CALL TO ORDER The regular meeting of the City of Aubum Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flaa Salute Bov Scout Troon 478 A3.6.4.1 Boy Scout Troop 478 posted the colors of the flag, and led those in attendance in ~the pledge of allegiance. Boy Scout Troop 478 members include Scott Weide, Armen Allen, Colin Petersen, and Wayne Salies. B. R l0 1 Call - Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Barber, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Parks & Recreation Director Len Chapman, Personnel Director Gretel Sloan, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City' Attomey Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Executive Secretary Jan Hubbard and Senior Planner A1 Hicks. C. Announcements and Annointments ~ 1. Announcements a. Bov Scout Troon 478 A3.6.4.1 As mentioned above, Boy Scout Troop 478 members are in the audience this evening earning their Citizenship Badge. 2. Annointments A3.8 a. Interim Museum Planning Commission Council consideration on the appointment of the following members to the Interim Museum Planning Commission for a term to expire on April 30, 1992: Linda Van Nest; Alvin Leslie, Twila Bartholomew, Walter Cooke, Grace Hiranaka, Doris Ramstead, Brian Crain, Linda Gowan, Nancy Colson, Wayne Heisserman, Laura Meeks, and Steve Trott. - ` 'CITY OF AUBURN COUNCIL MEETING March 4, 1991 Motion by Councilmember Larson, second by Councilmember Kurle to approve the appointments to the Interim Museum Planning Commission for a term to expire April 30, 1992. MOTION CARRIED UNANIMOUSLY. 7-0. D. Auenda Modifications Published agenda modifications include an addition to IV.C.S regarding out- of-state travel, and changes on pages one, two, and twelve to VII.A.2 Ordinance No. 4490 regarding 1991 GO Bond issue. Due to the number of people in the audience this evening Mayor Roegner modified the agenda to go directly to II.B. Audience Participation. Another modification includes public comments received in regard to the 1991-92 Community Development Block Grant under audience participation even though the public hearing was not opened. Please refer to II.A.1 for the summary of those individuals who spoke on behalf of Community Development Block Grant programs. II. CITIZEN INPUT..PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearin¢s 1. 1991-92 Communitv Develonment Block Grant F5.4.3 - - - - - The City of Auburn expects to receive $263,000 in Community Development Block Grant Funds, and $25;700,15 in Community Development Block Grant Program income for the 1991-92 program year. The Aubum City Council encourages all interested citizens to voice an opinion prior to the Auburn City Council determining the use of Community Development Block Grant Funds. These comments were received under II.B. Audience Participation, but for the organization of these minutes public comments are noted here. Pes Mazen - P.O. Box 1997, Aubum, WA 98072 Peg Mazen is the Director of the Families First Program and thanked the Council and staff for consideration of their request. Financial assistance will provide services to accommodate family needs within Auburn. Donna Hindman - 841 North.Central, Kent, WA Donna Hindman, Director in King County for Washington Women's Employment and Educadon, thanked the Council for their consideration of funding this program to provide training for low income residents. Ms. Hindman mentioned the program offices have been relocated to Kent to better serve south county residents. Lvnn Roberts - 11219 S.E. 323rd Street, Aubum, WA Lynn Roberts, Transition Coordinator for Washington Women's Employment and Edncation program, talked about two Auburn PAGE 2 CITY OF AUBURN COUNCIL MEETING March 4, 1991 residents who have gone through their program. Many people that are assisted through this program could be considered homeless by way of employment and education. Linda Snow - Aubum, WA Linda Snow discussed her positive experience she had with Washington Women's Employment and Education program. Ms. Snow verified the program offered her support during difficult times in her life. Mitzi Judge - Auburn, WA Mitzi Judge stated she is currently attending Renton Vocational Technical Institute enrolled in the Administrative Lega1 Secretary class. Ms. Judge said it would not have been possible to condnue her education without the help of and positive support of the WWEE Program. an Il - 1025 South 3rd, Renton, WA Jean Salls, Director the YWCA of Seattle-King County, thanked the Council for their past support for this program. Ms. Salls discussed their budget, and cited statistics in providing transitional housing within the area. In order to ensure condnuity, Ms. Salls urged support of this human service program. Donald Kuhlman - 31608 Thomas Road S.E., Kent, WA Donald Kuhlman, Board member of the King County Sexual Assault Resource Center, thanked Auburn for their active participation