CITY COUNCIL MEETING MINUTES
March 6, 1989 7:30 p.m.
I. CALL TO ORDER
� The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flae Salute
Lakeview Love Birds Campfire group posted the colors of the flag.
Members participating include Libby Espe, Andrea Cofer, Lisa Williams,
Jennifer Segwin, Crystal Volk, Laura Schrag, and Cheryl Harper. Lakeview
Love Bird leader is Wayne Cofer.

Those in attendance include Mayor Bob Roegner and Councilmembers
Whittall, Walters, Burns, Larson, Roland, Brothers, and Kurle. Staff
members in attendance include Police Captain Ray Sherman, Fire Chief Bob
Johnson, Personnel Director Gretel Sloan, Parks & Recreation Director Len
Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie,
Planning Director Mary McCum6er, Senior Planner Lynn Rued, City
Attorney Marguerite Schellentrager, and City Clerk Robin Wohlhueter.

II. CITIZEN INPUT PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearinas

The request of Ron Anderson, Bernie Scheuble, Christine Lancaster
and Ruth Donkelaar to rezone from R-2 (Single Family) to R-O
(Office Residential) located on the West side of Harvey Road in the
1200 block.
Mayor Roegner opened the public hearing.

Mr. Strand, on behalf of his wife and himseif, stated they are opposed to the
change in zoning because it will change what is now a residential area into
offices, and potentiaily commercial. Mr. Strand commented that at no time
were they notified that the zoning was changed to R-2. Mr. Strand concluded
his comments by stating if zoning is approved offices would be located on the
side and back of their property.
Marilvn Walker - 816 12th Street N.E., Auburn, WA 98002
Marilyn Walker stated she was present on behalf of her husband, James C.
Walker, and made reference to his letters which have been transmitted to the
Council. '
Beckv Hialev - 812 12th Street N.E., Auburn, WA 98002
Becky Higley, resident near proposed rezone property, rook a few moments to
explain the type of neighborhood she lives in. Ms. Higley stated residents
include retired and working couples, families with small children,
homeowners, and renters. After living in this neighborhood for three years,
Ms. Higley has noticed an increase in traffic, and even has a study to prove it.
Over the years Ms. Higley and her son would play a game. At 330 p.m. they
would guess how many cars would go by before his dad gets home from work
at 3:45. In the beginning there were eight or nine, nnd last night the count
was nineteen. Ms. Higley stated her street is being used for a short cu[ not
only for cars, but now delivery trucks are using it for a short cut. Due to
existing traffic problems, Ms. Higley stated she is against the proposed rezone.

Mr. Higley stated he is against the proposed rezone due to increased parking,
and recommended 12th Street N.E. be considered as a cul-de-sac.
Motion by Councilmember Burns, second by Councilmember Walters to close
the public hearing.
MOTION CARRIED UNANIMOUSLY. 7-0.
Mayor Roegner noted that the Council has received the original letter from
Mr. Walker signed by other members of the neighborhood including those who '
have testified earlier this evening.
Mayor Roegner called on the Pianning & Community Development Director
Mary McCumber to provide the Council with a brief on the proposed rezone.
Mary McCumber responded ro the concerns raised on the land uses and how
they relate to the Comprehensive Plan and zoning. Mary McCumber briefly
stated that in 1986 a new Comprehensive Plan was adopted which identified
and protected single family areas. It also provided for the economic
development of our community. In this particular area both single family
with commercial and residential office were combined. The Comprehensive
Plan planned for three types of activities to occur within this area separated
from each other.
Directing the audience attention to the Comprehensive Plan Map, Ms.
McCumber stated the yellow is a protected single family area, protected by
the Comprehensive Plan. The pink is neighborhood commercial along the east
side of Auburn Way. The Comprehensive Plan calls for a new category called

The new category allows for professional offices in developments that would
be compatible with single family residentiai areas, and was seen as a
compatible use adjacent to single family areas.
Mary McCumber continued her comments by stating in 1987 the City
completed a new zoning code and area zoning. Single family zone was revised
to strengthen the zone for single family uses. A new residential office zoning
category was written. When the zoning was mapped, the City rezoned a
number of areas within the city to make the plan map and zoning categories
consistent. In this area, the area that is planned for single family and
neighborhood commercial is zoned for that. The City did not rezone some
portions of Harvey Road from single family to office. The decision was that
it would be better done when the property was ready for that kind of
development. The existing single family homes along Harvey Road were
appropriate as an interim use. As the properties were ready to redevelop to
residential office, the City felt it would be better to come in through as
individual reclassifications.
Mary McCumber finalized her comments by stating the proposed rezone is
consistent with the Comprehensive Plan, and when properties zoned residential
office are adjacent to single family a ten foot landscape buffer is required.
Frank Currie commented on the traffic concerns. Frank Currie stated the
City concurs that 12th Street N.E. is a residential street, and using it as short
cut is not considered to be an appropriate means of accomodating the traffic.
It is not intended as an arterial street, and because of the increased traffic the
City is looking at some solutions to reduce cut through traffic. Mr. Currie
stated one solution is to look at eliminating either one or both of the left turns
on or off Auburn Way North. Another solution would be to dead end the
street.
Mr. Currie further stated the Harvey Road project will help eliminate some of
the problems of cut-through because it will have five lanes of traffic instead
' of two. A traffic signal at 8th and Auburn Way North would also help as 8th
Street is a street we would intend to have people cut through on. We cannot
do that now because the teft turn off of Auburn Way North onto Eighth is
difficult to do, and we do not wish to encourage such turns; the left turn
from 8th Street onto Auburn Way North is prohibited. In addition, the
Harvey Road project presents an opportunity for the City to look at dosing
the 12th Street connection and making a ninety degree turn south onto "I"
Street N.E. Frank Currie noted that the City did not consider any of these
related to the proposed rezone, but from a traffic point of view they are
possible to do.
Frank Currie stated a traffic study was completed in the area 100 feet east of
Auburn Way North and it showed 30 cars within fifteen minutes which
supports Ms. Higley's previously mentioned calculations.
Under discussion, the Council questioned staff on the amount of property that
would be taken away as a result of the Harvey Road project, projected plans
for the intersections of 12th N.E. and 8th N.E. and Harvey Road, and if it is
reasonable to consider making 12th Street N.E. a cul-de-sac.

