AUBURN, WASHINGTON MONDAY MARCH 17, 1980
The regular meeting of the City of Auburn Council convened at 8:00 p.m. in the City of
Auburn Council Chambers:
ROLL CALL
COUNCILMEMBERS PRESENT: Councilmembers Roegner, Kitchell, Craig, Larson, Hitchcock,
Flechsig and Lea.
STAFF PRESENT: Jack Bereiter, City Attorney; Len Chapman, Parks and Recreation
Director; Henry Farr, Acting Finance Director; Jim Gibson,
Police Chief; Jim Gintz, Fire Marshal; Bill Herold, Personnel
Director; John Holmes, Library Director; Coralee McConnehey,
City Clerk; Pat Nevins, Public Works Director; George Schuler,
Planning & Community Development Director; Will Spencer,

In the absence of Mayor Stan Kersey, Lillian Kitchell served as Mayor Pro-Tem.
It was moved by Flechsig, seconded by Hitchcock, that the minutes of the March 3, 1980,
Co Council meeting be approved as mailed.

CORRESPONDENCE

Q The City Clerk read a letter from Ronald F. Severson asking for reconsideration of
Q Application for Rezone from Irvin Severson (Application 38-79).
It was moved by Roegner, seconded by Craig, to reconsider Application 38-79 from
Irvin Severson to rezone from R-2 to R-TP and refer the application to the Planning
Commission.
MOTION CARRIED
The City Clerk read a petition for vacation of alley by two-thirds or more of the real
property owners abutting that portion of land designated as a public alley running between
2nd and 3rd St. N.E. (Application V-2-80)
It was moved by Larson, seconded by Craig, to instruct the City Attorney to draw up
a Resolution calling for a public hearing before the Council.

AUDIENCE PARTICIPATION
Terry Barlett, Renton, representing Teamsters Local 1I7, gave a statement from union
members citing cost of living and income statistics which they felt justified their
request for a 15% wage increase. He noted also the cost to the City in employee loss
due to low wages averaging from one a year in the Water Department to four a year in
the Finance Department.
A letter was presented to the Council from James J. Moore asking for an amendment to
Resolution No, 1066 correcting the owner from Mr. Wiggins to Mr. Mr. Lynn Miller.
It was moved by Craig, seconded by Larson, to refer the request to the Utility Committee.

CONSENT AGENDA
It was moved by Roegner, seconded by.Larson, that the following items on the Consent
Agenda be approved as indicated:

Approval and instruct the City Attorney to draw up the necessary ordinance:
A. The request of Frank Neri for approval of a Final Plat known as Neri's Addition
located on a parcel of land 4.8 acres in size located at the southerly end of
Scenic Drive and east of 29th St. S.E. (Application P-2-79) The Planning Commission
recommends approval of the Final Plat of Neri's Addition and that the Chairman and
Secretary be authorized to sign the fact of the plat. Also, that the Mayor be authorized
to sign the face of the plat upon receipt from the Public Works Department certification

that all the public improvements have been installed and accepted or the required
performance bond or other assurance has been submitted.
B. The request of S & C Builders and Developers for approval of the final plat of
Shadow Park Division No. 1 located on the north side of 37th St. S.E. in the 900
block. (Application P-13-79) The Planning Commission recommends approval of this
request and that the Chairman and Secretary be authorized to sign the face of the
plat. Also that the Mayor and City Clerk be authorized to sign the plat upon receipt
of certification from the Public Works Department that all the public improvements
have been installed and accepted or that the necessary performance bond or other
assurances have been posted. Consideration should also be given to requirements
of the Public Works Department.
Call for Public Hearinq before the Council April 7, 1980:
C. The request of Don Bingham and Michael Kohr to rezone from Unclassified to M-1 (Light
industrial) a parcel of land approximately 7 112 acres in size lying on the West
side of the West Valley Highway AKA 3815 and 3901 West Valley Highway. (Application
3-80)
D. The request for annexation of property lying on the northeast corner of "T" and
2nd St. S.E.
MOTION CARRIED
RECOMMENDATIONS
A. It was moved by Craig, seconded by Larson, to authorize an allowance of $175.00
per service be given to Narmond-Sword on meters to be installed in their development,
Neri's Addition.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED
B. It was moved by Lea, seconded by Roegner, to authorize a call for bids for St.
Imp. 168B, Contract 80-03, railroad crossing paving at 3rd St. N.W. and BNRR Company I
with delegated authority to the Mayor to award to lowest responsible bidder.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED
C. It was moved by Craig, seconded by Larson, to authorize a call for bids for
construction of L.I.D. 309, 1 MG reservoir in the plat of Forest Hills.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED
PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Pro Tem Kitchell noted that Mayor Kersey has signed a proclamation observing
International DeMolay Week for March 16 - 23, 1980.
COUNCIL COMMITTEE REPORTS
Public Safety Committee - Chairman Bob Roegner - No report.
Planning & Community Development Committee - Councilmember Bob Roegner
It was moved by Roegner, seconded by Larson, to authorize the first petition circulation
for possible annexation of a parcel of land, 515 acres in size lying east of Auburn.
ROLL CALL VOTE: Councilmembers Roegner, Kitchell, Craig, Larson, Hitchcock
and Lea voted YES.
Councilmember Flechsig voted NO.
MOTION CARRIED
It was moved by Roegner, seconded by Craig, to authorize final pay estimate of $219.55
to ORB organization for architectural services on the spray pool and restroom at the
City Park.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED

