SUBJECT: DISCUSSION: Cottage Housing Regulations
As a follow up to the Committee's conversation on February 14, 2011 regarding cottage housing
regulations, staff has prepared a comparative matrix (see attached) of key regulatory elements
of existing cottage housing regulations from the following jurisdictions
• City of Federal Way
• City of Kent
• City of Kirkland
• City of Langley
• City of Marysville
• City of Mukilteo
• City of Port Townsend
• City of Redmond
On the extreme right side of the matrix is a column specific to Auburn that provides the
opportunity to check yes or no relative to whether the Committee thinks it would be
appropriate to include a specific regulatory element in the drafting of regulations specific to
Auburn. Please consider checking this column ahead of the March 28th meeting to help guide
and inform the discussion on these key elements.
In addition to discussing the matrix, staff would like to discuss the following questions:
1. Does the Committee believe there should be code language requiring a minimum separation
between cottage housing developments (e.g. 1,000 foot separation) to avoid clustering of
these developments?
2. Does the Committee believe that there should be code language mandating or incentivizing
through density bonus or similar mechanism low impact development (LID)
3. Does the Committee believe that there should be multiple clusters of cottages on a single
site allowed? For example, should the City specify that no more than 12 cottages can be
built together around a common open space before a new cluster of cottages has to be
established?
