CITY COUNCIL MEETING MINUTES

The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m, in the City of Auburn Council Chambers.

Mayor Roegner led those ;n attendance in the pledge of allegiance.
Roll Call
Those in attendance inciuded Mayor Bob Roegner and Councilmembers
Whittall, Burns, Larson, Roland, Brothers, and Kurle. Councilmember
Walters was excused. Staff inembers in attendance included Police Captain
Ray Sherman, Police Captain BiII Pitzl, Deputy Finance Director Arlene
Mempa, Senior Accountant Sally Finch, Assistant Fire Chief Steve
Shropshire, Personnel Director Gretel Sloan, Parks & Recreation Director
Len Chapman, Finance Director Pat Dugan, Public Works Director Frank
Currie, Planning Director Mary McCumber, City Attorney Marguerite
Schellentrager, and City C(erk Robin Wohlhueter.
Announcements and Anvointments
Announcements
Mayor Roegner modified the agenda by announcing the CAFR and
Budget Awards would be presented first followed by the "Outstanding
Citizen" awards.
a. CAFR and Budeet Awards
Peter Luttropp, President of WFOA & Assistant Finance Director
for the City of Tacoma presented the City of Auburn with two
separate awards in financial reporting.
The first award is a Certificate of Achievement for Excellence in
Financial Reporting for the City of Auburds Comprehensive
Annual Financial Report for the fiscal year ended December 31,
1989. Mc Luttropp explained the Certificate of Achievement for
Excelience in Financial repor[ing is presented by the Government
Finance Officers Association of the United States and Canada to
those whose comprehensive annual financial reports achieve the
highest standards in government accounting and financial
reporting.
The second award is the Distinguished Budget Presentation Award
for the fiscal year beginning January I, 1989.

Mayor Roegner presented both awards to Sally Finch, and Arlene
Mempa, and the Council offered congratulations to both.
a. Award Presentation
Ray Sherman introduced Conrad, Jackie, and Tammy Gurtner as
"Outstanding Citizens" due to their police assistance on August 19,
1989 when their home was being burglarized. As a result of their
assistance one intruder was apprehended and turned over to the
potice. All properry stolen was recovered.
Mayor Roegner and Members of the Auburn City Councii
extended their appreciation by presenting Conrad, Jackie, and
Tammy Gurtner with an "Outstanding Citizen" award.

D. Aeenda Modifications
Item IV.D.2 modifies the agenda to add a recommendation of a bid award on
the 1989 Centerline and Lane Line Painting to Select Contractors,Inc. on
their low bid of $19,458.48 according to specification outlined under
Contract No. 89-05.

III. COUNCIL COMMITTEE REPORTS
A. Municioal Services
Chairman Whittap announced the October 12, 1989 meeting minutes were of
public record, and that the next Municipai Services meeting wiil be
Thursday, October 12, 1989. Chairman Whittall noted the committee
reviewed several items appearing on tonight's agenda and requested support
in favor of these items. Chairman Whittall noted of particular interest is
Ordinance No. 4358 which increases the penalty to $50.00 for parking within
the boundaries labled "disabled" parking.
B. Plannina & Communitv Develooment
Vice-Chairman Kurle stated the Planning & Community Development
Committee met on October 9, 1989 and the minutes are of public record.
Vice-Chairman Kurle noted the committee is currendy looking at the
Cemetery Master Plan. The next meeting of the Planning & Community
Devetopment Committee is October 23, 1989 at 5:30 p.m.

Chairman Kurle

approval of items on this evening's agenda. They include Resolution No.
2004, Resolution No. 2006, and Resolution No. 2005. Chairman Kurle
mentioned the Public Works Committee supports using the B Street Mini
Mall for the Santa Claus House.
D. Finance
Vice-Chairman Whittali stated the Finance Committee met prior to the
Council meeting tonight, and reviewed claims and payroll which were
, inciuded in this evening's agenda. The next Finance Committee meeting wiil
be prior to the next Council meeting of November 6, 1989 at 7:00 p.m.

Recommend authorizing out of state travel for Battalion Chief Frank
Grall ro travel to the National Fire Academy in Emmitsburg, Mnryland
to attend the FIRE SERVICE LEADERSHIP COMMUNICATIONS
CLASS from October 30, 1989 until November t7, 1989.
2. Police Deoartment
Recommend authorizing out of state travel for Police Support Services
' Captain William Pitzl to attend the Special Olympics International
Torch Run Conference to be held November 2nd through 4th in
Scottsdale, Arizona.

