CALL TO ORDER The regular meeting of the City of Auburn Council was, called to order by Mayor " Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Staff inembers in attendance included Police Chief Jake Evaas, Fire Chief Bob Johnson, Parks & Recreation Director Len Chapman, Personnel Director Gretel Sloan, Finance Director ' Pat Dugan, Public Works Director Frank Cunie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Solid Waste Supervisor Dick Sulser, and - Deputy City Clerk Gayle Butcher. C. Announcements and Anoointments Annlication No. GAP0001-91 A3.23.1 Prior to addressing scheduled agenda items before the City Council this evening, Mayor Roegner requested a show of hands of those people in audience this evening who were in attendance for a public hearing on the "Sunning Hills" plat. The plat pertains to a proposed 96 lot single family subdivision located west of the West Va11ey Highway and abutting Aaby Drive. As a result of an appeal filed in regard to Application Numbers , HAP0001-91 (SEP0029-89R), the Council will consider scheduling a public fiearing later in the agenda tonight. Proclamations A1.8 National Public Works Week Mayor Roegner read and presented a proclamation to Frank Currie - proclaiming May 19, 1991 through May 25, 1991 as National Public Works Week. In conjunction with .National Public Works week Dick Sulser announced on Saturday, May 18, 1991 from 9:00 a.m. unti12:30 + CITY OF AUBURN COUNCIL MEETING May 6, 1991. p.m. on Main Street from Aubum Way to Aubum Avenue public works employees will be available to demonstrate equipment. Municinal Clerks' Week Mayor Roegner readf and presented a proclamadon to Robin Wohlhueter proclaiming the week of May 5, 1991 through May 11, ' 1991 as Municipal Clerks' Week. b. Denutv Citv_Clerk/Finance Secretarv Mayor Roegner acknowledged and presented Gayle Butcher with a plaque designating her as a recent recipient of her certification as a Municipal Clerk`from the International Institute of 'Municipal Clerks' Association 2. Annointments a. 1991 AWC Annual Convention A5.3.1 Motion by Councilmember Burns, second by.Councilmember Whittall to confirm the appointments of Mayor Roegner, Councilmembers Bud Larson and Pete Whittall as AWC voting delegates with Pat Burns as an alternate. MOTION CARRIED UNANIMOUSLY. 5-0. All delegates will represent the City of Auburn at the 1991 Association of Washington Cities Annual Conference on June 18, 1991 through 7une 21, 1991 in Spokane, Washington. b. Civil Service Commission A3.8 Motion by :Councilmember Burns, second by Councilmember Whittall to approve the appointment of Virgil G. Hofkamp to fill Mr. Singer's unexpired term. The term will expire on December 31, 1991. MOTION CARRIED UNANIMOUSLY. 5-0. D. Agenda Modifications A3.6.6 Agenda modifications as they appear on the Council Agenda are as follows: II.A.1 transmits the Engineers Certificate for LID 344; III.A transmits the May 2, 1991 special meeting minutes of the Municipal Services Committee; VII.A.4 transmits changes to Exhibit A of Ordinance No. 4500 as a result of the Municipal Services Committee meeting on May 2, 1991; YII,B.2 transmits a corrected page two of Exhibit A of. Resolution No. 2187; and VII.B.S transmits a conected Addendum II to the Solid Waste Collection Agreement between the City of Auburn and R.S.T. Disposal company of Resolution No. 2199. II. CITIZEN INPUT: PUBLIC HEARINGS & CORRESPONDENCE PAGE 2 t , CITY OF AUBURN COUNCIL MEETING May 6, 1991 A. Public Hearings , 1. Local Imorovement District 344 F2.4.9 LID 344 The assessment:roll for Local Improvement District No. 344 provides for the construction of a portion of a decorative sidewalk and pedestrian illuazination system in conjunction with Street Improvement No. 292 to provide new streets, curbs and sidewalks along East Main Street from Auburn Avenue to Auburn Way North. Any citizen desiring to object to the assessment or any portion of the same can do so at this time. ' Prior to opening ths public hearing Mayor. Roegner asked Frank Currie to brief the Council on the proposed Local Improvement District. Frank Currie said over fifty percent of the property owners within the proposed local improvement district have signed petitions to form LID 344 to reconstruct Main Street from Auburn Avenue to Aubum Way. Registered letters were sent to the property owners within the area of the proposed LID explaining the intent of the city, and that no remonstrances have been received. Mr. Currie stated the construction will begin in June and will be complete by August 1, 1991. There will be no construction during the month of August. Mayor Roegner opened the public hearing. 1. Jack Rucinskv.- 10625 Marine View Dr. S.W., Seattle, WA 98146 Jack Rucinsky is the property owner where Nelsons Jewelry is located. Mr. Rucinsky questioned why tliis project is not being funded by a GO Bond, and why the assessments were figured by lineal foot and not by square foot. He felt determining assessments by square footage is more equitable. 