CALL TO ORDER ` The regular .meeting of the City of Auburn Council was called to order by Mayor - Bob Roegner af 7:30 p.m. in the City of Auburn Council' Chambers. A. F7ag.Salute Bov Scout Troon 331 ' A3.6.4:1 Boy Scout Troop 331 posted the colors of the flag; ;and led those in attendance in the pledge of allegiance. Boy Scout, Troop 331 members include Dave Hope; Ashley Shepherd, Cory Barker, Ben Barker, Paul Blake, - Brian Crabtree, Ron Buzzard, Brad Brunner, Ben; Bird, Dave Stucki, Troy . Stucki, Kevin Kephart; Don Stafford; and Tom Worton. Scout Committee Chairman Leon Stucki, Assistant Scout Masters Lynn Barker, Kody Wilkes, and Ed Martin were also`in attendance. B. R l0 1 Ca11 . Other staff in attendance included Police Lieutenant Mark Wentworth. C. Announcements and Annointments 1. Announcements a. Bov Scout Troon 331 A3.6.4.1 As mentioned above, Boy Scout Troop 331 members are in the audience this evening earning their Citiienship Badge. b: 1891-1991 Centennial Celebrations , A5.2.6 Mayor Roegner highlighted Aubum's Gentennial kickoff ceremony in the plaza of City Hall beginning February 23, 1991; and ' continuing through the year. On February 23, 1991 events scheduled include unveiling of Richard Beyer's sculpture and ` dedication ceremony, and later that evening the Mayors' CITY OF AUBURN COUNCIL MEETING February 19, 1991 Centennial Ball honoring former mayors. Mayor Roegner invited Councilmembers to participate in the celebrations. c. Fire Denartment Awards Ceremonv A19 _ Mayor Roegner announced the annual Fire Department Awards Ceremony is scheduled for Friday, February 22, 1991 at 6:00 p.m :at. the Eagles Club to honor firefighters. 2. Annointments A3.8 a. Human Resources Board . Mayor Roegnei requested confirmation from Council on the appointment of Trish Borden to the Human Resources Boazd to a vacant term which will expire on December 31, 1994. Motion by Councilmember Larson, second by Councilmember Kurle to confirm the appointment of Trish Borden to the Human Resources Board. MOTION CARRIED UNANIMOUSLY. 7-0. D. Asenda Modifications - None. II. CHTIZEN INPUT. PUBY.IC HEARINGS & CORRESPONDENCE A. Public Hearinas - None: B. Audience Particination . Residence at 1629 33rd Street S.E. 1. Ed Howard - 1706 33rd Street S.E., Auburn, WA Ed Howard expressed, concem regarding the 1629 33rd Street S.E., and directed the Council's attention to the letter dated February 12, 1991 to Mayor Roegner regarding the residence. Mr. Howard briefly described events causing a nuisance within the neighborhood. He stated he and his wife have reported incidents to the Police Department during the last two years, and have expressed their desire to fully cooperate with the Department:in forming a game plan to stop the problem. Mr. Howard stated he had met with the Police Department earlier this afternoon to resolve the . situation. ' Mr. Howard is concemed for the safety of his family and other residents of the neighborhood due to the many unsupervised parties that have resulted in assaults, and.one time, a drive-by shooting. He expressed appreciation for the efforts of the Police Depaztment over the past two years, but felt the pro-active measures taken have yet to resolve the problem. Mr. Howard requested the City Council review this matter from time to time to ensure the safety of this neighborhood. PAGE 2 CITY OF AUBURN COUNCIL MEETING February 19, 1991 2. Mike Abrams - 1822 35th Way S.E., Aubum, WA Mr. Abrams has lived at this location for twenty-three years. Due to the noise coming from the resident at 1629 33rd Street S.E. Mr. Abrams was woken up on February 9, 1991 due to screaming on 33rd Street S.E. and he called 911. The Police responded within five minutes, but the problem still exists. 3. Rhonda Clark - 5111 36th Street, Tacoma, WA Ms. Clark used to live next door to the residence for five years. She described various incidents that happened to her. She explained that a grandparent owns the home but the resident pays very little to live there and is often away so lives at another residence. Three teenagers, and a four year old girl practically live there alone. Ms. Clark urged the Council to use this home as an example for enforcement. Ms: Clark does not feel the block watch is working because the Police Department is constandy called, and by the time they get there the situation has calmed down considerably. 