i I. CALL 'B'O ORDER ~
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. '
A. Flas Salute
1Vtayor Roegner led those in attendance in the pledge of allegiance.

Whittall, Wagner, Burns, Larson, and Kurle. Councilmember Brothers was ~
excused. Staff inembers in attendance included Police Chief Jake Evans,
Fire Chief Bob Johnson, Parks & Recreation. Director Len Chapman, i
Personnel Director Gretel Sloan, Finance Director Pat Dugan, Public Works ~
~ Direetor Frank Currie; Planning Director Steve Lancaster, City Attomey ;
Stephen Shelton, and Deputy City Clerk Gayle Butcher. Other staff in ~
a'ttendance included Police Lieutenant Marion Dukes and Library Director
Mazy Stanton. ~

Judi Roland
Mayor Roegner recognized Judi Rol_and who is leaving the Auburn
City Council to assume her position as the newly elected
Washington State Legislature Representative. Mayor Roegner read
and presented a proclamation honoring Judi Roland's distinguished i
service to the Ci.ty of Auburn. Mayor Roegner also recognized 'and expressed his thanks to Judi Roland's parents, Dr. and Mrs. ~
Hughes, for their support over the years: ~

Mayor Roegner.presented the 1990 City of Aubum Employee of ~
the Year award. to Arlene Mempa, Deputy Finance Director. '
Mayor Roegner. noted the highly-held Employee of the Year
award is confened by city employees in recognition of their
fellow colleagues professionalism. ~

Paul Jovice and Mike Browne
Mayor Roegner presented commendations to Public Works
Department employees Paul Joyce and Mike Browne for their
efforts in saving a citizen's life. Mayor Roegner noted that a ~
~
head-on col _ lisiori resulted in a vehicle fire. The driver of the
burning van was trapped and Messrs. Joyce and Browne were able ~
to remove the driver out of the vehicle, used a fire extinguisher to ;
put out the fire in the van, and rendered first aid until emergency
responders arrived. Mayor Roegner stated the Fire Depaztment :
emergency personnel believe the driver of the van probably would
not have survived without the heroic efforts of Paul Joyce and ~
Mike Browne. i

Auburn City Council to confirm the following recommendations to the
City of Auburn Planning Commission. .
Juan Husebv a longtime resident of Auburn who has been active in the
community for many years and served on other Auburn boards and
commissions.. She will fill a vacant position whose term will expire
December 31, 1995. ~
Darrell Sharrard also an active,member of the Auburn community for i
many years, to a vacant position whose term will expire December 31, ;
1995. ~

Motion by Councilmember Larson, second by Councilmember Burns, to i
approve appointments as noted to the Planning Commission. j

Chairman Whittall reported the Municipal Services Committee has not met ~
since December 10, 1990. The next Municipal Services Committee meeting
is scheduled for January 14, 1991 at 4:30 p.m. j

B. Planning & Communitv Develonment
Chairman Burns reported the Planning & Community Development .
Committee did not_meet during the month of December, 1990. The next
meeting of the Planning & Community Development Committee is scheduled
for January 14, 1991 at 7:30 p.m.
C. Public Works
Chairman Kurle reported the Public Works Committee met prior to the
Council meeting, at.5:30 p:m., and the minutes will be of public record when I
published. Chairman Kurle asked for support of items on this evening's ~
. council agenda. The next meefing of the Public Works Committee is ~
scheduled for 7anuary 21, 1991 at 5:30 p.m. '
D. Finance
Vice-Chairman Whittall reported the Finance Committee met prior to the '
• Council meeting this evening at 7:00 p.m. to discuss claims and payroll. The ;
next meeting of the Finance Committee is scheduled for Monday, January
21, 1991 at 7:00 p.m. !

VI. NEW BUSINESS i i
A. Armlication No. PLT0008-90 ~
03.5 PLT0008-90 Council consideration on the request of George McLaughlin for approval of
a preliminary plat to. be known as "McLaughlin Court" located on the east
side of "M" Street S.E. in the 3400 block.
Councilmember Laisbn questioned whether the proposed cul-de-sac is ~
located where the City had previously planned a through street. Public I
- Works Director Frank Currie responded the through street is located about ~
200-feet to the north. ~

Motion by Councilmember Burns, second by Councilmember Kurle, to
approve the preliminary plat of "McLaughlin Court" based upon the Hearing ;
Examiner's Findings of Fact and Conclusions and to instruct the City ;
Attomey to prepare the necessary Ordinance. I

City Attorney Stephen Shelton read the title to the ordinance out loud. ;

03.8 REZ000840
An Ordinance of the City of Auburn, Washington, providing for the
rezoning of property located at 114 "D" Street S.E., within the City of
Auburn, Washington, changing the zoning classification thereof from
R-2 (Single Family) to C-2 (Central Business District). .

Motion by Councilmember Kuile, second by Councilmember Larson to ;
introduce and adopt Ordinance No. 4481. i

Councilmember Kurle expressed concern on the ordinance language on ~
page 5. Councilmember Kurle requested assurances by city staff that i
the ordinance language was consistent with the December 17, 1990 j
. public hearing discus"sion of Application No. REZ0008-90. i
Councilmember Kurle noted it was his understanding at the December ~
;
17, 1990 public hearing discussion t_}iat the applicant would be allowed '
to do laboratory,work for outside dentists. Planning Director ~
Lancaster responded that Ordinance No. 44$1 will allow the laboratory i
to continue doing work for dentists other than Dr. Sohn. Planning ~

City Attomey Stephen Shelton read the tide to the resolution out loud.

04:9.1 Street Improvemenf No. 292 '
A Resolution of the City Council of the Ciry of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an agreement for . i
professional services between the City and Wilsey Ham Pacific, Inc., to ~
prepare plans and specifications for the improvement of East Main ~
Street from Aubum Avenue to Auburn Way. - ~
' Motion by Councilmember Kurle, second by Councilmember Wagner
to adopt Resolution No. 2147. .

VIII. MAYOR'S REPORT

National Leauue of Cities ,

Mayor Roegner announced the National League of Cities Conference will be
held in Washington, DC 1Vlarch 9-12, 1991: Mayor Roegner indicated the . i
City of Aubum will be able to send one councilmember to the conference, and he asked interested Councilmembers to contact him. ,
DARE Graduations ~

Mayor Roegner announced to the City Council.he had received the dates for i~
the DARE Graduations during the month of January, 1991 and asked . councilmembers to attend if their schedules allowed. I
Council Photo Portraits
A3.6.4.2 Mayor Roegner announced the annual Gity Council photo portraits will be ~
taken after the appointment of the person who "will be assuming the council '
vacancy position of Judi Roland. Mayor Roegner noted the City Clerk's

office is receiving letters of interest and resumes through January l l, 1991, !
and that to date, thiee persons have filed, and three persons have verbally expressed interest. Mayor Roegner noted once all applications have been -
received, interview schedules will be set-up. . ~

Executive Session ~
Mayor Roegner announced there would be a brief executive session for i
approximately five minutes to discuss litigation. Mayor Roegner ant'icipated ;
