 DUPLEXES, AND 8 FOURPLEXES
WHEREAS, Auburn City Code (ACC) Chapters 12.52 and 15.52
concerning the naming of streets and the assignment of specific building
addresses provides authority to the Building Official to develop and administer
the City's Addressing Policies; and
WHEREAS, those policies are intended to create a uniform system for
assigning addresses to buildings within the City; and
WHEREAS, ACC section 15.52.055 provides that petitions for address
changes may be initiated by a City department; and
WHEREAS, the City of Auburn Building Division has identified addresses
in error and in use; and
WHEREAS, the public safety representatives of the City's address
committee are in concurrence with the Building Official that the petitioner's
request will not inhibit public safety; and
WHEREAS, the City Code provides that such requests are decided by the
Auburn City Council; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DOES RESOLVE as follows:

Section 1. Building Address Assignments. The building numbers listed
below in table 1 shall be eliminated and the buildings assigned those numbers
shall be assigned the corresponding numbers listed in table 2, and those
numbers shall meet the requirements of Auburn City Code chapter 15.52 and all
current and future determinations of the building official regarding each building's
number.
