C CITY OF AUBURN COUNCIL MEETING MINUTES April 2, 1984 7:30 p.m. CALL TO ORDER Flag Salute The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in atten- dance in the pledge of allegiance. Roll Call Those in attendance included Mayor Bob Roegner; Council - members Burns, Colburn, Craig, Larson, Whittall and Wisner and staff members Jack Bereiter, City Attorney; Dan Clements, Finance Director; Pat Dugan, Planning Director; Jim Gibson, Police Chief; Bob Johnson, Fire Chief; Coralee McConnehey, City Clerk; Pat Nevins, Public Works Director; Cheryl Sallee, Senior Center Supervisor; and Gretel Sloan, Personnel Director. Councilmember Kurle and Len Chapman, Parks & Recreation Director were excused. Also in atten- dance was Chuck Smith, Senior Building Inspector; Jack Leininger, Assistant City Attorney; and Mary Morehead, Legal Office Assistant. Mayor's Announcements and Appointments Mayor Roegner announced two proclamations: One was proclaiming Mary Morehead Day honoring Mary for being named ' City of Auburn Employee of the Year. The other proclaimed Building Safety Week which was recevied by Chuck Smith, Auburn Senior Building Inspector. D. Agenda Modifications - Modifications included Finance Committee Minutes and agenda bills for two bid awards on L.I.D.'s 332 and 333. CITIZEN INPftr PUBLIC HEARINGS & CORRESPONDENCE II. A. Phase I Architectural Services Acceptance - Acceptance of architectural services and authorize release of final payment to McAdoo, Malcom & Youel. D. Master Solicitor License for Douglas Buckner to sell Coupon Books. E. Consultant Selection Advertisement - Authorize call for consultant services for various City departments. F. Bid Awards 1. L.I.D. 332 (B Street N.W. et al), Contract 84-03, award contract to City Transfer on their low bid of $711,472.00, subject to receipt of letter of credit or other appropriate guarantee per escrow contract, on or before April 16, 1984. 2. L.I.D. 332 (B Street N.W. et al) and L.I.D. 333 (30th Street N.E./N.W.), Contract 84-04, award contract to Totem Electric of Tacoma, Inc. on their low bid of $93,750.00, subject to receipt of letter of credit or other appropriate guarantee per escrow contract, on or before April 16, 1984. G. Utility Adjustments 1. Robert Lewis, Account 334-2970, 1522 3rd Street S.E., in the amount of $17.08. 2. Green River Terrace Nursing Center, Account 503-3840, 2830 "I" Street N.E., in the amount of $616.42. 3. Jack Rucinsky, Account 319-1770, 115 E. Main Street, in the amount of $102.48. MOTION by Craig, SECOND by Larson, to approve Consent Agenda Items A through G 3 with the exception of Item E. MOTION CARRIED UNANIMOUSLY. ' Item E_ Craig asked for clarification on this item. Mayor Roegner indicated this was to fulfill State statutes requiring advertisement for selection of consultants. He noted this was a one time advertisement to obtain a list of names rather than advertising numerous times by individual departments and would come back to the Council for final approval. MOTION by Craig, SECOND by Larson, to approve Consent Agenda Item E. MOTION CARRIED UNANIMOUSLY. OLD BUSINESS V. OLD BUSINESS - None NEW BUSINESS VI. Ordinances and Resolutions A. Ordinance 3918 - Prohibition of Weapons on Premises Where Liquor is Dispensed by the Drink. MOTION by Colburn, SECOND by Whittall, to refer Ordinance 3918 back to the Municipal Services Committee. MOTION CARRIED UNANIMOUSLY. B. Ordinance 3955 - Related to Continuity of Government. MOTION by Colburn, SECOND by Whittall, to introduce and adopt Ordinance 3955. MOTION CARRIED UNANIMOUSLY. C. Ordinance 3958 - Dissolves Fund 218, 1982 G. 0. Water Bond. MOTION by Larson, SECOND by 3960, to introduce and adopt Ordinance 3958. MOTION CARRIED UNANIMOUSLY. D. Ordinance 3960 - Approves Final Plat of RPM -Auburn. MOTION by Wisner, SECOND by Burns, to introduce and adopt Ordinance 3960. MOTION CARRIED UNANIMOUSLY. E. Ordinance 3961 - Golden West Homes Rezone from A-1 to R-T property located between "I" Street N.E. and the Green River and lying south of 40th Street N.E. (extended). Ordinances and Resolutions (Cont.) F. Ordinance 3962 - Bruce Molen Conditional Use Permit for the construction of two medical/professional buildings at 1114 Harvey Road. MOTION by Wisner, SECOND by Burns, to introduce and adopt Ordinance 3962. MOTION CARRIED UNANIMOUSLY. MAYOR'S REPORT ' VII. MAYOR'S REPORT - None VIII.
