MOTION CARRIED UNANIMOUSLY PROCLAMATIONS , APPOINTMENTS AND ANNOUNCEMENTS Honor of Lillian Kitchell: Mayor Roegner read a proclamation and presented an award to Lillian Kitchell thanking her for her eight years of service on the Council. Appointment Recommendations: Mayor Roegner made the following recommendations for appointments: Bill Thorp and Arnie Galli to the Cemetery Board ; Pete Whittall to the Civil Service Commission; Dr . Clark Townsend to the Library Board and Mrs. Robert Morley as the City Research Historian. It was moved by Larson, seconded by Hitchcock , to concur with the recommendations of Mayor Roegner . MOTION CARRIED UNANIMOUSLY COUNCIL COMMITTEE REPORTS UTILITY COMMITTEE - Chairman Ron Craig - Minutes are of public record . AIRPORT COMMITTEE - Chairman Don Kuria - No report. PLANNING COMMITTEE - Chairman Linda Wisner Park Department Player Fees - Wisner noted a correction to the minutes to reflect the funds for the Fulmer Field lights would not be expended until all the monies are collected . It was moved by Wisner , seconded by Craig , to approve. pay fees as follows : Soccer , softball (regular •season) , flag football - $5 . 00 per resident player and $10 . 00 per non- resident player and Co-ed softball, extended season softball - $2. 50 per resident player and $5 .00 per non-resident player . Councilmembers Larson, Colburn, Craig , • Kurle and Wisner voted YES . Councilmember Hitchcock voted NO. DEPARTMENT HEAD REPORTS Washington State Harness Club Op Jack Bereiter read a letter from the Washington State Harness Club Ist dated January 14 , 1982 , waiving the section of the option to purchase Ki. the lagoon sewer system so as to allow purchase at this time. 8 Bereiter indicated it was the Harness Club ' s intention to close and Q were asking acknowledgement from the Council. Q It was moved by Larson, seconded by Craig , to accept and acknowledge the Washington State Harness Club' s waiver and intention to close. MOTION CARRIED UNANIMOUSLY OLD BUSINESS ORDINANCE NO, 3711 - It was moved by Colburn, seconded by Hitchcock , I to introduce and adopt Ordinance No. 3711 related to Auburn City Employee Parking Lot. MOTION CARRIED UNANIMOUSLY NEW BUSINESS Ken Balduff , representing the Citizens on Rezone, made a statement to the Council regarding their hopes the Council could develop a means to build in mitigation into the system of handling development in Auburn. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 3711 - See Old Business ORDINANCE NO. 3720 - It was moved by Craig_, seconded by Larson, to refer Ordinance No. 3720 to the next Planning Committee meeting.
