CONTINUED BUSINESS
Ordinance 3879 - Approves Final Plat of Valley Place.
MOTION bT Hitchcock, SECOND by Kurle, to introduce and adopt
Ordinance 3879. MOTION CARRIED UNANIMOUSLY.
Jobs Bill - Pat Dugan presented to the Council a list of the
projects and the criteria the County would use to judge the
Public Services and Public Works projects. The projects
were:
Sidewalks
$ 33,857
Les Gove Par Course
22,500
Sanitary Sewer
165,040
South County Clinic
9,468
ACAP Daycarc
6,000
Storm Sewer
381,913
Water Main
146,000
TOTAL $764,778
The Council discussed their thoughts on how the list should
be prioritized. Craig suggested the first priority should
be storm sewers. Kurle agreed and noted the total amount
was made up of six projects. Larson thought it might be
wise to pick a couple of projects in the $40,000 or $50,000
level since the entire amount available was around $700,000.
Craig wondered if the County would honor the City's priori-
ties and possibly give a percentage. Dugan indicated that
in the past the County usually accepted the priorities.
It was a consensus the storm sewer projects be listed as the
first priority and the six projects be prioritized as recom-
mended by staff.
Larson recommended the South County Clinic request be Item
2. Craig agreed saying it especially met criteria No. 3
for public services projects, "Provides direct delivery of
emergency services to unemployed or indigent people).
Hitchcock noted the Council should remember the thrust of
the Jobs Bill was to provide jobs not just funds. Wisner
indicated she supported Larson's suggestion. Hitchcock con-
curred.

II. Jobs Bill (Cont.)
Wisner suggested the Les Gove Par Course be listed as Item
No. 3. Larson concurred with Wisner. Hitchcock suggested the
sidewalks be listed as Item No. 3. Mayor Roegner indicated
there was a consensus that the Les Gove Par Course be listed as
Item No. 3.
Craig suggested ACAP be listed as fourth priority. All the
Council concurred. Craig suggested the water main be listed
as last priority. Wisner agreed since the water main and sani-
tary sewers would need 50% matching funding. The Council con-
curred Item No. 5 should be Sidewalks, Item No. 6 should be
sanitary sewer and Item No. 7 should be water main.
MOTION by Wisner, SECOND by Craig, to approve the order of
priorities as recommended by the Council and authorize the
application for funding; (1) Storm Sewer, (2) South County
Clinic, (3) Les Gove Par Course, (4) ACAP Daycare, (5)
Sidewalks, (6) Sanitary Sewers and (7) Water Main. MOTION
CARRIED UNANIMOUSLY.
