CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. F'las Salute B. R ll 11 Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Barber, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Parks & Recreation Director Len Chapman, Personnel Direcfor Gretel Sloan, Finance Director Pat Dugan, Public Works Director Frank Cunie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, ~ and City Clerk Robin Wohlhueter. Other staff in attendance included Assistant City Attorney Judy Ausman, Acting Prosecutor Steve Quinn, ~ Library Director Mary Stanton, and Police Lieutenant Mark Wentworth. C. Announcements and Anoointments 1. Announcements a. 1 L'I'. Michael N. Monroe A1.6, A1.9 On behalf of the Auburn City Council, citizens, and staff, ;Mayor Roegner presented a plaque to Mrs. Monroe memorializing -her son ILT. Michael N. Monroe who served in Operation Desert Shield in the Middle East conflict. Mayor Roegner stated the plaque will be displayed in the Council Chambers in honor of Mike until Veterans Day when Mrs. Monroe and family members will be given the plaque for their remembrance. Mayor Roegner mendoned on the northeast side of City Hall Plaza number of name tags are displayed in honor of Aubum citizens who served in the middle east. Mayor Roegner asked citizens for any changes or additions to these names: b. Proclamations A1.8 Volunteer Week Mayor Roegner honored and presented those volunteers in the audience a proclamation of the City of Auburn proclaiming April 21 through April 27, 1991 as "Volunteer Week". , , . • . CITY OF AUBURN COUNCIL MEETING April 15, 1991 Mayor Roegner introduced volunteers from various groups in the audience this evening, and those in attendance were asked to stand. Volunteer groups represented appear below: Auburn Friend- to- Friend; a nursing home visitation program. Volunteers recognized are Bill Bowen, Helen Babic, Maisie Bruski, Liz Kapinoz, Kay Shreve, Elaine Prenovost, and Bemice Brunelle. Pregnancy Aid; program provides free, immediate, confidential . help to all women. Elaine Prenovost accepted a proclamation. The Auburn Community Suppers provides free meals to those in need. Volunteers honored were Etaine Prenovost, Eva Hartman, and Jane Eastling. White River Valley Historical Society honors President Linda Van Nest as a volunteer. The Auburn PolIce Department's Home Arrest Program; designed to monitor offenders at home rather than in jaiL Yolunteers honored include Karen Willis, DeAnn Sonnemann, Gwyne Willman, Karen Jensen, Marye Frederick, Jason Harms, Greg Wood, and Tom Richardson. The City of Auburn Parks and Recreadon Depactment; honored volunteers Jim Mondt, Ron Martin, Casey Serquinia, Teresa Gonzales, Thelma Semano and Gary Klontz. The City of Auburn Legal Department; honored Kazen Gulliver who began volunteering for the Legal Department in December, 1989. Mayor Roegner praised the many organizations within the City of Auburn who utilize volunteers who could not be represented at the Council meeting tonight. He finalized his comments by extending an invitation to all citizens to attend a luncheon honoring all community volunteers on April 23, 1991 at the Senior Center. c. Selection. of Candidate Position Numbers A3.10.13, 1991 Election Information Regularly scheduled public offices and offices which person have been appointed since the last municipal election are subject to election in the fall of 1991: The City of Auburn will have six vacant positions on the Aubura City Council. It is necessary to assign consecutive position numbers to these offices beginning with number one. - Mayor Roegner requested each Councilmember whose position will be up for re=election draw a number designating their position PAGE 2 • • CITY OF AUBURN COUNCIL MEETING April 15, 1991 number for the 1991 fall elecdon. Those Councilmembers up for re-election for a four year term are Pete Whittall, Pat Burns, Don Kurle, and Clarence(Bud) Larson whose terms will expire in 1995. Councilmembers Jeaane Barber, and Rich Wagner were appointed to the Council since the last municipal election and therefore, are required to run for election for an unexpired term to expire in 1993. Each Councilmember drew a number designating their position number. The position