COUNCIL BUDGET WORKSHOP
November 21, 1989
Those in attendance included Councilmembers Brothers,
Burns, Larson, Roland, Walters and Whittall.
Councilmember Kurle was excused. Staff in attendance
included Mayor Roegner; Finance Director Pat Dugan, �
Police Chief Jake Evans, Fire Chief Bob Johnson, '
Interim Planning Director Rob Chave, Public Worlcs
Director Frank Currie, City Attorney Marguerite
Schellentrager, Personnel Director Gretel Sloan, Parks
and Recreation Director Len Chapman, Airport Director
John Anderson, Library Director Mary Stanton, and
Police Captain Bill Pitzl.
The meetinq was called to order by Mayor Roegner at
5:30 p.m. City staff presented departmental budgets
along with requested program improvements highlighting
changes from the 1989 Budget to the 1990 proposed
budget. They also described each program improvement
request. Councilmembers asked questions of each
department head regarding the need for each of the
items listed in their program improvement requests.
The City's long-term economic situation was also
discussed.
At 7 p.m. the presentations were ahead of schedule, and
the Council decided to continue with the budget
deliberations and asked the department heads giving
their presentations Wednesday, to proceed this evening.
The remainder of the presentations were concluded about
8 p.m.
There was general consensus the baseline budget was '
acceptable as well as the program improvements, and
that the staff should proceed to prepare the
appropriate leqal instruments for the Council's final
consideration of the budget at its next meeting. The
Council did ask that some additional recreational
equipment be included for Shaughnessy Park and also
that there be an additional review of the needs of
social service agencies with a report back. The
anticipated cost for the recreational items is about
$2000. The Mayor was given a guideline of about
$15,000 to review the social service needs.
With no further business to come before the Council,
the workshop was adjourned at 8:30 p.m.
