CITY COUNCIL MEETING MINUTES
January 3, 1989 730 p.m.
I. CALL TO ORDER
The regular meeting of tHe City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flae Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll II
Those in attendance include Mayor Bob Roegner and Councilmembers
Whittall, Walters, Burns, Larson, Roland, Brothers, and Kurle. Staff
members in attendance inclade Police Chief Jake Evans, Police Captain Ray
Sherman, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Parks &
Recreation Director Len Chapman, Finance Director Pat Dugan, Public
Works Director Frank Currie, Planning Director Mary McCumber, Senior
Planner Lynn Rued, City Attorney Marguerite Schellentrager, and City
Clerk Robin Wohihueter.
C. Announcemen[s and A000intments
l. "Emolovee of the Year" Award
Mayor Roegner to present "1988 Employee of the Year" award to
Bonnie Jones. .
Bonnie Jones was unable to be in attendance at this meeting, therefore,
Mayor Roegner asked that this item be carried over to the next
Council meeting.
2. A000intments
Mavor Pro-Tem
Motion by Councilmember Whittall ro appoint Councilmember Larson
as Mayor Pro-Tem for the year ending 1989, second by
Councilmember Kurle.
MOTION CARRIED UNANIMOUSLY. 7-0.

reflecting corrected dates from January 20, 1989 to January 16, 1989 to

II. �ITiZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearines
Aoolication No. 32-88
The request of Beneficial Development Company for a 47 lot
Pretiminary Plat to be known as Lakeland Hills Division No. 5
consisting of 12.4 acres on property zoned R-2 (Single Family
Residential) and located north of and contiguous with Lakeland Hills
Division No. 3 Extension.
Mayor Roegner opened the public hearing.
Joel Gordon - 101 i Western Avenue, Seattle, WA 98104.
Joel Gordon, Law Offices of Buck & Gordon, represents the applicant,
Beneficial Developmen[ Company. Mr. Gordon explained the
applicant had a concern with regard to the required timing of
construction of Lakeland Hills Way from the East Valiey Highway to
the existing Lakeland Hills Way in Division No. 3 prior to final plat
approval. Mr. Gordon felt concerns had been resolved by agreement
to a set of conditions agreeable to the appiicant.

Motion by Councilmember Burns, second by Councilmember Whittall
to close the public hearing.
MOTION CARRIED UNANIMOUSLY. 7-0.
Motion by Councilmember Burns, second by Councilmember Whittall
to approve the preliminary plat based upon the findings of fact,
conclusions, and conditions as outlined;. and, to instruct the City
Attorney to prepare the necessary Resolution and agreement.
MOTION CARRIED UNANIMOUSLY. 7-0.

III. COUNCIL COMMITTEE REPORTS
A. Munici�al Services
Chairman Whittall reported the Municipal Services Committee met on
December 15, 1988. The next meeting of the Municipai Services Committee
is January 12, 1989 at 530 p.m.
B. PlanninR & Communitv Deveionment
Councilmember Burns stated the Planning & Community Development
Committee has not met since the last Council meeting. The next meeting
wili be January 10, 1989 at 7:30 p.m.
C. Public Works
Councilmember Larson stated the Public Works Committee did not meet
after the last Council meeting. The next meeting of the Public Works
Committee is scheduled for lanuary 5, 1989 at 7:30 p.m.
D. Financ
Councilmember Kurle stated the Finance Committee met prior ro the
Council meeting ronight ro consider Ordinance No. 4320 regarding vacation
leave, Ordinance No. 4326 regarding Finance Department revolving petty
Cash Fund, and claims and payroll. The next Finance Committee meeting
will be prior ro the regulai Council meeting on January 16, 1989.
IV. CONSENT ACENDA
A. Minutes
December 19, 1988 regular Council meeting.
B. Vouchers
Claim numbers tt41789 through #42063 in the
amount of $309,585.58.
2. Payroll #140263 through #140881 in the amount
of $414,747.64.
Motion by Councilmember Larson, second by Councilmember Kurle to approve Consent
Agenda Items IV.A through IV.B.2.
MOTION CARRIED UNANIMOUSLY. 7-0.
V. OLD BUSINESS
A. Aflolication No V-2-85
The Auburn City Council at its April 18, 1988 regular Council meeting
referred Application No. V-2-85 to the Public Works Committee on the
proposed vacation of street right-of-way, situated on that portion of land
designated as a public street located in the 3100 block of "E" Street
Northeast, within the City of Auburn, Washington.
No action reauired bv the Citv Council at this time due to review bv the
Public Works Committee.