in the past in helping make the public aware of sexual assault. Mr. Kuhlman cited statistics in 1990, and urged the Council to support Community Development Block Grant Funds for this program. Mr. Kulman mentioned two programs that did not receive funding-in the recommendation which provide services in the Auburn community, and urged reconsideration of funding the programs. Kellv Riaale-Hower_ - Seatde, WA Kelly Riggle-Hower, Coordinator Health EducationjTeen Pregnancy Specialist with King County Health Department, spoke in support of funding for the Camp Fire Teen Parent Retreat Program which has been in effect for three and a half years at Camp Sealth. Ms. Riggle- Hower's discussion centered around the needs of teenage parents and what this program entails. Landon Gibson - 421 6th Street S.E., Auburn, WA Landon Gibson is a Board of Director for ACAP. ACAP provides low income daycare services in Aubum. Mr: Gibsoq requested the Council approve $49,000 as recommended for the ACAP Child Caze Building Expansion project. The improvement will allow for twenty-five additional children. Mayor Roegner opened the public hearing. Bill Kyle - 2001 19th Drive N.E., Auburn, WA PAGE 3 CITY OF AUBURN COUNCIL MEETING March 4, 1991 Bill Kyle serves as the Yice-Chaitnian of the ACAP Daycare Association Board of Directors, and thanked the City Council for past support. Mr. Kyle requested support of their prograai this year. Motion by Councilmember Burns, second by Councilmember Brothers to close the public hearing. 1VIOTION CARRIED UNANIMOUSLY: 7-0. Motion by Councilmember Burns to prepare the necessary ordinance approving tlie distribution of proposed Community Development Block Grant Funds as recommended by the Finance Committee, and. confirmed by th.e Planning 8t Community Development Committee. Second by Councilmember Brothers. MOTION CARRIED UNANIMOUSLY. 7-0. The meeting continued under II.C Correspondence. - B. Audience Particioation A1.6 Mayor Roegner said even though there have been significant changes in our situadon in the Middle Bast with a cease fire and possible end to the war, the Council will consider VII.B.] Resolution No. 2170 with regard to honoring those individuals serving in the Persian Gulf. Mayor Roegner reviewed briefly what the Council had asked staff to report. The CounciT requested staff report on flag protocol, what other cities are doing with regard to flags, yellow ribbons or other appropriate recognitions for the people in the Middle East, and what other spirited suggestions we might be able to utilize. Fire Chief Johnson reported on the protocol of flying the United States flag. Chief Johnson stated Public Law 344 passed by 94th Congress is known as "Federal Flag Code" which prescribes proper display of and respect for the United States flag. Contents of this law is published by the Veterans of Foreign Wars of the United States and is entided "Etiquette of the Stars and Stripes". Referring to the flag code, Chief Johnson noted the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness. Chief Johnson mentioned the City of Auburn has twenty-six locations in town where a flag is displayed and properly illuminated. Flags are displayed at municipal buildings at various locations. Chief Johnson noted the city owns twenty-four all weather flags. ProtocoLs remain the same regardless if a war is going on, and protocols may be change only by proclamation by the United States President. Execudve Secretary Jan Hubbard reported the results of a survey conducted of other cities in what they are doing' in their communities in support of the troops. As a result of the survey conducted; Ms. Hubbard reported most PAGE 4 CITY OF AUBURN COUNCIL MEETING ' March 4, 1991 cities in King County are displaying yellow ribbons in various ways that were put up by volunteer employees and citizen groups. Soime cities in Pierce County are flying flags that are displayed by merchants. In Lacey and Olympia flags are displayed and citizen civic groups own the flags and take them down. She reported problems exist with vandalism, theft, and citizens climbing the poles. Ms. Hubbard reported Auburn employees tied approximately 150 ribbons to the trees around city hall, at the library, the senior center, both fire stations, the M& O facility, and down the length of Main Street. In addidon, a large yellow ribbon is hanging in front of the podium in the city hall plaza. Ms. Hubbard stated Auburn supported and encouraged citizens and employees to express support: for the troops by putting up yellow ribbons and flying the American flag according to their own preferences. Mayor Roegner requested City Attorney Steve Shelton read in full revised Resoludon No. 2170. The title of Resolution No. 2170 is published for the purpose of these minutes below: Resolutioa No. 2170 A Resolution of the City Council of the City of Aubum, Washington, expressing support and