Flag Salute The regular meeting of the City of Auburn Council was called to order by Mayor Pro Tem Lewis Hitchcock at 8:00 p.m. in the City of Auburn Council Chambers. Mayor Pro Tem Hitchcock led those in attendance in the pledge of alle- giance. B. Roll Call Those in attendance included Mayor Pro Tem Lewis Hitchcock; Councilmembers Colburn, Craig, Kurle, Larson, Wisner, and Lea; and staff members Jack Bereiter, City Attorney; Dan Clements, Finance Director; Dick Deal, Recreation Specialist; Pat Dugan, Planning Director; Police Chief Jim Gibson; Captain Phil Philbin, Fire Department; Coralee McConnehey, City Clerk; and Pat Nevins, Public Works Director. C. Mayor's Announcements and Appointments - None D. Agenda Modifications - None CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE II. A. Public Hearings Comprehensive Traffic Plan - Adoption of the 1982 Comprehen- ' sive Traffic Plan as the Circulation Element of the Auburn Comprehensive Plan. No one spoke for or against the Traffic Plan. MOTION by Colburn, SECOND by Lea, to close the public hearing. MOTION CARRIED UNANIMOUSLY. MOTION by Lea, SECOND by Kurle, to instruct the City Attorney to prepare the necessary resolution to repeal Chapter V, Thoroughfare Plan, of the 1968 Comprehensive Plan for Auburn Planning Area, and to adopt the 1982 Comprehensive Plan, with the following clarifying statements: (1) That "M" Street N.W. be aligned in a manner which is coordinated with drainage plans (Mill Creek Corridor); (2) That the alignments of the proposed streets south of the Stuck (White) River be considered very general. MOTION CARRIED UNANIMOUSLY. B. Audience Participation - None C. Correspondence - None COUNCIL COMMITTEE REPORTS III. A. Utility - Chairman Ron Craig - Minutes are of public record. B. Storm Sewer - Chairman Don Kurle - Minutes are of public record. C. Planning & Zoninq - Chairman Linda Wisner - No report. D. Municipal Services - Chairman Gene Colburn - No report. Joint Municipal Services Public Safety - Gene Colburn SkyServices Lease - MOTION by Colburn, SECOND by Kurle, to aut- horize a lease agreement with Sky Services for five years in the amount of $1,361.25 per month to include the State leasehold tax and at the end of the second and fourth year's lease renewal be adjusted by the consumer price index. Craig expressed concern over the change from the original contract which called for 10% of the assessed valuation. Larson noted it was not anticipated the land values would go so high. Colburn indicated the Airport Advisory Board used the current land value and used 58 rather than 10%. Craig stated he felt the 58 was an arbitrary figure and there was no data on the choice of 58. Kurle noted a list of seven other airport charges for similar circumstances would put Auburn second highest by using 5%. Craig, Wisner and Lea voted NO. Colburn, Larson and Kurle voted YES. Mayor Pro Tem Hitchcock voted YES. MOTION CARRIED. G. Street - Chairman John Lea - Minutes are of public record. CONSENT AGENDA ' IV. A. Minutes - March 21, 1983, Regular Meeting B. Vouchers Y. Claims #13705-13901 in the amount of $206,535.67. 2. Payroll #36093-36397 in the amount of $306,676.96. C. Final Pay Estimates 1. L.I.D. 330 - Pay N Save Sanitary Sewer to J. J. Sprague, Inc. for $2,831.38. 2. L.I.D. 328 - Auburn Way South Sidewalks to Valley Cement for $1,041.37. D. Master Solicitor License - Lake Tapps Congregation of Jehovah's Witnesses for distribution of religious materials. E. Out of State Travel 1. John Anderson - N.W. Aviation Planning Conference in Eugene, Oregon. 2. Jim Fisk - Hazardous Waste Training Program in San Diego, California. 3. David Cook - Northwest Arson and Fire Investigation Seminar in Portland, Oregon. OLD BUSINESS V. A. Calvary Temple Street Vacation - Referred to the Street Committee. Will come before the Council April 18, 1983. B. Ordinance 3861 - Auburn Free Methodist Church Conditional Use Permit. Referred to Planning & Zoning Committee. Will come before the Council April 18, 1983. NEW BUSINESS VI. A. Fire Station - Anccitectual Criteria and Preliminary Design Proposal. -2- AUBURN COUNCIL MINUTES PAGE THREE APRIL 4F 1983 VI. NEW BUSINESS (Cont.) A. Fire Station (Cont.) MOTION by Colburn, SECOND by Larson, to approve the proposed request for architectural qualifications for the fire sta- tions construciton project and the architectural selection evaluation criteria. Kurle questioned the last sentence on the list of Architect Selection Items, "Pioposals will be judged on the same basis as well as cost effectiveness and methodologies proposed to determine design requirements." Dugan explained after review of the qualifications some architects would be invited to submit proposals. The proposals would be eva- luated additionally on those two items. Craig felt the Committee may choose to have none of the architects submit proposals. Colburn added he agreed with Craig and Kurle because the purpose was for qualifications not cost effec- tiveness and methodologies. MOTION by Kurle, SECOND by Colburn, to amend the previous motion to delete the last sentence on the list of Architect Selection Items. Larson voted NO. MOTION CARRIED. Vote on the motion as amended Craig, Kurle, Wisner, Hitchcock, Colburn and Lea voted YES. Larson voted NO. MOTION CARRIED. B. Ordinances and Resolutions Ordinance 3864 - Adopts Developer's Public Facility Extension Manual for Sanitary Sewers, Water, Storm Sewers and Streets. MOTION by Craig, SECOND by Larson, to introduce and adopt Ordinance 3864. MOTION CARRIED UNANIMOUSLY. 2. Ordinance 3865 - Adds Commercial Loading Zones for the Masonic Temple. MOTION by Lea, SECOND by Kurle, to introduce and adopt Ordinance 3865. MOTION CARRIED UNANIMOUSLY. 3. Ordinance 3866 - Related to driveway widths. MOTION by Lea, SECOND by Kurle, to introduce and adopt Ordinance 3866. MOTION CARRIED UNANIMOUSLY. 4. Ordinance 3867 - Repeals Tow Truck Number Determination and Adds Debris Cleanup Requirement. MOTION by Colburn, SECOND by Larson, to introduce and adopt Ordinance 3867. MOTION CARRIED UNANIMOUSLY. 5. Resolution 1419 - Accepts and Approves 1983 Council Goals. MOTION by Larson, SECOND by Craig, to adopt Resolution 1419. Lea voted NO. MOTION CARRIED. 6. Resolution 1420 - Urges Washington State Legislature to defeat proposed bill related to city financial respon- siblity for prisoners. MOTION by Larson, SECOND by Craig, to adopt Resolution 1420. MOTION CARRIED UNANIMOUSLY. MAYOR'S REPORT VII. MAYOR'S REPORT - None VIII. ADJOURNMENT - The regular session was recessed to an executive session at 9:05 p.m. to discuss matters of personnel and litigation. The regular session reconvened at 9:15 p.m. MOTION by Colburn, SECOND by Larson, that the City administra- tion is authorized to settle the law suit of Police Clerks Gail Baker and Betty Crain and former Police Clerk Helen Bowden with prejudice without costs. Thereafter the City Attorney Jack Bereiter made a brief state- ment that the terms of this settlement are to be ordered sealed at the court but that it could be stated that this settlement is in compromise of a disputed claim and that the settlement to the petitioners is not be construed as an admission of liability on the part of the City, the legislative body and/or the Auburn Police Department.