Approve Change Order No. 1, in the amount of nineteen thousand five
hundred dollars ($19,500), for Northwest Cascade, Inc. on Contract 89-
07, Airport Grant ImprovemenL ,

Recommend bid award ro Select Contractors, Inc. on their low bid of
$19,458.48 on Contract 89-05, 1989 Centerline and Lane Line Painting.
E. Interfund Loan
Request interfund loan in the amount of $I I5,000.00 for LID 339 (Hidden
Valley Road) from Arterial Street Fund #102 at 8.5096 interest from
September 30, 1989 to September 30, 1990.

2. Maintenance & Ooerations '
To replace Turf Tractor equipment Unit 6720A one year early and
authorize surplusing of Unit 6720A for trade-in.
G. 1990 Preliminarv Budeet
Request approval to call for two public hearings scheduled before regular
meetings of the Auburn City Council. The first public hearing is scheduled
on the proposed 1990 Preliminary Budget for Monday, November 20, 1989,
and the second public hearing is scheduled on the 1990 Final Budget for
Monday, December 4, 1989.
Motion by Councilmember Larson, second by Councilmember Kurle to
approve Consent Agenda Items IV.A. through IV.G. including the agenda
modification noted under IV.D.2.
MOTION CARRIED UNANIMOUSLY. 6-0.
V. OLD BUSINESS - None.
VI. NEW BUSINESS
A. Annlication No. PLT0001-89
Council consideration on a request for final plat approval of the "Marycon
Division No. 1" subdivision which is a 17 lot single family subdivision
tocated south of 12th Street S.E. in the 500 block.
Motion by Councilmember�Burns, second by Councilmember Kurle to
approve the finat plat of Marycon Division No. 1 and to instruct the City
Attorney to prepare the necessary ordinance.
MOTION CARRIED UNANIMOUSLY. 6-0.
VII. ORDiNANCES AND RESOLUTIONS

Ordinance No. 4357
Ordinance No. 4357 amends Auburn City Ordinance No. 4214,
codified as Chapter 15.68, relating to flood hazard areas,to add,
amend or repeal designated sections of the ordinance, as required by
Federal Law.

to introduce and adopt Ordinance No. 4357.
MOTION CARRIED UNANIMOUSLY. 6-0.
2. 4rdinance 4358
' An Ordinance of the City of Auburn, Washington, amending Section
10.36.268 entitled, "Disabled Parking - Violation" of Chapter 1036 of
the Auburn City Code entitled "Stopping Standing and Parking" by
amending the requirements oP subparagraph C to conform to the
requirements set out in subparagraph A of, 10.36.268 and adding a new
subparagraph "E" to provide a penalty to conform to state law
requirements.
Motion by Councilmember Whittall, second by Counicimember Roland
to introduce and adopt Ordinance No. 4358.
MOTION CARRIED UNANIMOUSLY. 6-0.
B. Resolutions
Resolution No. 2002
Resoiution No. 2002 authorizes the Mayor to sign an amendment to
extend the contract with landscape architects
Jongejan/Gerrard/McNeal to proceed with phase two "C" of the park
facility at the Game Farm Wilderness Park.
Motion by Councilmember Burns, second by Councilmember Kurie to
approve Resolution No. 2002.
MOTION CARRIED UNANIMOUSLY. 6-0.
' 2. Resolution No. 2004
A Resolution of the C;ty of Auburn, Washington authoriz;ng the
Mayor and City Clerk of the City of Auburn to execute a release of a
planting area easement.
Motion by Councilmember Kurle, second by Councilmember Brothers
to approve Resolution No. 2004.
MOTION CARRIED. 5-1 with Councitmember Larson voting no.
3. Resolution 2005
Authorizes the Mayor and City Clerk of the City of Auburn to execute
Addendum II Contract for Professional Services between the City of
Auburn and Washington Appraisal Services, Inc.
Motion by Councilmember Kurle, second by Councilmember Brothers
to approve Resolution No. 2005.
MOTION CARRIED UNANIMOUSLY. 6-0.

4. Resolution No. 2006
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an Addendum I to
the contract between CH2M Hill Northwest, Inc., and the City of
Auburn to devetop and implement a comprehensive storm and surface
water plan.
Motion by Councilmember Kurle, second by Councilmember Brothers '
to approve Resolution No. 2006.
MOTION CARRIED UNANIMOUSLY. 6-0.
VIII. MAYOR'S REPORT
Mayor Roegner announced a reception is scheduled to honor Mary McCumber for her
achievements in Auburn as Planning & Community Development Director. Mary
McCumber has accepted a position as executive director of the Washington State Growth
Strategies Commission. The reception is scheduled for October 27, at 330 p.m. in the
Council Chambers of Auburn City Hall.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:50 p.m.