It was moved by Roegner, seconded by Craig, to authorize Change Order #t3 to Mayer
Construction for a decrease of $2,958.75 for reimbursed architect services and
substitute padding in the spray pool area of the City Park.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED
It was moved by Roegner, seconded by Craig, that the construction of the restroom and
wading pool in City Park be accepted as complete and Pay Estimate No. 6 in the amount
of $4,121.71, final, to Mayer Construction be approved for payment and the
retained percentage amounting to $8,337.12 be paid in thirty days provided no liens
or claims are filed and clearance is secured from the Departments of Revenue and
Labor and Industries.
ROLL CALL VOTE:
All Councilmembers voted YES
MOTION CARRIED
It was moved by Roegner, seconded by Craig, to authorize the Mayor to sign the agreement
between the City of Auburn and Metro (Resolution 1072) subject to recommendation back
from the Finance Committee where additional $6,700should be budgeted from.
Hitchcock stated the Auburn Circulator was the first of its kind in the area. He
expressed concern over the fare of 200 without statistics to back it up.
ROLL CALL VOTE: Councilmembers Roegner, Kitchell, Craig, Larson, Flechsig,
and Lea voted YES.
Councilmember Hitchcock voted NO.

Utility Committee - Chairman Ron Craig - Minutes are of public record.
Airport Committee - Chairman Bud Larson - Minutes are of public record.
Municipal Building and Equipment Maintenance Committee - Chairman Lewis Hitchcock
It was moved by Hitchcock, seconded by Roegner, to authorize Jack Lange to purchase
' replacement equipment for units 109-72, 701-68, 747-67, 502-73, 503-73, 507-69, 510-68
and a I ton truck via State Bid.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED
It was moved by Hitchcock, seconded by Flechsig, to authorize a call for bids for
new vehicles to replace the Parks Department vehicles 720 and 721 and the $1600.00
deficit in the budget be referred to the Finance Committee.
ROLL CALL VOTE. All Councilmembers voted YES MOTION CARRIED
It was moved by Hitchcock, seconded by Larson, that the "Mum" Show be allowed to be
held in the City Hall on October llth and 12th provided there are no conflicting
meetings etc., and the proper insurance is secured.

It was moved by Hitchcock, seconded by Lea, to accept the offer of Buck & Sons for a
new backhoe for the Cemetery for $3948.70 plus hauling and labor of transferring wheels,
tires and rops for a total of approximately $4500.00 including sales tax.

Finance Committee - Chairman Al Flechsig
It was moved by Flechsig, seconded by Craig, to approve Accounts Payable checks 5129
through 5321 in the amount of $1,404,674.10 with the exception of"Check 5217 until
further explanation is provided and to approve Payroll on checks 8250 through 8533
in the amount of $170,408.63.
ROLL CALL VOTE: All Councilmembers voted YES MOTION CARRIED
It was moved by Flechsig, seconded by Craig, to approve cash transfer adjustments for
the month of February, listing attached and made a part of these minutes as "APPENDIX
A".
