CALL TO ORDER - The regular meeting of the City of Aubum Council was called to order by Mayor Bob Roegner atJ:30 p.m. in the City of Auburn Council Chambers. A. F1as Salute B. R l0 1 Call • Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Barber, Brothers, and Kurle. Staff inembers in attendance included Police Chief Jake Eyans, Police Captain Bill Pitzl, Fire Chief Bob Johnson, _ Parks & Recreation Director Len Chapman, Personnel Director Gretel Sloan, Finance Director Pat Dugan, Public Works Director Frank. Currie, Planning Director Steve Lancaster, City Attomey Stephen Shelton, and City Clerk Robin Wohlhueter. C. Announcements and Aonointments 1. Announcements Proclamation A1.8, A1.9 Mayor Roegner presented each team member of the Aubum High School Lady Trojans a proclamation honoring their 1990-91 State AAA Basketball Championship Title. Head Coach Dennis Olson, and Assistants Tony Higgins, Gordon O'Dell, Dale Pound, and Jason Higgins were also acknowledged. The team members who received a proclamation include: Jane Kuzhausen, Kristi Dray, Carey Rockey, Gfiristy Mariani; Behka Stafford, Kristi Konsmo, Angie Jorgensen, Nancy Konsnio, Erin Swanson, Laine Gonzales, Kelli Crozzno, Janna Ellsworth, and Jennifer Wood. 2. Annointments A3.8.6 Civil Service Comtnission Mayor Roegner announced Lee Singer resigned from the Civil Service Commission. Mayor Roegner encouraged Councilmembers to let him know of potential candidates. D. Auenda Modifications II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearinas - None. CITY OF AUBURN COUNCIL MEETING March 18, 1991 B. Audience Particination Virsinia Hauaen - 2503 R ST SE, Aubum, WA Virginia Haugen commented on the restored Blomeen House in northeast Auburn, and the Truitt Building that recently burned on Main Street. She congratulated the Auburn High School Girls Basketball Team for their State AAA Basketball Championship Title. Ms. Haugen thanked Mayor Roegner and Len Chapman for the letter she received regarding her questions at the March 4, 1991 Council meeting. C. Conesoondence 1. Letter dated March 14, 1991 from Project Director Dan Seacord of the Auburn Business Improvement Area with regard to Council Agenda Item VI.A, the request of property owners to amend the Zoning Ordinance to allow an automobile repair use within the G2, Central Business District zone located at 402 East Main. III. COUNCIL COMMITI'EE REPORTS A3.7.6 A. Municinal Services Chairman Whittall reported t}ie .Municipal Services Committee has not met since the last Council meeting. The next Municipal Services Committee meeting is scheduled for March 25, 1991 at 4:30 p.m. in Conference Room #1. B. Planninst & Communitv Develooment Chairman Burns reported, the Planning & Community Development Committee met on March 4, 1991 and the minutes are of public record: The next meeting of the Planning & Community Development Committee is scheduled for Mazch 25, 1991 at 7:30 p.m. C. Public Works Chairman ICurle reported the Public Works Committee met prior to the Council meeting at 5:30 p.m. Chairman Kurle stated they discussed four resolutions regarding street improvements, two ordinances regarding storm drainage, and two utility bill adjustments. The next meeting of the Public Works Committee is scheduled for April 1, 1991 at 5:30 P.M. D. Finance Chairman Brothers reported the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss an interfund loan, and claims- and payroll. The next meeting of the Finance Committee is scheduled for Monday, April 1, 1991 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the March 4, 1991 regulaz Council meedng. B. Recommend approval of utility adjustment to account #323-3090 in the amount of $129.03 and account # 146-3450 in the amount of $641.48. Motion by Councilmember Larson to approve Consent Agenda Item IY.A. through IV:F.2. Councilmember Kurle seconded the motion. MOTION CARRIED UNANIMOUSLY. 7-0. Annlication No. MIS0001=91 ZC 03.4.2.1 MIS0001-91 ZC; 03.5.1 Council consideration on the request of the property owner located at 402 East Main that, the Zoning Ordinance be aaiended such that aufomobile repair uses' would be allowed in the C-2 Central Busiaess District zone subject to the issuance of a conditional use permit: Motion by Councilmember Burns, second by Councilmember Brothers to not amend the Zoning Code to allow auto repair in the G-2 (Central Business District) zone. