Flaq Salute ' The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in atten- dance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner; Council - members Burns, Colburn, Kurle, Whittall and Wisner; staff members Jack Bereiter, City Attorney; Len Chapman, Parks & Recreation Director; Dan Clements, Finance Director; Pat Dugan, Planning Director; Bob Johnson, Fire Chief; Coralee McConnehey, City Clerk; Pat Nevins, City Engineer; Gretel Sloan, Personnel Director; and Ed Wilson, Captain Police Department. Also in attendance was Steve Lancaster, Environmental Planner, and Robin Wohlhueter, Deputy City Clerk. Councilmembers Craig and Larson were excused. Staff member Chief Stockham was also excused. C. Mayor's Announcements and Appointments Civil Service Appointment Mayor Roegner recommended Dr. Earl Norman serve as a member of the Civil Service Commission until December 31, 1989. ' Dr. Norman's term would fill the unexpired term of com- missioner John Darnell. MOTION BY Wisner, second by Colburn to approve Dr. Earl Norman as a member of the Civil Service Commission. MOTION CARRIED UNANIMOUSLY Muckleshoot Bingo Parlor Mayor Roegner reviewed a letter which was received by the Council regarding general information on the bingo parlor. Mayor Roegner suggested a public meeting be scheduled for October 4, 1984, and that staff be available at 6:30 p.m. for questions. Tribal staff, and representatives from DOT will also be available. Jack Bereiter was instructed to submit the matter for judicial review which would determine whether or not the City followed procedures. Mayor Roegner also asked for Council cooperation in reviewing elements within our process which might be approved, and that the Public Works Committee review current ordinances and poli- cies. D. Agenda Modifications - The agenda modifications included a bid award for 1984-85 Sidewalk Improvement Program. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE II. A. Public Hearings Final Assessment Roll for Local Improvement District 327, Auburn 400 construction of streets, curbs and gutters, sidewalks, street lights, watermains, sanitary sewer mains, storm drainage and all their appurtenances. -1- AUBURN COUNCIL MINUTES PAGE TWO OCTOBER 1, 1984 II. A. Public Hearings (Cont.) Final Assessment Roll for L.I.D. 327 (Cont.) No one spoke for or against the roll. MOTION by Wisner, SECOND by Kurle, to close the public hearing. MOTION CARRIED UNANIMOUSLY. MOTION by Kurle, SECOND by Wisner, to approve the final assessment roll of L.I.D. 327, Auburn 400. MOTION CARRIED UNANIMOUSLY. ' B. Audience Participation Muckleshoot Bingo Parlor Barbara Lewis reported that there was a U.S. Attorney Opinion dated August 29, 1984, which states that the whole hill area was annexed illegally. Mayor Roegner indicated that they would look into it. COUNCIL COMMITTEE REPORTS III. A. Public Works - Vice Chairman Linda Wisner - Minutes are of public record. Wembley Rezone Councilmember Wisner noted that the Public Works Committee r would be reviewing this for traffic problems. B. Planning & Community Development - No Report C. Finance - No Report D. Municipal Services - Chairman Gene Colburn - Minutes are of public record. CITIZEN INPUT IV. CITIZEN INPUT - None CONSENT AGENDA V. A. Minutes - October 1, 1984, Regular Meeting. B. Vouchers 1. Claims #11195-11457 in the amount of $411,446.38. 2. Payroll #101690-101993 in the amount of $309,023.66. C. Final Pay Estimate to Valley Cement Construction for Street Improvement 252A, 1983-84 Overlays, Pavement Replacements, in the amount of $806.55. MOTION by Wisner, SECOND by Burns, to approve Consent Agenda items A through C with the exception of Items B 1 and 2 which will be delayed until the next Finance Committee meeting. MOTION CARRIED UNANIMOUSLY. OLD BUSINESS VI. OLD BUSINESS - None , NEW BUSINESS VII. Ordinances and Resolutions A. Ordinance 4010 (Cont.) MOTION by Wisner, SECOND by Burns, to introduce and adopt Ordinance 4010. Councilmembers Colburn, Whittall and Kurle voted NO. MOTION FAILED. B. Ordinance 4011 - Related to Parking Lot Landscaping. This will be carried under Old Business. C. Ordinance 4012 - Business Registration and Licenses Update. MOTION by Colburn, SECOND by Whitall, to introduce and adopt Ordinance 4012. MOTION CARRIED UNANIMOUSLY. D. Ordinance 4013 - Related to Stopping, Standing, and Parking Code. MOTION by Kurle, SECOND by Wisner, to introduce and adopt Ordinance 4013. MOTION CARRIED UNANIMOUSLY. MAYOR'S REPORT VIII. MAYOR'S REPORT - See Item I C. EXECUTIVE SESSION & ADJOURNMENT IX.
