Conclusions of Law as presented to the Council with the additions and changes pertaining
to Paragraph 17 on police protection.

The Public Works Department recommends award of contract to Universal Utility
Contractor, Inc. on their low bid of $477,730.00 plus sales tax of $25,797.45
for a total of $503,527.42. Funding: Property owner assessments.
It was moved by Craig, seconded by Kitchell, to award Contract 81-01, L.I.D. 314,
to Universal Utility Contractor, Inc. on their low bid of $477,730.00 plus sales
tax of $25,797.42 for a total of $503,527.42 with funding from property owner
assessments.

2. SANITARY SEWER IMPROVEMENT NO. 52 VARIOUS SEWER REPLACEMENTS
Bids were opened at 11:00 a.m., August 11, 1981. The following bids were
received:

The Public Works Department recommends award of contract to Chad Construction
Co. on their low bid of $145,641.75 plus sales tax of $7,864.65 for a total of
$153,506.40 including Additive Alternate Schedule B. The contractor did not
receive Addendum No. One, therefore did not acknowledge the addendum in his
bid and it is recommended this irregularity be waived in award of this bid.
Both the City Attorney and the contractor concurred with this action. Funding from
Community Block Grant and Water/Sewer Construction Fund.
It was moved by Craig, seconded by Larson, to award Contract 81-13, Sanitary
Sewer Improvement No. 52, to Chad Construction on their low bid of $145,641.75
plus sales tax of $7,864.65 for a total of $153,506.40 including Additive Alternate
Schedule B, on the condition Chad Construction sign written documentation waiving
the irregularity.

Improvement No. 232, to Klokstad Const. Co. on their low bid of $27,743.50 plus
sales tax, funding from the sale of the Wayland Hotel:

It was moved by Roegner, seconded by Kitchell, that Resolution No. 1244, entitled, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR
OF THE CITY OF AUBURN TO ENTER INTO A CO-SPONSORSHIP WITH KING COUNTY HOUSING AND
COMMUNITY DEVELOPMENT FOR THE CONTINUATION OF THE AFFORDABLE MONTHLY PAYMENT LOAN
PROGRAM FOR REHABILITATION OF SINGLE FAMILY HOMES," be adopted.
