CITY COUNCIL MEETIIYG MINUTES
December 4, 1989 7:30 p.m.
I. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flaa Salute
Mayor Roegner led those in attendance in the pledge of aliegiance.
B. Roll II
Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Walters, Burns, Larson, Roland, Brothers, and Kurle. Staff
members in attendance included Police Chief Jake Evans, Police Captain Ray
Sherman, Assistant Fire Chief Steve Shropshire, Personnel Director Gretel
Sloan, Parks & Recreation Director Len Chapman, Finance Director Pat
Dugan, Pubiic Works Director Frank Currie, Acting Planning Director Rob
Chave, City Attorney Marguerite Schellentrager, and City Clerk Robin
Wohihueter.

II. CITIZEN INPUT PUBLIC HEARiNGS & CORRESPONDENCE
Public Hearinas
l. 1990 Final Budeet Hearine,
The Council and Mayor of the City of Auburn have considered the
proposed 1990 Preliminary Budget, further requests and encourages
any citizen to provide written or oral comments, and to ask questions
concerning the City of Auburn's entire proposed 1990 Budget.
Mayor Roegner opened the public hearing.

Allen Walker spoke on behalf of King County Sexual Assault Cen[er.
Mr. Walker expressed appreciation for the Council's continued support
Motion by Councilmember Walters, second by Councilmember Whittall
to close the public hearing.
MOTION CARRIED UNANIMOUSLY. 7-0.
Mayor Roegner announced the Council will consider Ordinance No.
4387 which adopts the 1990 budget later in tonight's agenda under
VII.A.4.

III. COUNCIL COMMITTEE REPORTS
December 4, 1989
A. Municioal Services
Chairman Whittall reported the Municipal Services Committee has not met
since the last Council meeting. The next Municipal Services Committee is
scheduled to meet on Thursday, December 14, 1989 at 5:30 p.m.
B. Planning & Communitv Develooment
Chairman Burns stated the Planning & Community Development Committee
has not met since the last Councii meeting. The next meeting of the
Planning & Community Development Committee is Tuesday, December 5,
1989 at 5:30 p.m.
C. Public Works
Chairman Kurle reported the Public Works Committee met at 5:30 p.m. prior
the Council meeting this evening to consider Resolution No. 2013, and a
utility bill adjustment. The next Public Works Committee meeting is prior
to the next Council meeting on December I8, 1989 at 5:30 p.m.
D. Finance
Chairman Walters stated the Finance Commit[ee met prior to the Councii
meeting tonight. The next Finance Committee meeting will be prior to the
next Council meeting of December l8, 1989 at 7:00 p.m.

Out of State Travel
l. Fire Deoartment
Recommend authorizing out-of-state travel for Fire Marshal Wayne
Senter and Assistant Fire Marshal Ken Partridge to travel to San
Diego, California December Sth to the 7th, 1989 to attend the Western
Fire Chief s Association Uniform Fire Code Open Code Hearing.
2. Police Deoartment
Recommend authorizing out-of-state travel for Police Detective James
Kelly to travel to Emmitsburg, Maryland January 7, 1990 through
January 19, 1990 to attend the Fire Arson Investigators School.

MOTION CARRIED UNANIMOUSLY. 7-0.
OLD BUSINESS - None.
VI. NEW BUSINESS
A. Aoniication No. CUP0007-89
Council consideration on the request of Robert Kerr, M.D. for approval of a
Conditional Use Permit for a proFessional office located on che southwest
corner of 17th and "M" Streets S.E.
Motion by Councilmember Burns, sewnd by Councilmember Walters to
approve the Conditional Use Permit based upon the Hearing Examiner's
Findings of Fact and Conclusions and to instruct the Ciry Attorney to
prepare the necessary Ordinance.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Aoolication No. MIS0004-89
City Council consideration on the request of Brian Van for approval of a
plat alteration to provide ingress, egress and utility easement to serve Lots
35, 36, 4t, and 42 of Lakeland Hills Division No. 2 AKA 5004, 5008, 5010,
and 5002 Mill Pond Drive.

