CITY COUNCIL MEETING MINUTES
April 17, 1989
I. CALL TO ORDER '
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Cl�ambers.
A. Flae Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Cail
Those in attendance include Mayor Bob Roegner and Councilmembers
Whittall, Burns, Larson, Roland, and Brothers. Councilmembers Walters and
Kurie were excused. Staff inembers in attendance include Police Chief Jake
Evans, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Parks &
Recreation Director Len Chapman, Finance Director Pat Dugan, Public
Works Director Frank Currie, Planning Director Mary McCumber, City
Attorney Marguerite Schellentrager, City Clerk Robin Wohlhueter, and
Deputy City Clerk Gayle Butcher.

III. COUNCIL COMMITTEE REPORTS
A. Municioal Services
Chairman Whittaii reported the Municipai Services Committee minutes of
March 30, 1989 are of public record. The next Municipal Services
Committee meeting will be April 27, 1989 at 530 p.m.
B. Plannine & Communitv Develooment
' Chairman Burns stated the Planning & Community Development Committee
met on April 11, 1989 and the minutes are of public record. The next
meeting will be April 25, 1989 at 7:30 p.m.

Vice-Chairman Burns reported the Public Works Committee met prior ro the
Council meeting this evening at 530 p.m. The minutes of the April 3, 1989
meeting are of public record. The next meeting of the Public Works
Committee is scheduled for May 1, 1989, at 530 p.m.
D. Finance
Vice-Chairman Whittall stated the Finance Committee met prior to the
Council meeting tonight to consider an interfund loan, airport liability
insurance renewal, and claims and payrolL The next Finance Committee
meeting will be prior to the regular Council meeting on May l, 1989 at 7:00
p.m.

V. OLD BUSINESS
A. Aoolication No. 56A-89
Council consideration on an amendment to the Auburn Zoning Code which
would allow recreational vehicles to be used as living units through the
conditional use permit process in the RMHP (Residential Manufactured
Home Park District.)
Motion by Councilmember Burns to call for a public hearing for the May 1,
1989 regular Council meeting, second by Councilmember Larson.
MOTION CARRIED UNANIMOUSLY. 5-0.
VI. NEW BUSiNESS
A. West Beverlv Hill Plat Extension
Council consideration on the request to extend the preliminary plat of "West
Beverly Hill" for one additional year.
Motion by Councilmember Burns, second by Councilmember Larson, ro
approve the request to extend the preliminary plat of "West Beverly Hill" for
one additional year.

Ordinance No. 4345
An Ordinance of the City of Auburn, Washington, providing for the
rezoning of property located at 1015 Harvey Road, within the City of
Auburn, Washington, changing the zoning classification thereof from
R-2 (Single Family) to R-O (Office Residential).
Motion by Counciimember Burns, second by Councilmember Larson,
to introduce and adopt Ordinance No. 4345.
MOTION CARRIED UNANIMOUSLY. 5-0.
2. Ordinance No. 4346
An Ordinance of the City of Auburn, Washington, providing for a
Conditional Use Permit to allow a personal use Helipor[ on property
located at 2925 Auburn Way North, within the City of Auburn,
Washington.
Counciimember Brothers questioned Fire Chief Johnson concerning the
Hearing Examiner's Findings of Fact No. 5 which addressed the
distances between the landing pad and the nearest building. Fire Chief
Johnson responded that the landing pad was in compliance with FAA
requirements.
Councilmember Brothers questioned Planning Director McCumber
concerning the Hearing Examiner's Conclusions of Law No. 3 to
clarify whether the verbage "exceptable" shouid be "acceptable."
Planning Director McCumber responded the verbage "acceptabie" was
correct.
Motion by Councilmember Burns, second by Councilmember Larson to
introduce and adopt Ordinance No. 4346 with the amended verbage to
read "acceptable" under Conclusions of Law, No3, page 5.
' MOTION CARRIED UNANIMOUSLY. 5-0.
B. Resolutions
Resolution No. 1956
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
ezecute a concessionnaire agreement between the City and the Auburn
Optimist Club for the concession operation at the Game Farm Park
ballfields.
Motion by Councilmember Burns, second by Councilmember Larson to
introduce and adopt Resolution No. 1956.
MOTION CARRIED UNANIMOUSLY. 5-0.
2. Resolution No. 1957
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and Ciry Clerk of the City of Auburn, to

execute a revised cooperative planning agreement between King
County and Auburn for the Soos Creek Community Planning Area.
The original agreement authorized by Resolution No. 1878 (August 15,
1988).
Motion by Councilmember Burns, second by Councilmember Larson to
introduce and adopt Resolution No. 1957.
MOTION CARRIED UNANIMOUSLY. 5-0. '
3. Resolution No. 1959
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
execute a lease agreement between the City of Auburn and Community
Health Centers of King County and to provide a lien to the City.
Motion by Councilmember Whittali, second by Councilmember
Brothers to adopt Resolution No. 1959.
MOTION CARRIED UNANIMOUSLY. 5-0.
VIII. MAYOR'S REPORT
Mayor Roegner announced that the Friends of the Library will host the 25th
anniversary of the library building Tuesday, April 25, 1989 at 7:00 p.m. at the
library. Mayor Roegner also announced neighborhood meetings will be held
Wednesday evening, April 19, 1989, at 730 p.m. at Cascade Junior High, ThursAay
evening, April 20, 1989 at 7:30 p.m. at Washington Elementary, Wednesday, April
26, 1989 at 7:30 p.m. at Gildo Rey Elementary, and 7hursday, April 27, 1989, at
730 p.m. at Chinook Elementary.
Councilmember Burns expressed his appreciation for the firefighting effort
displayed by the Auburn Fire Department at the Leatherback Industries 5-alarm
fire Tuesday, April 11, 1989. Councilmember Burns suggested that a letter be
written from the Council recognizing the work of the firefighters. Fire Chie£
Johnson accepted Councilmember Burns' appreciation and acknowledged the
disaster was a coodinated effort among Auburn's Police, Public Works and Legal
staffs as well as responses from other jurisdictions.
Mayor Roegner reported that the fire disaster was a team effort by many city
employees and that the efforts in developing a disaster plan had proven effective.
Mayor Roegner also noted that a debriefing on the disaster would further assure
the comprehensiveness and integration of the city's response to a disaster. Mayor
Roegner indicated that appropriate action would be taken to recognize the efforts
of all city employees.
