The regular meeting of the City of Auburn Council convened at 8 :00
p.m. in the City of Auburn Council Chambers.
PRESENTATION OF THE COLORS
Boy Scout Troop No. 401 presented the colors and led the pledge of
allegiance. Members of. the troop included Barry Toland, Larry Toland ,
Bryan Fuller , David Kurle, Mike Prochaska and Troy Tope. Their leader
was Charles Prochaska.

COUNCILMEMBERS PRESENT: Councilmembers Craig, Wisner , Larson,
Colburn and Lea.
COUNCILMEMBERS EXCUSED: Councilmember Hitchcock.
COUNCILMEMBER APPOINTMENT
It was moved by Craig , seconded by Larson, that Don Kurle be appointed
to the Council.
MOTION CARRIED UNANIMOUSLY
OATH OF OFFICE CEREMONY
Judge Donald Eide gave Don Kurle the oath of office and Kurle took his
place with the other Councilmembers .
PRESENTATIONS AND AWARDS
Mayor Roegner read proclamations and awards for outgoing elected officials
' Mayor Kersey and Councilmembers Flechsig and Kitchell. Mr . Flechsig
was in the audience to accept the award.
APPROVAL OF MINUTES
It was moved by Larson, seconded by Craig , to approve the minutes of
the December 21, 1981, Council meeting with the correction to the
motion approving the request for alley vacation on Application V-8-81 to
indicate Larson had voted no (Page 4 , Street Committee Report) .

PUBLIC HEARINGS
1 . LLOYD TONKIN REZONE - "K" ST. S .E. - APPLICATION 30-81
Mayor Roegner declared the public hearing open on the request of
Lloyd Tonkin to rezone from Unclassified and R-2 to R-2 with a
Conditional Use Permit for clustered housing on 10 acres on the
east side of "K" St. S .E. in the 4300 block. Planning Commission
recommendations were noted for Council and audience by the City
Clerk as part of the agenda.
Dave Millard , Land Planning and Management, representing the peti-
tioner , noted they concurred with the Planning Commission
recommendations. No one else spoke for or against the request.
It was moved by Larson, seconded by Craig, to close the public
hearing.
MOTION CARRIED UNANIMOUSLY
The Council discussed for further clarification the requirements
related to the 10% grade on the streets and access to the area.

It was moved by Craig, seconded by Larson, to approve the request
of LLoyd Tonkin, Application 30-81 , and instructed the City
Attorney to draw up the necessary ordinance to include the
Planning Commission recommendations 1 through 4 .

2 . EARL TORGERSON REZONE - 401 1ST ST. N.E. - APPLICATION 33-81
Mayor Roegner declared the public hearing open on the request of
Earl M. Torgerson to rezone from R-4 to C-2 property located at
the northeast corner of "D" and 1st Street N.E. aka 401 1st St.
N.E. Planning Commission recommendations were noted for Council
and audience by the City Clerk as part of the agenda.
Earl Torgerson was in the audience. No one else spoke for or
against the request. 1
It was moved by Larson, seconded by Colburn, to close the public
hearing .

The Council discussed discharge of water from the property and
whether or not this request was a logical extention as provided
CD in the Comprehensive. Land Use Plan.

Q It was moved by Larson, seconded by Kurle, to approve the request
of Earl Torgerson , Application 33-81, and instruct the City
Attorney to draw up the necessary ordinance to include the com-
ments of Mary Seabrands in the 10/19/81 memo.

3 . ROLAND CRABTREE LAKELAND HILLS DIV. NO. 4 PRELIMINARY PLAT - APPLI-
CATION P-11-81
Mayor Roegner declared the public hearing open on the request of
Roland Crabtree for approval of a preliminary plat to be known as
Lakeland Hills Division No. 4 on a parcel of land 6 .4 acres in
size located on the southwesterly side of Mill Pond Drive adjacent
to Lakeland Hills Division No 1. Planning Commission recommen-
dations were noted for the Council and audience by the City Clerk
as part of the agenda.
Dave Millard , Land Planning and Management, representing Mr .
Crabtree , was in the audience. He gave a brief presentation and
provided the Council, as Exhibit 1, a revised plat incorporating the
requirements of the Planning Commission. He noted they concurred
with the Planning Commission and staff recommendations. No one
else spoke for or against the request.
It was moved by Larson, seconded by Craig, to close the public
hearing .
• MOTION CARRIED UNANIMOUSLY
The Council reviewed and discussed the revised plat. It was noted
the revision had been made in the event the area zoned R-4 was
rezoned to allow 4-plexes the plat would conform the minimum lot sizes.
It was also noted progress had been made on the resolution of
problems related to the water , sewer and storm drainage problems.
It was moved by Craig , seconded by Larson, to approve the request
of Roland Crabtree for Lakeland Hills Division No. 4 preliminary
plat, Application P-11-81, as revised under Exhibit 1.

It was moved by Lea, seconded by Craig , to recommend Bud Larson as
Mayor Pro Tem for 1982.
