CITY COUNCIL MEETING MINUTES
July 17, 1989 7:30 p.m.

The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 730 p.m. in the City of Auburn Councii Chambers.
A. Flae Salute
Mayor Roegner led those in attendance in the pledge of allegiance.

Those in attendance include Mayor Bob Roegner and Councilmembers
Whittall, Walters, Burns, Larson, Roland, Brothers. Councilmember Kurle
was excused. Staff inembers in attendance include Potice Captain Bill Pitzl,
Police Chie£ Jake Evans, Fire Chief Bob ]ohnson, Personnel Director Gretel
Sloan, Parks & Recreation Director Len Chapman, Finance Director Pat
Dugan, City Engineer Marv Seabrands, Public Works Director Frank Currie,
Planning Director Mary McCumber, City Attorney Marguerite
Schellentrager, Deputy City Clerks Jan Hubbard and Gayle Autcher, and
City Clerk Robin Wohlhueter.
C. Announcements and Anoointments
Announcements
a. Veterans Administration
Mayor Roegner announced the City of Auburn has been chosen as
the official regional site for the Veterans Day.
b. Sister Citv Deieuation
Mayor Roegner announced representatives of Auburn's sister city
Kasuga-Cho, Japan will be received August 3, 1989. ]an Hubbard
will be coordinating the events agenda for the visitors.
c. Proclamation
Mayor Roegner presented a proclamation to former
Counciimember Linda Wisner proclaiming July 17, 1989 as "Linda
Wisner Day". In addition to the proclamation, Mayor Roegner
presented a special award to Linda Wisner for her outstanding
public service during her seven years as councilmember, as well as
a commemorative Game Farm Park groundbreaking shovel to
honor her contribution as Chairman of the Planning & Community
Development Committee which developed the project funding,
design and construction phases for the Game Farm Park.

July 17, 1989
Former Councilmember Wisner gave a short speech to the Council
and City staff. She noted her appreciation for the team spirit of
city government in the City of Auburn. She stated the team
approach was responsible for accomplishments for which she is
proud, such as the Game Farm Park, the Drug Awareness and
Resistance Education (DARE) Program, and improving Auburn's
traffic situation.

III. COUNCIL COMMITTEE REPORTS
A. Municioal Services
Chairman Whittall reported the Municipal Services Committee met July 13,
i989 and the minutes are public record. The next Municipal Services
Committee meeting will be July 27, 1989 at 5:30 p.m.
B. Plannine & Communitv Develonmen�
Chairman Burns stated the Planning & Community Development Committee
did not meet on ]uly 11, 1989. The next Planning and Community
Development Committee meeting wilt be July 25, 1989.
' C. Public Works
Vice-Chairman Burns reported the Public Works Committee met prior to the
Council meeting this evening at 7:00 p.m. The minutes will be of public
record upon publication. Vice-chairman Burns indicated the next Public
Works Committee wiil be August 7, 1989 at 530 p.m.

Chairman Walters stated the Finance Committee met prior to the Council
meeting tonight. The next Finance Committee meeting will be prior to the
neat Council meeting oC August 7, 1989 at 7:00 p.m.

Police Deoartment
Ju1y 17, 1989
a. Recommend authorizing out-of-state travel for William M. Pitzl,
Police Captain, to attend the Assessment Center Seminar held by
Ralph Andersen & Associates in Port(and, Oregon on July 25 and
26, 1989.
b. Request authorization for Training Officer James Detrick to
attend a on-site visit to Salem Police Department on August 17
and 18 to view a program called The Train;ng Manager.
c. Request authorization for Chief J. D. Evans to attend the annual
International Association of Police Chiefs (IACP) Conference from
October 14 through 19, 1989 in Louiseville, Keneucky.
d. Request authorization for Training OfPicer James Detrick to
attend the 1989 CDS National User Group meeting from October
23 through 26, 1989 in San Ramon, California.
E. Interfund Loan
Request interfund loan to L.I.D. 339 (Hidden Vall,ey Road) from Arterial
Street Fund (102) at 9.5% interest from ]une 30, 1989 to June 30, 1990 in
the amount of $235,000.00.

Motion by Councilmember Larson, second by Counciimember Burns to approve
Consent agenda items IV.A through IV.F.I.

V. OLD BUSINESS - None.
VI. NEW BUSINESS
A. REZ0004-89
Request Council to consider the request of Simon Development Co., Inc. to
rezone from R-MHP to R-4 together with a Comprehensive Plan Map
amendment from moderate to high density residential on property Iocated on
the northeasterly side of Auburn Way South in the 3900 block containing
approximately 6 acres.

Councilmember Burns questioned Planning Director McCumber on the
administrative procedures followed for this application since the application
involved a comprehensive plan amendment.
Motion by Councilmember Burns, second by Councilmember Walters to call
for a public hearing to consider rezone application REZ0004-89 application
at the August 7, 1989 Council meeting.
MOTION CARRIED UNANIMOUSLY. 6-0.
VII. ORDINANCES AND RESOLUTIONS
Ordinances
Ordinance No. 4356
Ordinance No. 4356 amends Chapter 8.08 of the Auburn City Code
entitled "Garbage" to add a new subparagraph E to Section 8.09.240
entitled, "Collection - Charges - Residential or Commercial
Collections," to authorize the City to charge all those receiving services
the State Refuse Collection Tax, Solid Waste Collection Tax and
Business and Occupational Tax assessed 'against the City for its refuse
collection service.
Motion by Councilmember Burns, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4356.
MOTION CARRiED UNANIMOUSLY. 6-0.
Resolutions
l. Resolution No.1986
A Resolution of the City Council of the City of Auburn, Washington,
relating to the investment of city property tax receipts in custody of
the County finance manager.
Motion by Councilmember Walters, second by Councilmember Whittall
to approve Resolution No. 1986.
MOTION CARRIED UNANIMOUSLY. 6-0.
2. Resolution No. 1987
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to extend the preliminary plat of
"Lakeland Hills Division tt4" for one additional year.
Motion by Councilmember Burns, second by Councilmember Walters to
approve Resoiution No. 1987.
MOTION CARRIED UNANIMOUSLY. 6-0.

A Resolu[ion of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City cierk to execute a pay back agreement
between the City of Auburn and Donaldson Machined Products, Inc.
for utility extension facilities on property within the City of Auburn,
Washington.
Motion by Councilmember Burns, second by Councilmember Brothers
to approve Resolution No. 1988. '
