CITY COUNCIL MEETWG MINUTES
Juty 5, 1989 7:30 p.m.
I. CALL TO ORDER
The regular meeting of the City of Auburn Council was calied to order by Mayor
BoU Roegner at 730 p.m. in the City of Auburn Council Chambers.
A. Flae Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll all
Those in attendance include Mayor Bob Roegner and Councilmembers
Whittall, Walters, Burns, Larson, Roland, Brothers, and Kurte. Staff
members in attendance include Police Captain Bill Pitzl, Assistant Fire Chief
Monroe Shropshire, Personnel Analyst Ruth Moore, Parks & Recreation
Director Len Chapman, Finance Director Pat Dugan, Public Works Director
Frank Currie, Senior Planner Lynn Rued, Senior Planner Rob Chave, City
Attorney Marguerite Schellentrager, Deputy City Clerk Gaylc 8utcher, and
City Clerk Robin Wohlhueter.

Announcements

Mayor Roegner announced that Benjamin, Cory, and Jeremy Barker,
Boy Scout Troop 331, are in the audience tonight observing the
Auburn City Council meeting in order to earn their merit badges.
2. Aopointments
Ar[s Commission
Council consideration on the appointment of Thelma Serrano to the
Arts Commission filling a vacant position for a term to expire on
December 31, 1991.
Motion by Councilmember Larson, second by Councilmember Burns to
concur with the appointment of Thelma Serrano ro the Arts
Commission for a term to expire on December 31, 1992.
MOTfON CARRIED UNANIMOUSLY. 7-0.

Sewer Improvement 75 ro$116,165.26 (including $5,373.01 retainage).
11. CITIZEN INPUT, PUBLiC HEARINGS & CORRESPONDENCE
A. Public Hearines
I. 1989-90 Business Im�rovement Area Bude t
, The request of the Auburn City Council to receive citizen comments
for or against the proposed 1989-90 budget for the Business
Improvement Area established in the City of Auburn.
Mayor Roegner opened the public hearing.
No one spoke for or against the 1989-90 Business Improvement Area Budget.
Motion by Councilmember Burns, second by Councilmember Walters to
ciose the public hearing.
MOTION CARRIED UNANIMOUSLY: 7-0.
After the close of the public hearing the Council took action on
Resolution No. 1984. Please see agenda item VII.B.4 for the action of
the Council.

III. COUNCIL COMMTTTEE REPOR'I'S
A. Municioal Services
Chairman Whittall reported the Municipal Services Committee met June 22,
' 1989 and the minutes are pubiic record. Chairman Whittall commended the
Fire Department for the impressive video documentation of their fire
fighting efforts during the Leatherback Industries 5-Il fire during the
month of April, and the Realty Center and Valco Corporation fires during
the month of May. The next Municipal Services Committee meeting will be
July I I, 1989 at 5:30 p.m.
B. Plannine & Communitv Develo�ment
Chairman Burns stated the Planning & Community Development Committee
met on June 27, 1989 and the minutes are of public record. Chairman Burns
noted committee mem6ers had conducted a tour of several city locations in
an effort to designate clean-up area enforcement needs. Chairman Burns
also indicated the next meeting of July 11, 1989 at 730 p.m. might be
cancelled. Chairman Burns noted a press release would be issued upon the
meeting cancellation confirmation.
C. Public Works
Chairman Kurle reported the Public Works Committee met prior to the
Council meeting this evening at 5:30 p.m. The minutes of the July 5, 1989

meeting will be of public record upon publication. Chairman Kurle
indicated the Public Works Committee of July 17, 1989 at 5:30 p.m. may be
rescheduled. Chairman Kurle noted a press release would be issued in the
event the July 17, 1989 Committee meeting is rescheduled.
D. Finance
Chairman Walters stated the Finance Committee met prior to the Council
meeting tonight. The next Finance Committee meeting will be prior to the
next Council meeting of July 17, 1989 at 7:00 p.m.

