CITY COUNCIL MEETING MINUTES
August 21, 1989 7:30 p.m.
1. CALL TO ORDER
The regular meeting of Ihe City of Auburn Council was called ro order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flae Salute
Mayor Roegner led those in attendance in the piedge of allegiance.
B. Roll Call
Those in attendance include Mayor Bob Roegner and Councilmembers
Whittall, Waiters, Burns, Larson, Roland, Brothers, and Kurle. Staff
members in attendance include Police Chief Jake Evans, Fire Chief Bob
Johnson, Personnel Direcror Gretel Sioan, Parks & Recreation Director Len
Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie,
Planning Direcror Mary McCumber, City Attorney Marguerite
Scheilentrager, Library Director Mary Stanton, Police Captain Ray Sherman,
Deputy City Clerk Gayle Hutcher, and City Clerk Robin Woh(hueter.

Announcements
Mayor Roegner acknowledged Lakeview Boy Scout Troop 418 were in
attendance this evening working on their citizenship and
communications meri[ badges. Scout Leader is Earl Knott, Assistant
Scout Leader is Dale Smith, Parents Committee Member Linda lsaacks,
and Boy Scout Troop members are Chad Knott, Steven Knott, lohn
Isaacs, James Isaacs, Mike LaCombe, Mark Woodard, Tary O'Donnell,
and Troy Stapish.

Confirmation of Dr. James Sweigard to a vacant seat whose term
expires July I, 1991.
Motion by Councilmember Kurle to concur in the appointment of
Dr. James Sweigard to a vacant seat on the BIA Steering
Committee with a term expiration of July 1, 1991, second by
Councilmember Kurle.
MOTION CARRIED UNANIMOUSLY 7-0.

Mayor Roegner noted that due to legal requirements, the public
hearing would need ro be opened [o receive any testimony on
Applicacion No. PLT0003-88. Mayor Roegner opened the public
hearing. There were no requests to speak for or against Application
No. PLT0003-88.
Motion by Councilmember Burns, second by Counciimember Walters,
to continue the public hearing as requested by Richard 'f. Wooding to
the next regularly scheduled Council meeting which will be held on
Tuesday, September 5, 1989.
MOTION CARRIED UNANIMOUSLY 7-0.
B. Audience Particioation
Virginia Haugen of 2503 R Street S.E. addressed the Council with her
concerns involving the Auburn Way South road widening construction. She
requests the project area, which slopes down to R Street S.E. near the fire
station, be completed wi[h attractive landscaping. Ms. Haugen also
complimented the Mayor and Councilmembers for their dedication to the
City of Auburn.
Mayor Roegner noted Ciry st�ff will respond to her concerns regarding
landscaping around the Auburn Way South road widening arr,a.

III. COUNCIL COMMITTEE REPORTS
A. Municioal Services
Vice-Chairman Brothers reported the Municipal Services Committee met
August 17, 1989 with a tour of Valley Communications Center and viewed
Auburn Police Department's protective armour. The minutes will be of

public record when published. The next Municipal Services Committee
meeting will be August 31, 1989 at 5:30 p.m.
B. Piannina & Communitv Develooment
Chairman Burns stated the Planning & Community Development Committee
met on August I5, 1989 and the minutes are of public record. The next
meeting of the Planning & Community Development Committee is scheduled
for Tuesday, August 29, 1989 at 7:30 p.m
C. Public Works
Chairman Kurle reported the Public Works Committee met prior to the
Council meeting this evening at 530 p.m. The minutes of [he August 21,
1989 meeting wiil be of public record upon publication. 'Che next meeting
of the Public Works Committee is scheduled for Tuesday, September 5, 1989
at 5:30 p.m.
D. Finance
Chairman Walters stated the Finance Commit[ee met prior to the Council
meeting tonight, and the minutes will be of public record when published.
The next Finance Committee meeting will be prior to the next Council
meeting oi Tuesday, September 5, i989 at 7:00 p.m.

matters for the City Council and Mayor to consider during che preparation
of the City of Auburn 1990 Budget.
Motion by Councilmember Larson, second by Councilmember Kurle to approve
Consent Agenda ]tems IV.A. through IV.G.

