CITY COUNC[L MEETING MINUTES
October 2, 1989 7:30 p.m.
I. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flae Salute
Mayor Roegner led those in attendance in the pledge of allegiance.

Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Walters, Burns, Larson, Roland, Brothers, and Kurle. Staff
members in attendance included Police Chief Jake Evans, Fire Chief Bob
Johnson, Personnel Director Gretel Sloan, Parks & Recreation Director Len
Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie,
Planning Director Mary McCumber, City Attorney Marguerite
Scheilentrager, Police Captain Bill Pitzl, Personnei Analyst Ruth Moore,
Office Manager Bonnie Jones, Payroll Clerk Debi Kemery, nnd Deputy City
Clerk Gayle Butcher.

Announcements
a. Bov Scout Troon 478
Mayor Roegner announced that Boy Scout Troop 478, known as
the Hawks Patrol, was in the audience working on their merit
badge. Scoutmaster is Chuck Prochaska, Parent Leaders are Larry
Frei, Doug Korlann, Don Dessens, and Kathy Brownell. Troop
members are Loren Frei, Scott Korlann, Scott lohnson, Graham
Browneli, Daryl Dessens, and Mike Bishop.
b. Proclamations and Awards

Emolovee Weilness Week
Mayor Roegner proclaimed the week of October 2 through
6, 1989 as "Empioyee Wellness Week" and urged all City
employees to participate in the scheduled events.
Award Presentation
Mayor Roegner presented the "Employee Wellness Week
Proclamation" and a Wellness Award to Ruth Moore, �
Personnel Analyst for the many contributions and
leadership she has provided in establishing the City of
Auburn's Wellness Program.

Fire Prevention Week
Mayor Roegner presented a proclamation to Fire Chief Bob
Johnson proclaiming the week of October 8 through
October l4, 1989 as "Fire Prevention Week", and thanked
the Fire Staff for their efforts in presenting fire
prevention education throughout the community. Mayor
Roegner noted particular pride in the Fire Department's
elementary school education program.
4. Award Presentation
"Outstanding Citizen" awards presentation to Jackie,
Conrad, and Tammy Gurtner will be delayed to another
Council meeting due to scheduling confiicts.

IIL COUNCIL COMMITTEE REPORTS
A. Munici�al Services
Chairman WhiEtall announced the September 28, 1989 meeting minutes were
' of public record, and that the next Municipal Services meeting will be
Thursday, October l2, 1989. Chairman Whittall noted the Committee
reviewed 1990 budget presentations and requested support for two items on
this evening's agenda.
B. Plannine & Communi[v Develooment
Chairman Burns announced the September 25, 1989 meeting minutes were of
public record, and the next meeting will be Monday, Ocrober 9, 1989 at 5:30
p.m.
C. Public Works
Chairman Kurle reported the Public Works Committee met prior to the
Council meeting this evening at 5:30 p.m., and the minutes will be of public
record upon publication. Chairman Kurle recommended approval of items
on this evening's agenda.
D. Finance
Chairman Walters stated the Finance Committee met prior to the Council
meeting tonight, and reviewed claims and payroll which were included in

this evening's agenda. The next Finance Committee meeting will be prior to
the next Council meeting of Ocrober l6, 1989 at 7:00 p.m.

Request authorization for out-of-state travel expenses for FFIC Sp.

Medicat Services at the National Fire Academy in Emmitsburg,
Maryland from October 2 through October 13, 1989.
2. Public Works
Request authorization for Dawn Malone and Tom Allen from the
Sewer Division to attend the Pacific Northwest Pollution Control
Association Conference on October 30th through November l, 1989 in
Eugene, Oregon.
Contract Administration
l. Citv Park Imorovement
To approve Pay Estimate No. 3, final, to R. C. Petchnick, Inc., for
construction of the City Park Improvement, Contract 89-01.
Utilitv Bill Adiustment
Recommend approval of utility adjustment to accounts #143-2280 in the
amount of $325.62 and #223-0330 in the amount of $152.28.
Motion by Councilmember Larson, second by Councilmember Kurle to approve
Consent Agenda Items IV.A. through IV.E.
MOTION CARRIED UNANIMOUSLY. 7-0.

VII. ORDINANCES AND RESOLUTIONS
October 2, 1989
1. Ordinance 4372
An Ordinance of the City Council of the City of Auburn, Washington,
� approving an apprOpriation of grant funds in the amoun[ of Eight
Thousand Seven Hundred Sixty and 00/100 Dollars ($8,760), and
authorizing the Mayor to accept the grant from the Washington State
� Department of Community Development, for an Emergency
Management Program.
Motion by Councilmember Whittall, second by Councilmember
Brothers, to introduce and adopt Ordinance 4372.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions
1. Resolution No. 1997
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a jail service
agreement between the City of Auburn and the City of Enumctaw for
confinemen[ of City of Auburn prisoners in the City of Enumclaw
corrections facility.
Motion by Councilmember Whittall, second by Councilmember Roland,
to adopt Resolution 1997.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No. 2003
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Cierk to execute Amendment It to
'� lease agreement between the City of Auburn and Sky Services,
Incorporated.

Motion by Councilmember Kur(e, second by Counci(member Burns, to
adopt Resolution 2003.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. MAYOR'S REPORT
Mayor Roegner noted there was no executive session this evening. Mayor Roegner also
thanked the Buena Vista Elementary School for the boutonniere given to him at this
evening's school dedication.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:45 p.m.