appreciation for the men and women who have served in the conflict in the Middle East by instituting a weekly "Honor Our Troops Day". Prior to citizen comment Mayor Roegner commented on the number of suggestions to express support-of the troops which are being reviewed and considered. Sam Petersen 1141 Pike Street N.E., Auburn, WA Sam Petersen of Auburn, member of the Aubum Rallies Troops Support Committee, asked the Council to fly flags down Main Street twenty-four hours a day for the next six-months. Mr. Petersen stated Aubum Rallies Troops Support Committee would replace any wom out or stolen flags. Mr. Petersen requested the Council vote on the Resolution individually before the night is over. Harold Page - 927 D Street S.E., Auburn, WA As a twenty-four year.veteran and a Prisoner of War in a Japanese Camp for three and half years, Harold Page submitted signature petitions in support of our troops serving in the Middle East. Chervl Mevers - 36811 54th Avenue South, Auburn, WA Cheryl Meyers addressed the issue of flying the flags and urged the Council to fly the America.a Flag seven days a week uatil all troops are home. Howard Gresois - 1445 8th Street N.E., Aubum, WA Howard Gregois commented on the legal concerns aad risks in flying a flag. Mr. Gregois urged the Council to fly the American flag in support of the troops. Mr. Gregois mentioned that a Flight of the Flag resolution was adopted by the United State Congress unanimously. PAGE 5 CITY OF AUBURN COUNCIL MEETING March 4, 1991 Robert Meneshini - 3201 20th Street S.E., Aubum, WA Robert Meneghini hoped the City of Auburn would fly the flags down Main - Street. Mike Bocatch - 1111 8th Street S.E., Auburn, WA Mike Bocatch read a February 26, 1991 Post Intelligence news article entitled "Remember Me" with regard to United States flag. Darlene Aubers - 1206 Harvey Road, Aubuin, WA Darlene Aubers felt we should be able to fly the flag whenever we want to , until everybody is home. After considering public comments with regard to, support of our troops in the Middle East, some Councilmembers discussed their opinions in terms of individual expression of support and encouraged individual expression of support of the troops. The Council does not object to flying the United States flag as a way of showing support but feels flying flags should not be used as mechanism of ineasuring patriotism. For action on Resolution No. 2170 as read above, please see VII.B.1 below. Mike Abrams - 1822 35th Way S.E., Aubum, WA Mike Abrams extended tha.nks to the Mayor and Council, and Chief Evans in the response received with regard to 1629 33rd Street S.E.. concems expressed at the last Council meeting. Virginia Hausen 2503 R Street S.E., Auburn, WA Virginia Haugen questioned the amount of money the Parks and Recreation Department has allocated to spend on architectural drawing for parks in the City of Aub"urn. Ms. Haugen wondered about the Teen Pregnancy Task Force and the city's contribudon for this program. Kellv Risgle-Hower - Seattle, WA Kelly Riggle-Howe is a staff person on the Auburn Coalition on Teenage Pregnancy. Ms. Riggle-Howe stated a good portion of their services are supported not only by monetary means, but with community networking and volunteer programs such as providing printing support which the city has done. After Council action taken on VII.B.1 Resolution No. 2170, Mayor Roegner requested a seven minute recess at 8:53 p.m. The meeting reconvened at 9:00 p.m. C. Conesoondence Mayor Roegner noted no correspondence has been received. III. COUNCIL COMMITTEE REPORTS A3.7.6 . A. Municinal Services PAGE 6 CITY OF AUBURN COUNCIL MEETING March 4, 1991 Chairman Whittall reported the Municipal Services Committee met on February 25, 1991 to review Auburn's recycling program, crime statistics, report on 33rd Street S.E., fire at the Other Side of the Tracks, and other items appeariag on tonighYs consent agenda. The next Municipal Services Committee meeting is scheduled for March 25, 1991 at 4:30 p.m. in Conference Room # 1. B. PlanninQ & Communitv- Develonment Chairman Burns reported the Planning & Community Development Committee met on February 25, 1991 and the minutes are of public record. The next meeting of the Planning & Community Development Committee is scheduled for February 18, 1991 at 5:30 p:m: C. Public Works Chairman Kurle reported the Public Works Committee met prior to the Council meefing at 5:30 p.m. Chairman Kurle stated they discussed two traffic mitigation agreement Change Order No. 2 for Street Improvemeat No. 276, and a letter with regard to Lakeland Hills access. The next meeting o€ the Public Works Committee is scheduled for March 18, 1991 at 5:30 p.m. D. Finance Chairman Brothers reported the Finance Committee met 'prior to the Council meeting this evening at 7:00 p.m. to discuss Ordinance No. 4490 authorizing an inside levy, out of state travel, and claims and payroll. OLD BUSINESS - None. - VI. NEW BUSINESS ' A. Annlication No. ANX0001.