VII. ORDINANCES AND RESOLUTIONS
A. Ordinances
Ordinance 4363
An Ordinance of the City of Auburn, Washington, relating to the Les
Gove Park site, providing for the construction and development of the
"Auburn Centennial Center," including redevelopment, expansion and
equipping of exis[ing recreational and community facilities,
construction and equipping of a new community center, and acquiring

and making other capital improvements; declaring the estimated cost
thereof as nearly as may be; providing for the borrowing of a total of
$7,500,000, and selling general obligation bonds to pay the cost
thereof, such bond to be payable by annual property tax levies to be
made in excess of regular property tax levies; and providing for the
submission of the proposition and incurring such indebtedness, issuing
such bonds and levying such excess taxes to the qualified voters of the
City at a special election to be held therein on November 7, 1989, in
conjunction with the State general election ro be held on the same
date.
Motion by Councilmember Burns, second by Councilmember Walters to
introduce and adopt Ordinance No. 4363.

2. Ordinance 4364
A n Ordinance of the City of A uburn, Washington, denying the request
of SIMON DEVELOPMENT COMPANY, INC. to rezone property
zoned R-MHP ro R-4 and Comprehensive Plan Map Amendment from
Moderate to High Density Residential on property located on the
northe�sterly side of Auburn Way South in the 3900 block according to
Application RBZ0004-89 within the City of Auburn, Washington.
Councilmember Roland requesred ro be excused from Council
deliberations for Ordinance 4364 involving Application No. REZ0004-
89 since Simon Development Company has made an offer on property
she owns. Councilmember Roland left the Council Chambers.
Motion by Councilmember Burns, second by Councilmember Walters to
introduce and adopt Ordinance 4359 denying the request of Simon
Development Company, Inc. to rezone property zoned R-MHP to R-4
and comprehensive plan map amendment from moderate to high
, density residential on property located on the northeasterly side of
Auburn Way south in the 3900 block, within the City of Auburn,
14ashington.
MOTION CARRIED UNANIh10USLY. 6-0.
Councilmember Roland returned to Council deliberations.
B. Resolutions
Resolution No. 1993
A Resolution of the Ciry Council of the City of Auburn, Washingron,
approving the preliminary plat of YORKE Division No. 1 located on
the south side of 33rd Street S.E. (IF EXTENDED) in the 1400 block
according ro Application P7'L0003-89, within the City of Auburn,
Washington.
Motion by Councilmember Burns, second by Councilmember Roland to
approve Resolution No. 1993.

2. Resolution No. 1994
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a Landscape
Maintenance Agreemen[ for the Riverbend Apartments located at 802
45th Street N.E., between the City of Auburn and P. Hendley &
Associates, Inc.
Motion by Councilmember Kurle, second by Councilmember Walters to
approve Resolution No. 1994.
MOTION CARRIED UNANIMOUSLY. 7-0.
Vlll. 1�1AYOR'S REPORT
Mayor Roegner noted mid-year goal accomplishments, specifically highlighting park
improvements and the Drug Awareness Resistance Program. Mayor Roegner expressed
his gratitude to Senator Warnke, Representatives Crane and Todd, and Councilmembers
Whittall, Walters, and Burns for their support. Mayor Roegner also pointed ou[ the 1990
goals and budget are in the preliminary planning phases, and he welcomed citiaens to
approach his office with their concerns.
Mayor Roegner announced � recess at 7:50 p.m. for an Executive Session to discuss labor
negotiations for 10 minutes.
T'he City Council meeting reconvened at 8:00 p.m.
Motion by Councilmember 1Valters, second by Councilmember Whittall, to authorize the
Mayor and City Clerk ro sign a contract with the Police Non-Commissioned unit from
August, 1989 to December, 1991.
MOTION CARRIED UNANIMOUSLY 7-0.

There being no further business to come before the Auburn City Council, the
meeting adjourned at 8:01 p.m.