Frank Currie responded to the Councilmembers' questions by stating that
approximately 20 feet of property along the west side of Harvey Road will be
taken as Harvey Road develops.
Mr. Currie stated that 12th Street N.E. would be connected to Harvey Road as
it is now, and I Street N.E. is planned to be a cul-de-sac. Mr. Currie assured
the Council that plans are not finalized, and that there is still room to look at
other solutions.
Motion by Councilmember Burns to approve the rezone based upon the
Hearing Examiner's Findings of Fact and Conclusions and to instruct the City '
Attorney to prepare the necessary ordinance. Second by Councilmember
Waiters.
MOTION CARRIED UNANIMOUSLY. 7-0.

Application No. 41-88 which appears as a public h<;aring on tonight's
agenda under II.A.I.
III. COUNCIL COMMITTEE REPORTS
A. Municinal Services
Chairman Whittall reported the Municipal Services Committee has not met
since the last Council meeting. The next meeting of the Municipal Services
Committee is March 16, 1989 at 530 p.m.
B. Plannine & Communitv Develooment
Councilmember Burns stated the Planning & Community Development
Committee met on February 28, 1989 and the minutes are a matter of public
record. The next meeting will be March 14, 1989 at 7:30 p.m. '
C. Public Works
Chairman Kurle reported the Public Works Committee met prior ro the
Council meeting this evening at 5:30 p.m. The next meeting of the Public
Works Committee is scheduled for March 20, 1989, at 5:30 p.m.
D. Finance
Councilmember Walters stated the Finance Committee met prior to the
Council meeting tonight to consider claims and payrolL The next Finance
Committee meeting will be prior to the regular Council meeting on March
20, 1989 at 7:00 p.m.

Community Development Block Grant Funds aliocating $213,000 in CDBG
funds for the 1987-88 program year. Second by Councilmember Walters.

Prior to motion approving the consent agenda, Counciimember Larson noted under
consent agenda item IV.D.2 that Councilmember Kurle should be noted.
Motion by Councilmember Larson, second by Councilmember Kurle to approve
Consent Agenda Items IV.A through IV.E including the modification.
MOTION CARRIED UNANIMOUSLY. 7-0.
V. OLD BUSINESS
A. Aoolication No. 56A-89
Council consideration on an amendment to the Auburn Zoning Code which
would allow recreational vehicles to be used as tiving units through the
conditional use permit process in the RMHP (Residential Manufactured
Home Park District.)
At its February 21, 1989 regular Council meeting, the Council referred
Application No. 56A-89 to the Planning & Community Development
Committee.

VII. ORDINANCES AND RESOLUTIONS
A. Ordinances - None.
B. Resolutions
Resoiution No. 1945
A Resolution of the City of Auburn, Washington, authorizing the
Mayor and City Clerk of the City of Auburn, to enter into an
agreement between the City of Auburn and Auburn Community
Suppers.
Motion by Councilmember Burns, second by Councilmember Walters to
adopt Resolution No. 1945.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No. 1944
A Resolution of the City of Auburn, Washington, authorizing the
Mayor and City Clerk of the City of Auburn, to execute an addendum
to extend the contract with Makers Arohitecture and Urban Design to
ailow for additional funds to complete design and construction
specifications for signage at the Bicentennial Park. The original

contract was authorized by the 1988 budget approvat as a program
improvement.
Motion by Councilmember Burns, second by Councilmember Walters to
adopt Resolution No. 1944.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. MAYOR'S REPORT
Mayor Roegner stated that as is required by law Councilmembers have chosen position '
numbers for the upcoming election. In position number one Councilmember Brothers,
position number two Councilmember Judi Roland, and position number three
Councilmember Jim Walters. Mayor Roegner further stated the Department of Elections,
and polling places will be so advised.
Mayor Roegner invited the Councii to attend a community ni�;ht sponsored by the
Seattle Sonics honoring Blair Rasmassen on April 15, 1989.
Annual City basketball game is scheduled for March 30, 1989, and the annual Senior
Center volleyball game is scheduled for March 13, 1989.
Mayor Roegner stated an Executive Session is not required and recommended
ad journment.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 8:00 p.m.