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances City Attorney Stephen Shelton read the titles to each ordinance out loud. 1. Ordinance No. 4489 A3.4 An Ordinance of the City of Auburn, Waslungton, authorizing execution of an intergovernmental Planning Council for King County. Motion by Councilmember Burns, second by Councilmember Kurle to introduce and adopt Ordinance No. 4489. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4491 F5.4.3 An Ordinance of the City of Auburn, Washington, approving the appropriation of the sum $263,000 1991-1992 Community Development Block Grant Funds. Motion by Councilmember Burns second by Councilmember Brothers to introduce and adopt Ordinance No: 4491. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Ordinance No.. 4492 A3.5.5.13, 04.8 An Ordinance of the Ciry of Aubum, Washington, repealing Auburn City Code Chapter 13.48 entitled "Storm Drainage Utility" and replacing it with a new Auburn City Code Chapter 13.48 entitled "Storm Drainage Utility" for the purpose of clarification and amendment. Motion by Councilmember Kurle second by Councilmember Wagner to introduce and adopt Ordinance No. 4492. MOTION CARRIED. UNANIMOUSLY. 7-0. PAGE 4 . • CTTY OF AUBURN COUNCIL MEETING March 18, 1991 4. Ordinance No. 4493 A3.5.5.13 " An Ordinance of the City of Auburn, Washington, amending Auburn City Code Chapter 13.41 entitled "Utility Systems Development Chazge" to clazify that Section 13.41.080 entitled "Scope" is included in Chapter 13.41. Motion by Councilmember Kurle, second by Councilmember Wagner to introduce and adopt Ordinance No. 4493. MOTION CARRIED UNA1vIMOUSLY. 7-0. B. Resolutions 1. Resolution No. 2178 04.9.1 Street Improvement No. 281 04.5.1.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Aubum; to execute an agreement between the City and Burlington Northern Railroad Properties, Inc., relating to Street Improvement No. 281. Motion by Councilmember Kurle, second by Councilmember Burns to adopt Resoludon No. 2178. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2179 03.5 PLT0009-89' A Resolution of the City Council of the City of Auburn, Washington, authorizing and approving the extension of the preliminary plat of "West Beverly Hill", Divisions I, II, and III for an additional year. Motion by Councilmember Kurle, second by Councilmember Burns to approve Resolution No. 2179. MOTION CARRIED UNAIVIMOUSLY. 7-0. 3. Resolution No. 2180 04:9.1 Street Improvement No. 294 A Resolution of tfie City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Aubum, to execute State Participating Agreement No. GC9092 between the City and State of Washington Department of Transportation relating to the 15th Street S.W. and West Valley Highway project. Resolution No. 2181 04.9.1 Street Improvement No. 287 A Resoludon of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Aubum to execute Amendment No. 1 to contract for professional services between the City and Gray dt Osborne, Inc., relating to Street Improvement No. 287. Motion by Councilmember Kurle, second by Councilmember Wagner to adopt Resolutioa No. 2181. MOTION CARRIED UNANIMOUSLY. 7-0. . 5. Resolution No. 2182 04.9.1 Street Improvement No. 291 A Resolution of the City Council of the City of Aubum, Washington, authoriung the Mayor and Ci'ty Clerk of the City of Auburn to execute Amendment No. 1 to contractfor professional engineering services between the City and Gray & Osbome, Inc., relating to Street Improvement No. 291. Motion by Councilmember Kurle, second by Councilmember Wagner to adopt • Resolution No. 2182. MOTION CARRIED UNANIMOUSLY. 7-0: VIII. MAYOR'S REPORT Executive Session - None. ReQional Government A3.4.1 Mayor Roegner briefly.reported on discussions regarding regional government and stated more information will be.available at a later date. Isaac Evans Park 05.1 Councilmember Brothers commented on the improvements made to the Isaac Evans Park. IX.