4. Pat Narowitz - 1823 35th Way S.E., Auburn, WA Pat Narowitz stated even though she is one block away, she can hear the parties too. Ms. IVarowitz expressed concern for speeding cars going to and from this house, driving in the wrong direction, and drivers making verbal comments to her and other neighbors. 5. Harold French - 1718 33rd Street S.E., Aubum, WA Mr. French expressed concern for his two small children who cannot play in their front yard. Mr; French recounted the numerous incidents in addition to the parties. such as cars driving at a high speed and kids pouring antifreeze in the street to burn car tires off. 6. Neil Thannisch - 1712 33rd Street S.E., Auburn, WA Mr. Thannisch commented on the quick response he has received from the Police Department. Mr. Thannisch stated he does not allow his children to play in front nor does he allow his wife to get the mail. He understands the impacts to the police force and requested the Council act promptly. 7.. Linda Lane - 1703 33rd Street S.E., Aubum, WA Linda Lane lives directly nezt door to tfie residence, and she is afraid. Ms. Lane indicated she has called Police regarding the residence but has received no response. However, when Ms. Lane's house was burglazized, and Police were there in minutes. 8. Brenda Dreisow - 18°11 33rd Street S.E., Aubum, WA Ms. Dreisow described incidents of kids sitting in her flower beds, and lingering in her dr iveway with their lights shinning into her living room. 9. Maria Garcia - 1615 33rd Street S.E., Aubum, WA Ms. Garcia stated she has lived here for fifteen years. The last few years have been really hard. Kids leave empty beer cans in her yard. The residence is a nuisance and the kids have no respect for anyone. 10. Rod Stenhens - 1806 33rd Street S.E., Auburn, WA PAGE 3 CIT'Y OF AUBURN COiJNCIL MEETING February 19, 1991 Rod Stephens is the attomey who wrote the letter. He expressed the same sense of frustration as expressed by his neighbors and described an incident that happened on February 8, 1991 when his wife was in a panic due to acts . of intimidation and harassment. Mr. Stephens expiessed concem for: the Police Department's response, and certain procedures used and implemented: . He stated when the Police Department implements certain procedures, the kids tone down their activity but harassment and intimidation continne. He feels there is a lack of , commuaication with the administration and police officers and it is up to the City Council to address and investigate this issue. • 11. Linda Howard - 1706 33rd Street S.E., Auburn, WA Linda Howard described incidents where kids from the residence in front of - mail boxes and fire hydrants. 12. Kellv Harris - 1623 33rd Street S.E., Auburn, WA Kelly Harris lives next door to the residence. She stated she is twenty-two years old, just got married, and just bought a house and she is scared to death. -She cannot get her mail, and feels something should be done about it. Mayor Roegner requested Ghief Evans brief the Gouncil with regard to the residence located at 1629 33rd Street S.E. Chief Evans met witfi City Attomey Stephen Shelton, and Mr. Howard, and Mr. Stephens this afternoon to discuss this problem. Chief Evans stated. their discussion centered around a„ninety day call history at this address; and the nature of the problem as it currently exists. Chief Evans offered suggestions to concerned citizens in what they can do to assist the Police Department. Chief Evans stated he has taken definitive action by using pro- active officers. The residents are aware the Police are there, and that the . Police will be doing some aggressive police work. Chief Evans. briefly described vaiious Police incidents and patrols with regard to 1629 33rd Street S.E. Even though there are, other, houses in town requiring attention, Chief Evans concluded his comments by stating they are aggressively doing everything they possibly can within their legal limits. Councilmember Kurle questioned the steps the Police Department is taking with regard to citizen complaints, differentiating the degree of other houses - within Auburn reported as problems and what characterizes them at different levels. ` As Chairman of the Municipal Services Committee, Councilmember Whittall invited other Councilmembers