Fire Denartment
Recommend authorizing Out-of-State travel for Fire Marshal Wayne
Senter to attend The 1989 Western Fire Chiefs Associafion Annual
Conference in Tucson, Arizona July 30 - August 3, 1989.
2. Parks Deoartment
Authorize Sharon LaVigne, Recreation Coordinator, to attend the '
National Parks and Recreation Association Revenue Management
Schooi in San Diego, California, from July 16-20, 1989.
3. Personnel Denartment
Request authorization for Vicki Fromholz to attend the Assessment
Center Seminar held by Ralph Andersen & Associates in Portland,
Oregon on July 25 and 26, 1989.
E. Utilitv Bill Adiustments
Recommend approval of utility adjustment to account tr312-t110 in
the amount of $205.74.
2. Recommend approval of utility adjustment to account #231-1198 in
the amount of $16038.
3. Recommend approval of utility adjustment to account tt503-0060 in
the amount of $683.53.
4. Recommend approvat of utility adjustment to account $146-2460 in

Recommend City Council authorize advertising for bids on the
Airport's Federal Aviation Administration Grant Project No. 3-53-
0003-OS subject to FAA and City engineering final approval according
to Contract 89-07.
Motion by Councilmember Larson, second by Councilmember Kurle to approve
Consent agenda items IV.A through 1V.F including the corrected agenda bill
changing the total contract amount to $116,164.26.

VI. NEW BUSINESS
A. Auolication No. 18-86
City Council to consider the extension of the preliminary plat of "Lakeland
Hills Division #4" for one additional year.
Motion by Councilmember Burns, second by Councilmember Kurle to
approve the extension of the preliminary plat of Lakeland Hills Division #4
' for one additional year and to instruct the City Attorney to prepare the
necessary resolution.
MOTION CARRIED UNANIMOUSLY. 7-0.
VII. ORDINANCES AND RESOLUTIONS
A. Ordinances
Ordinance No 4339
An Ordinance of the City Council of the City of Auburn, Washington,
repealing Auburn City Section 9.80.060 entided "Switchblade Knives-
Sale Prohibited" and enacting a new Section 9.80.060, entitled
"Dangerous Weapons-Prohibited."
Motion by Councilmember Whittall, second by Councilmember
Brothers to introduce and adopt Ordinance No. 4339.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Ordinance No. 4354
An Ordinance of the City of Auburn, Washington, authorizing the
Finance Director, with approval of the Mayor, to effect interfund
loans and requiring ratification of such interfund loans at the next
regular City Council meeting.
, Motion by Councilmember Walters, second by Councilmember Whittall
to introduce and adopt Ordinance No. 4354.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions
Resolution No 1979
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to Execute an Agreement with
David Morgan & Associates for Appraisal Services for the "I" Street
ProjeCt.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Resolution No. 1979.

2. Resolution No. 1982
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn to
execute an interlocal agreement for participation in the Human
Services Roundtable.
Motion by Councilmember Burns, second by Councilmember Walters to
approve Resolution No. 1982. ,
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Resolution No. 1983
A Resolution of the City of Auburn, Washington, authorizing the
Mayor and City Clerk of the City of Auburn to ezecute a contract
with the City of Auburn Chamber of Commerce to administer the
operation of the Business improvement Area.
Motion by Counciimember Burns, second by Councilmember Walters to
approve Resolution No. 1983.
MOT10N CARRIED UNANIMOUSLY. 7-0.
4. Resalution No. 1984
A Resolution of the City Council of the City of Auburn, Washington,
approving the proposed B[A budget for the period of July I, 1989 to
June 30, 1990, as required by Ordinance No. 4293.
Council action was taken on this item under II.A.1. but is shown here
for record keeping purposes.
Motion by Councilmember Burns, second by Councilmember Walters to
adopt Resolution No. 1984.
MOTION CARRIED UNANIMOUSLY. 7-0.
5. Resolution No. 1985
A Resolution of ihe Ciry Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn to
execute an encroachment agreement with Northwest Pipeline
Corporation ro allow for the construction and maintenance of a City of
Auburn Street.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Resolution No. 1985.