Councilmember Kurle expressed concern regarding the letter dated
November 16, 1989 from Steve Wright objecting to the plat alteration
proposed, and whether or not the dispute had been settled.
Marguerite Schellentrager responded that the Land Division Ordinance allows
for approval when the city has received 7596 of those persons having
ownership or interest in the proposed subdivision. Marguerite stated the
applicant has met with this requisite. Marguerite Schellentrager noted the
city is not aware of the nature of the dispute.
Motion by Councilmember Burns to approve the the plat alteration based
upon the Hearing Examiner's Findings of Fact, Conclusions and Conditions,
and to instruct the City Attorney to prepare the necessary Ordinance.
Councilmember Kurle seconds the motion.
MOTION CARRIED UNANIMOUSLY. 7-0.

An Ordinance of the City Council of the Ciry of Auburn, Washingron,
approving the Final Plat of Lakeland Hills Division No. 4B located on
the west side of the intersection of Milipond Drive and Mill Pond
Loop, to the City of Auburn, according to the plat on file with the
Cterk of the Ciry of Auburn.
Motion by Councilmember Hurns, second by Councilmember Walters to
introduce and adopt Ordinance No. 4383.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Ordinance No. 4384
(REZ0009-89)
An Ordinance of the City of Auburn, Washington, providing for the
rezoning of property located at 3802 "A" Street S.E., within the City of
Auburn, Washington, changing the zoning classification thereof from
R-MHP (Residential Mobile Home Park) to C-3 (heavy Commerciai)
and Comprehensive Plan Map Amendment from High Density
Residential to Heavy Commerciai.
Motion by Councilmember Burns, second by Councilmember Kurle to
introduce and adopt Ordinance No. 4384.
MOTION CARRIED UNAN[MOUSLY. 7-0.
3. Ordinance No. 4385
(Application No. REZ0010-89)
An Ordinance of the City of Auburn, Washington, providing for the
rezoning of property located on the west side of "F" Street S.E, in the
1700-1800 blocks, within the City of Auburn, Washington, changing
the zoning classification thereof from I(Instimtional) to R-4 (Multi-
Family) and Comprehensive Plan Map Amendment from public and
quasi public to high density residential.
Motion by Councilmember Burns, second by Councilmember Walters to
introduce and adopt Ordinance No. 4385.
MOTION CARRIED UNANIMOUSLY. 7-0.

Resolutions
Resolution No. 2013
Resolution No. 2013 authorizes the Mayor and City Cierk of the City
of Auburn to execute an Addendum to an Agreement for Professional
Services for a recycling study between the City and Sound Resource
Management Group.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Resolution No. 2013.
MOTION CARRIED UIVANIMOUSLY. 7-0.
2. Resolution No. 2015
A Resolution of the City Councii of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an intergovernmental
agreement between the City and the Washington State Department of
Community Development concerning the activities of the Washington
State Growth Strategies Commission.
Motion by Councilmember Walters, second by Councilmember Whittall
ro introduce and adopt Resolution No. 2015.
MOT[ON CARRIED UNANIMOUSLY. 7-0.
VIIL MAYOR'S REPORT
A. Citv Hall Christmas Tree
Mayor Roegner announced the annuai donation of a Christmas Tree for City
Hall by Councilmembers and administrative staff, and acknowledged the
family members who were decorating the tree this evening. Tdayor Roegner
thanked Maxine Larson, Lucille Whittall, and Sally Roegner.
B. Executive Session
Mayor Roegner announced there would be a brief executive session to
discuss labor negotiations for approximately fifteen minutes, and anticipated
there would be action required by the City Council as a result of the
Executive Session. The Council recessed to Executive Session at .$:48 p.m.

Motion by Councilmember Walters, second by Councilmember Whittall to
authorize the Mayor and City Clerk to sign a three-year contract with the
Police Guild for a duration beginning January 1, 1990 through December 31,
1992.
MOTION CARRIED UNANIMOUSLY. 7-0.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned 8:05 p.m.