to attend the next Municipal Services Committee meeting, and further commented the Chief of Police carries out of needs of the law, and they know what can be done legally. Public safety concerns were addressed that were raised by concerned citizens,.and Councilmembers requested further information be consistently provided by staff. Mayor Roegner agreed. Howard Gresois - 1445 8th Street N.E., Auburn, WA Howard Gregois mentioned in beginning our meeting we all stood for the - pledge allegiance which is a patriotic symbol, and cited what the colors bf the flag symbolize. He favored patriotism as being important during time of _ war regardless of how you feel about policies that brought us to war. Mr. Gregois felt the City of Auburn should take a stand in their support of men and women in the armed forces of the United States by flying flags on . Main Street. He felt flying flags on Main Street would not be making a political statement, but is a patriotic statement. Mr. Gregois implored the Council to fulfill their duty and obligation to the - citizens of Auburn by making a patriotic stand in support of inen and women in the Persian Gulf. 13. Chervl Mevers - 35811 54th Avenue South, Aubum, WA Cheryl Meyers stated she has been a resident of Auburn on and off for the last twenty-nine years, and has six family members serving in the Persian Gulf at this time. Ms. `Meyers said the City of Auburn should be flying flags down main street in honor of the troops serving in the middle east. She did not feel flying flags is a political statement. Ms. Meyers requested the Council pass a resolution showing support of the men and women serving in the Persian Gulf by flying the iJnited States flag on Main Street for the duration of the war, and the troops are home safely. Ms. Meyers offered, should the flags be:stolen or weather beaten, the Auburn Rally Troops Support Committee would replace them. Discussion centered around the issue before the Council, and the most appropriate way to express the city's concern, compassion and sensitivity of the young men and women serving in the _Persian Gulf. Given the number of suggestions received by the city, the general consensus of the Mayor and Council at this time are that yellow ribbons be displayed at appropriate locations in the city as an interim measure. Regarding flying flags down Main Street and what would be the most appropriate way to register and recognize support for our troops in Auburn, the Mayor and Council felt it appropriate to poll other cides to see what they are doing, bu.t more importantly to research. tfie protocol of flying the United States flag. Mayor Roegner suggested the Council consider a resolution at the next ' Council: meeting regarding Aubum's expression of support for the troops serving in the Persian Gulf. C. Correspondence - None. - III. COUNCIL COMMITTEE REPORTS ~ A3.7.6 A. Municinal Services Chairman Whittall reported the Municipal Services Committee met on February _I1, 1991. Chaiuman Whittall spoke in support of recycling, and pointed out the minutes were published using both sides of the paper. Items PAGE 5 CITY.OF AUBURN COUNCIL MEETING ` February 19, 1991 discussed at their February 11, 1991 `meeting were King County Animal Control licenses, Cable TV franchise, surplus property, Fire Stadon building leaks, and they reviewed PoGce Department statistics. The next Municipal Services Committee meeting is scheduled for February 25, 1991 at 4:30 p.m. in Conference Room #l. • _ B. Plannine & Communitv Develonment Chairman Burns reported the Planning 8t Community Development . Committee met on February 11,, 1991 and the minutes are of public record._ The next meeting of the Planning & Community Development Committee is scheduled;for February .25, 1991 at 7:30 p.m. C. Public Works Chairman Kurle reported the Public Works Committee met prior to the Council meeting at 3:30 p.m., and the minutes will be of public record when published: Chairman Kurle stated they discussed Resolution No. 2168 that . requires a conection, Resolution No. 2169, and a utility bill adjustment. The next meeting of the Public Works Committee is scheduled for March 4, 1991 at 5:30 p.m. D. Finance Chairman Brothers reported the Finance Committee met prior to the Council - meeting this evening at 7:00 'p.m. to discuss claims and payroll.