A. Annexation No. ANX-1-88
City Council to schedule a public hearing to be held on January 16, 1989 on
the proposed annexation. Properry owners representing 100 percent of the
assessed valuation, have submitted a petition requesting their property to be
annexed ro Auburn. 'Che property is approximately 13 acres in size and is
located on the east side of "B" Street N.W. in the 4400 block.
Motion by Councilmember Burns, second by Counciimember Walters to call
Cor public hearing at the next regular Council meeting.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Aoolication No. 34-88
City Council to scheduie a public hearing to be held on January 16, 1989 on
the proposed rezone. The request of Frank and Dick Miyagishima for
approval of a rezone from County SR (Suburban Residential) and General
to the City's M-1 (Light Industrial) zone, located on the east side of "B"
Street N.W. in the 4400 block..
Motion by Councilmember Burns, second by Councilmember Walters to call
for a public hearing at the next regular Council meetinp; January 16, 1989.
MOTION CARRIED UNANIMOUSLY. 7-0.
VII. ORDINANCES AND RESOLUTIONS
A. Ordinances
Ordinance No. 4319
An Ordinance of the City of'Auburn, Washingron, repealing Ordinance
No. 4268 (February 1, 1988) which amended Sect:ion 19 (C) of
Ordinance No. 2603 (December 6, 1971), and adding a new section I9
(C) relating to meeting dates of the Ciry Council Committee on
Committees.
Mayor Roegner recommended this item be carrieA over to the January
16, 1989 regular Council meeting.
2. Ordinance No. 4320
An Ordinance of the City of Auburn, Washington, amending Chapter
2.63 of the Auburn City Code to change vacation leave affecting
certain designated employees, and to change vacation accumulation for
designated employees.
Motion by Councilmember Kurle, second by Councilmember Walters to
introduce and adopt Ordinance No. 4319, and to include the Fire Chief
Position under Section 2.
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Ordinance No. 4322
Application No. I8-87
An Ordinance of the City of Auburn, Washington, approving a surface
mining permit ro allow the removal of•170,000 cubic yards of material
located in the vicinity west of the West Valley Highway and north oP
ISth Street S.W., within the City of Auburn, Washington.
Motion by Councilmember Larson, second by Councilmember Burns to
introduce and adopt Ordinance No. 4322.
MOTION CARRIED UNANIMOUSLY. 7-0.
4. Ordinance No. 4323
Application No. 27-87
An Ordinance of [he City of Auburn, Washington, approving the plat
of Carmen's First Addition, to the City of Auburn, according to the
plat on file with the Clerk of the City of Auburn.
Motion by Councilmember Burns, second by Councilmember Whittall
to introduce and adopt Ordinance No. 4323.

5. Ordinance No. 4324
Application No. 31-88
An Ordinance of the City of Auburn, Washington, providing for a
Conditionai Use Permit to allow the construction of a seventy-unit
multi-family development on property zoned C-3 and located on the
east side of Auburn Way North in the 4500 block, within the City of
Auburn, Washington.
Motion by Councilmember Burns, second by Councilmember Walters to
introduce and adopt Ordinance No. 4324.
MOTION CARRIED. 6-I with Councilmember Kurle voting no.
6. Ordinance No 4325
Application No. 37-88
An Ordinance of the City of Auburn, Washington, providing for a
Conditional Use Permit to allow placement of an additional temporary
module assembly room and change the location of two existing
modules.
Motion by Councilmember Burns, second by Councilmember Whittail
to introduce and adopt Ordinance No. 4325.
MOTION CARRIED UNANIMOUSLY. 7-0.
Ordinance No. 4326
An Ordinance of the City Council of the City of Auburn, Washington,
amending Auburn Codified City Ordinance 3.04.520 (SeCtion 4,
Ordinance No. 4110 passed February 18, 1986) relating to
establishment of Finance Department revolving Petty Cash Fund.
Motion by Councilmember Kurle, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4326.
MOT10N CARRIED UNAMMOUSLY. 7-0.
B. Resolutions
Resolution No 1920
A Resolution of the City Council of the City of Auburn, Washington,
repealing Auburn City Resolution No. 1818 passed February I, 1988,
and creating a new resolution relating to Council Committees and
designating the members, powers and duties of all standing committees
of the City Council, of the City of Auburn.
Motion by Councilmember Larson, second by Councilmember Kurle to
approve Resolution No. 1920.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No 1923
Application No. 36-88
A Resolution of the City Council of the City of Auburn, Washingron,
approving Ihe preliminary plat of Saltmark Estates and located on the
west side of Bridgett Avenue S.E. (if extended) in the 4700 block,
within the City of Auburn, Washington.
Mo[ion by Councilmember Burns, second by Councilmember Whitta❑
to adopt Resolution No. 1923.
MOTION CARRIED UNANIMOUSLY. �-0.
VIII. MAYOR'S REPORT
Executive Session
Mayor Roegner announced there would be an Executive Session for
approximately five minutes to discuss labor negotiations. Mayor Roegner
anticipated there may be action as a result of the Executive Session. 7'he
Council recessed at 7:45 p.m. to Executive Session.

The Council reconvened at 7:51 p.m.
lanuary 3, 1989
Motion by Councilmember Kurle to authorize the Mayor and the Ciry Clerk
to sign the 1989 contract with the Teamsters Local tl7 for Finance Clerical
and Outside empioyees subject to the Union's ratification of the same
agreement, second by Councilmember Brothers.
MOTION CARRIED UNANIMOUSLY 7-0.
IX. pDJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:55 p.m.