2. Virginia Haugen - 2503 R St. S.E., Auburn, WA Virginia Haugen felt the city should be fixing Auburn Way North instead of two blocks on Main Street. She stated future development: of larger businesses in Auburn will discourage shopping downtown. 3. Wavne Heisserman - 20 B Street N.E:, Auburn, WA Wayne Heisserman stated many hours have been spent working with the city over the years to upgrade downtown Aubum. He said the proposed project is a combination of a larger project where everyone has to do their share. Mr. Heisserman supports the extra cost in the improvements in order to make downtown Aubum pedestrian orientated. 4. William Morchin - 1345 Main Street, Auburn, WA William Morchin supports the improvements to Main Street in order to provide safe sidewalks. PAGE 3 CITY OF AUBURN COUNCIL MEETING May 6, 1991 5. Dave Comstock - 257 East Main Street, Auburn, WA Dave Comstock offered his support of the proposed impmvements to downtown by stating it will eventually become the hub of Auburn even with anticipated business growth. Motion by Councilmember Burns, second by Councilmember Brothers to close the public hearing. MOTION CARRIED UNANIMOUSLY. 5-0. Frank Cunie responded to questions raised during the public heazing. In res"ponse to the question regarding why GO Bonds are not being issued for the proposed project, he stated public money is paying for over 6096 of the project, and 4096 will be assessed against the property owners within the proposed area of LID 344.. Frank Currie said a portion of the construction costs will be paid by the Water Fund, Storm Drainage Fund, and the Arterial Street Fund. Regarding the question of why the assessments are measured by lineal feet opposed to square feet, Mr. Cunie stated it is typical to measure properfy by lineal feet when estimating a portion of the costs of the improvement. , Councilmember Whittall asked Mr. and Mrs. Cavanaugh how they felt about the proposed local improvement district. Answering from the Council floor, Mrs. Cavanaugh stated they would have liked the improvement to have been extended to their property. Frank Currie said the improvement is being constructed at this time based on need, and the Downtown Plan features . improvements to other areas on Main Street. " Mayor Roegner requested Council action on VII.A.3: Please refer to that section of these minutes for Council action on Ordiaance No. 4499. B. Audience Particioation - None. C. Corresnondence Mayor Roegner noted the following correspondence. 1. Transmits an Appeal of Hearing Examiner's Decision filed on May 1, . 1991 by Robert C: Kline, Jr. on behalf of the Auburn Residents Association in regard to Applicadon Nos. HAP0001-91 (SEP0029-89R). COUNCIL COMMITTEE REPORTS A3.7.6 A. Munieinal SerVices Chairman Whittall reported the Municipal Seryices Committee met April 23, 1991 and May 2, 1991 to discuss the solid waste ordinance. Chairman Whittall was pleased to announce that Captain Sherman has been selected to attend the FBI Academy in Quantico, Virginia. The next meeting of the Municipal Services Committee will be May 13, 1991 at 5:30 p.m. in Conference Room #1. B. Planning & Communitv Develooment Chairman Burns r.eported the Planning & Community Development Committee met on April 22, 1991 and the minutes are of public record. Chairman Burns requested support of items . considered at the last meeting that appeaz on 'tonight's agenda. The next meedng of the Planning & - Community Development Committee is scheduled for May 13, 1991 at 7:30 p.m, _ C. Public Works Vice-Chairman Burns reported the Public Works Committee met prior to the Council meeting at 5:30 p.m. He requested support of items discussed. The next meeting of the Public Works Committee is scheduled for, May 20, 1991 at 5:30 p.m. D. Finance Chairman Brothers reported the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss claims and payroll, out-of-state travel policy discussion, and an interfund loan. Motion by Councilmember Burns, second by Councilmember Brothers to adopt Resolution No. 2165. MOTION CARRIED UNANIMOUSLY. 5-0. 2. Resolution No. 2187 04 ' A Resolution of the. City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement for professional services between the City of Auburn and Gelco Services, Inc. to provide labor and equipment to perform television inspection services relating to new pipelines located at various locations. Mofion by Council_member Burns, second by Councilmember Wagner to adopt Resolution No. 2187. MOTION CARRIED LTNANIMOUSLY. .5-0. 3. Resolution No. 2196 05.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute a concessionaire agreement between the City and the Kiwanis Club of Aubum for concession operation at the Brannan Park ball fields. Resoludon No. 2199 04.7.5 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute Addendum II to Solid - Waste Collecdon Agreement between the City of Aubum and R.S.T. Disposal Company, Inc. Motion by Councilmember Whittall to adopt Resolution No. 2199 which includes a change on page thirteen under "Contractor - Hours of Operadon" to read.