numbers will be filed with King County Records and Elections for the 1991 fall election*as presented . below: Position No. 1 Pete Whittall Position No. 2 Pat Burns , Position No. 3 Don Kurle Position No. 4 Clarence (Bud) Larson . Position No. 5 Jeanne Barber Position No. 6 Rich Wagner " The filing period is scheduled for July 22 through July 26, 1991. d. Bov Scout Troon 331 A3.6.4.1 Mayor Roegner acknowledged Boy Scout Drew Mann from Boy Scout Troop 331. He is earning his Citizenship in the Community Badge. Mel Worton is the Scoutmaster for Boy Scout Troop 331. D. Asenda Modifications Agenda modifications are noted under agenda itenns IV.C.1, and VII.B.4. IV.C.1 is a final pay estimate on Street Improvement No. 278 which is being pulled from the agenda due to contract negotiations and does not require Council consideration at this time. VII.B.4 transmits a conected Exhibit A for Resolution No. 2191 establishing LID 344. II. CITIZEN INPUT: PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings - None. B. Audience Particination - None. C. Corresnondence - None. III. COUNCIL COMMI'I'TEE REPORTS A3.7.6 A. Municinal Services Chairman.Whittall reported the Municipal Services Committee met April 8, 1991 and the minutes, are of public record'. Chairman Whittall stated discussions centered around the proposed solid waste recycling rates, and recommends approval of Resolution No. 2192. The next Municipal Services Committee meeting is scheduled for April 23, 1991 at 4:30 p.m., in Conference Room # 1. , PAGE 3 , . ; . CITY OF AUBURN COUNCIL MEETING April 15, 1991 B. Plannins & Communitv Develonment Chairman Bums reported the Planning & Community Development Committee met on April 8, 1991 and the minutes are of public record. Chairman Burns requested Ordinance No. 4494 with regard to an Interlocal . Agreement for Regional Planning to the Central Puget Sound Area be . referred to the Planning Commission. The next meeting of the Planning & Community Development Committee is scheduled for April 22, 1991 at 7:30 . p.m. C. Public Works Chairman Kurle reported the Public Works Committee met prior to the Council meeting at 5:30 p.m. to discuss Resolutions 2183, 2184, 2191, and 2194. The next meeting of the Public Works Committee is scheduled for May 6, 1991 at 5:30 p.m. D. Finance Chairman Brothers reported the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss claims and payroll, out-of-sta:te travel policy discussion, and Resolution Na 2192, The next meeting of the Finance Committee is scheduled for Monday, May 6, 1991 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes 1. Minutes of the April 1, 1991 regular Council meeting. B. Vouchers F4.9.2, F4.9.5 1. Claim numbers 62258 through 62681 in the amount of $1,166,06392 and dated April. 15, 1991. Claim numbers 62313, 62314, and 62315 are void. 2. Payroll numbers 165496 through 165962 in the amount of $653,993.92 covering the period April 3, 1991 to April 8, 1991, 1991. C. Contract Administration Under agenda modifications, this item was not considered due to contract negotiations. 1. Street Imnrovement No. 278 04.9.1 Street Improvement No. 278 Request approval of Pay Estimate No. 5, final, to Northwest Cascade, Inc. in the amount of $20,009.79 for Street Improvemeat No. 278 & 283 and Water Improvement No. 187, Contiact No. 90-09. D. Utilitv Bill Adiustment A4.5.2 PAGE 4 CITY OF AUBURN COUNCIL MEETING April15, 199T Recommend approval of utility adjustment to account 503-1380 in the " amount of $241.55 and account #223-1740 in the amount of $119.77. E. Pastime Tavern Liauor License A5.6.1 Approval to deny a new application for liquor license for a Class BCEF liquor license for the Pastime Tavern located at 102 West Main Street. Motion by Councilmember Larson to approve Consent Agenda Items IV.A through IY.E. eacluding IV.C.1. Second by Councilmember Kurle. MOTION CARRIED UNANIMOUSLY. 7-0. V. - OLD BUSINESS - None. VL NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances Steve Shelton read the title to the ordinance out loud. 1. Ordinance No. 4494 A5.3.30, A3.4.1 An Ordinance of the City of Auburn, Washington, authorizing execution of an Interlocal Agreement for Regional Planning of the Central Puget Sound Area. Motion by Councilmember Burns, second by Councilmember Brothers to refer Ordinance Na 4494 to the Planning Commission. MOTION CARRIED UNANINiOUSLY. 