CALL TO ORDER The regular meeting of the City of Aubum Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flas Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Ro11 Ca11 Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Bums, Larson, Brothers, and Kurle. Staff inembers in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Parks Recreation Director Len Chapman, Personnel Director Gretel Sloan, Finance Director Pat Dugan, Public Works. Director Frank Cunie, Planning Director Steve Lancaster, City Attomey Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Police Lieutenant Bob Almy, Assistant Director of Parks 8ti Recreation Dick Deal, Cemetery Coordinator Arnie Galli, Recreation Coordinator Sharon LaVigne, Recreation _ Specialist Pam Gallion, and Solid Waste Supervisor Dick Sulser. C. Announcements and Anoointments 1: Announcements A1.9 a. Personnel Director A1.9 _ Viki Witschger, Director of Administrative_ Services for the City of Tukwila., made a brief presentadon in recognition of Personnel - Director Gretel Sloan's Presidency for the Washington Council of Publi¢ Personnel Administrators during 1990. Ms. Witschger mentioned Gretel Sloan's many accomplishments while a board member, and presented Gretel Sloan with a plaque. b. Finance Staff A1.9 Mayor Roegner announced Senior Accountant Sally Finch, and Enterprise Fund Accountant Laura Benson are recipients of a plaque certifying the completion of educational and training requirements, and are recognized as Professional Finance Officers , of the State of Washington. Deputy City -Clerk ' Jan.Hubbard received the `certification from the Intemadonal Iastitute of Municipal Clerks Association. . d. Parks Denartment Staff A 1.9, A 1..8 Mayor Roegner iead and presented the proclamations to Pam - Gallion and Sharon LaVigne.in honor of their dedicated , involvement with the City of Aubum 'Tree of Giving" for the past.four holiday seasons. e. Cemeterv. Board Member A19 , • Mayor Roegner presented a plaque to Reverend John Egerdahl who has presided oa the Cemefery Board for 19 years in recognidon of his many years of seivice. Municinal Services • Chairman Whittall reported 'the Municipal Services Committee met on January 14, 1991 to discnss the Waste Reduction and Recycling Program, City Hall 3pace Study, and other items that appear on tonight's agenda. PlanninQ & Communitv Develonment - - Chairman Burns, reported the Planning & Community Development Committee has not met since the last Council meeting. The next. meeting of the Planning & Community Development Committee is scheduled for January 28, 1991 at 7:30 p.m. C. Public Works ` Chairman ICurle reported the Public Works Committee met prior to the Council meeting at, 5:30 p,m.; and the minutes will be of public record when published. Chairman Kurle asked for supportof items on this evening's council agenda. The nezt meedng of the Public Works Committee is scheduled for February 4, 1991 at 5:30 p.m. D. Fi'nance Chairman 'Brothers reported the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss ending fund balance, claims and payroll. Ordinance No. 4480 F4.6.1 LTnclaimed Property A3.5.53 An Ordinance of the City of Auburn, Washington, amending Aubum City Code 3.36.010 entitled "Sale - Authorized" to require a sixty-day ' waiting period following notice sent for unclaimed property rather than the present six month waiting period and adding a new section which provides for other methods of unclaimed property disposition. Resolutions City Attomey Stephen Shelton read the tides to each resolution out loud. 1. Kesolution No. 2131 04.9.1 Street Improvement No. 265 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of Aubum and the City of Pacific to share the cost of providing for required mitigation and maintenance for the permanent impact to the fisheries resources along the north bank of the White River resulting from the center pier of the Stuck River Bridge. Motion by Councilmember Kurle, second by Councilmember Burns to introduce and adopt Resolution Na 2131. MOTION CARRIED UNANIMOUSLY. 6=0. 2. Resolution _No. 2132 04.9.1 Street Improvement No. 276 Contract No. 90-45. Resoludon No.. 2132 authorizes the Mayor and City Clerk to execute an Easement for Underground Electric System to Puget Sound Power & Light Company for the "P Street N.E. project. , Motion by Councilmember Kurle, second by Councilmember Burns to adopt Resolution No..2132. MOTION CARRIED UNANIMOUSLY. 6-0. 3. Resolution No. 2148 02.3 A Resolution of the City Council of the Ci ty of Aubum, Washington, authorizing the Mayor and City Clerk to execute south Valley Special Operation§ interlocal government agreement between the' City of Aubum and the City of Pacific. . Motion by Councilinember Whittall, second by Councilmember Wagner to adopt Resolution No. 2148. - MOTION CARRIED UNANIMOUSI.Y. 6-0. 4. Resolution No. 2149 PAGE 6 ' . Modon by Councilmember Whittall, second by Councilmember Wagner `to adopt Resolution No. 2149. . MOTION CARRIED UNANIMOUSLY. 6-0: 5. Resolution No. 2150 03.5 PLT0008-90 - A Resoludon of the City Council of the City of Auburn, Washington, approving the preliminary plat of "McLaugHlin Court" located on the east side of "M" Street S.E. in the 3400 block, within. the City of Aubum, Washington. Motion by Councilmember Burns, second by Councilmember Brothers ' to adopt Resolution No. 2150. MOTION CARRIED UNANIMOUSLY. 6-0. 6. Resolution No. 2152 01.1 A Resolution of the City Council of t.tie £ity of Auburn, Washington, authorizing the Mayor and City Clerk of the. City of Aubum to execute an interlocal agreement with King County for animal control services. Motion by Councilmember Whittall, second by Councilmember Wagner to adopt Resolution No. 2152. MOTION CARRIED UNANIMOUSLY.. 6-0. 7. Resolution No. 2154 03.4.1:20, 04.7.3 A Resolution of the City Council of the City of Auburn, Washington, accepting and approving the waste reduction and recycling program implementation plan as prepared by the Council Resource Management Group. Motion by Councilmember Kurle, second by Councilmember Burns to adopt Resolution No. 2154. MOTION CARRIED UNANIMOUSLY. 6-0. VIII.