-91 03.1 ANX1-91 Council consideration on the petition of property owners to annex 23,535 square foot parcel of property located at 3108' "A" Street S.E. into the City of Auburn. Motion by Councilmember Burns, second by Councilmember Kurle to authorize the preparation and circulation of a petition for annexadon. Annlication -No. PLT0009-86 03.5 PLT0009-86 Council consideration on the request of the owners of West Beverly Hill to extend the preliminary plat of West Beverly Hill, Division III, for another . additional year. Motion by Councilmember Burns, second by Councilmember Brothers to approve extending the preliminary plat of "West Beverly Hill" for another additional year, and instruct the City Attomey to prepare the necessary resolution. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances City Attorney Stephen Shelton read the titles to each ordinance out loud. 1. Ordinance No..4488 A3.8.1 T, A3.53.2 An Ordinance of the City of Aubum, Washington, amending Section 4 of Auburn City Ordinance No. 3009 (Passed September. 15, 1975) and codi€ied as Chapter 2.36.030 relating to the appointment and terms of the Human Resources Committee. Motion by Councilmember Burns, second by Councilmember Brothers to introduce and adopt Ordinance No: 4488. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4490 F2.2:13` 1991 GO Bond Issue An Ordinance of the City of Aubum, Washington, relating to contracdng indebtedness; providing for the issuance of $1,600,000 par value of Limited Tax General Obligation Bonds, 1991, of the City for general City purposes to provide funds with which to pay the cost of various. projects including acquiring a building for City purposes, acquiring computer equipinent and acquiring and refurbishing fire and street department vehicles and equipment; fixing the date, form, maturities, interest rates; terms and convenants of the bonds; establis}iing a bond redemption fund and. an acquisition fund; and providing for the public sale of the bonds. Motion by Councilmember Brothers, second by Councilmember Whittall to introduce aad adopt Ordinance No. 4490. MOTION CARRIED UNANINIOUSLY. 7-0. B. Resoludon No. 2170 A Resolution of the City Council of the City of Aubum, Washington, expressing support and appreciation for the men and women, and their families, who are involved in tlie conflict in the Persian Gulf. Under audience participation, Mayor Roegner requested Steve Shelton read a revised Resolution No. 2170 in its entirety: Please see II.B of these minutes. Motion by Councilmember Larson, second by Councilmember Kurle to approve Resolution No. 2170. Motion by Councilmemlier Whittall to amend Resolution No. 2170 to fly flags on Main Street for twenty-four hours a day, seven days a week, for sixty days commencing Wednesday, March 6, 1991 by inserting a time frame of sixty days, expression of appreciation of inen and women by proclamation, and adding a section stating the display of the LJnited State flag will be in conformance with flag' protocol as enunciated in Public Law 94-344 entitled the "Federal Flag Code". Second by Councilmember Kurle. MOTION CARRIED UNANIMOUSLY. 7-0. City Aftorney Steve Shelton read the titles of following Resolutions out loud. 2. Resolution No. 2171 04.10, 03.7 A Resolution of the City Council of the City of Auburn, Washington, authorizing the, Mayor and City Clerk to execute a Traffic Mitigation Agreement between. the City of Auburn and Hill-Raaum Investment Company, Project No. SEP0023-90. Motion by Councilmember Kurle, second by Councilmember Burns to adopt Resolution No. 3171. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2172 04.10, 03.7 SEP0024-90 A Resolution bf the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute, a Traffic Mitigation . Agreement between the City of Aubuin and HRP Properties 6, Project No. SEP0024-90. Motion by Councilmember Kurle,,second by Councilmember Wagner to approve Resoludon No. 2172. Motion by Councilmember Kurle, second by Councilmember Burns to approve Resolution Na 2174. MOTION CARRIED UNANIIVIOUSLY. 7-0. 5. Resolution No. 2176 04.7.2 A Resolution of the City Council of the City of Aubum, Washington, authorizing the Mayor and City Glerk to execute an agreement for professional services for a litter control program between the City of Auburn and vadis Northwest. Motion by Councilmember Kurle to amend Resolution No. 2176 to include a five man crew and one supervisor as minimum level of crew in paragraph four entitled compensation. Second by Councilmember Wagner. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT Executive Session Mayor Roegner stated there would be a brief Executive Session for approximately fifteen minutes to discuss litigation. Mayor Roegner anticipated there would be no action as a result of the Executive Session and recommended adjournment. IX.