7-0. B. Resolutions City Attorney Stephen Shelton read the titles to each resolution out loud. 1. Resolution No. 2183 04.9.1 Street Improvement No. 281 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute Supplemental Agreement No. 2 between the City of Auburn and Bell-Walker Engineers, Inc., to provide consulting services for the South 277th Street Project Improvement. Motion by Councilmember Kurle, second by Councilmember Wagner to approve Resolution No. 2183. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2186 03.11.2, 04.4.2 PAGE 5 CITY OF AUBURN COUNCIL MEETING April 13, 1991 A Resoludon of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a memorandum of agreement between the City of Auburn and Senior Services of Seattle/King County Nutrition Projects (S$C/KC) to . provide a federally funded hot meal program for low-income elderly citizens in the Auburn area. Motion by Councilmember Burns, second by Councilmember Brothers to approve Resolution No. 2186. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2189 03.11.2, 04.4.2 A Resolution of the City Council of the City of Aubum, Washington, authorizing the Mayor and City Clerk to execute a meals on wheels satellite site memorandum of agreement between the City of Auburn and Senior Services of Seattle/King County (3SCyKC) to provide home delivered meal service in the Aubum area to the elderly. Motion by Councilmember Burns, second by Counclmember Kurle to adopt Resolution No. 2189. MOTION CARRIED LJNANIMOUSLY. 7-0. . 4. Resolution No. 2191 F2.4.9 LID 344. A Resolution of the City Council of the City of Auburn, Washington, declaring its intention to order the improvement (Street Improvement No. 292) of East Main Street from Aubum Avenue to Auburn Way North, within the County of King, State of Washington; to create a local improvement district (LID No. 344) and to assess the cost and expense thereof against; the properties specially benefited thereby; and to notify all persoas who desire to object.to the improvement and/or LID to appear and present. their objections at a heazing before the Auburn City Council to be held May 6, 1991. Motion by Councilmember Kurle, second by Councilmember Wagner to approve Resolution No. 2191. MOTION CARRIED UNANIMOUSLY. 7-0. 5. Resolution No. 2192 F4.3, 04 7.3 A Resolution of the City Council of the City of Aubum, Washington, declaring the intent of the Council to amend Auburn City Code . Chapter 8.08 to implement a new solid waste rate structure consistent with the City of Auburn Waste Reduction and Recycling Program Implementation Plan which shall include certain rates. Motion by Councilmember Whittall, second by Councilmember Barber to approve Resolution No. 2192. PAGE 6 CITY OF AUBURN COUNCIL MEETING April 15, 1991 MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Whittall to amend Resolution No. 2192 to include on page three on about line 11 it st_ates.: °Residential curbside yard waste 90 gallon tote service rate per month for each occupied unit shall be $4.50". After that add a few lines and state.."For the following services the rates shall be:". Second by Councilmember Bazber. MOTION CARRIED UNANIMOUSLY. 7-0. 6. Resolution No. 2193 04.6.1 A Resolution of the City Council of the City of Auburn, Washington authorizing the Mayor and City Clerk of the City of Aubum to execute a Sanitary Sewer Line Improvement Delay Agreement between the City and Isaac and Consuelo Lobato for property located on 4th Street S.E. Motion by Councilmember Kurle, second by Councilmember Wagner to approve Resolution No. 2193. MOTION CARRIED UNANIMOUSLY. 7-0. 7. Resolution_No.2194 04.9.1 Street Improvement No. 287 91-02 A Resolution of the Council of the City of Auburn authorizing the Mayor and City Clerk to execute Agreement No. GC 9094 between the City of Aubum and State of Washington Department of Transportation relating to Academy Drive and SR 164 Intersection Improvement Project. Motion by Councilmember Kurle, second by Councilmember Burns to approve Resolution No: 2194. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPOR'd' Executive Session - None. IX.
