I. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p:m. in the City of Auburn Council Chambers.
A. Flas Salute
Mayor Roegner led those in attendance in the pledge of allegiance.

Those in attendance `included Mayor Bob Roegner and Councilmembers
Whittall, Wagner, Larson, Barber, Brothers; and Kurle. Councilmember
Burns was excused. Staff inembers in attendance included Fire Chief Bob
Johnson, Parks & Recreation Director Len Chapman, Personnel Director
Gretel Sloan, Police Chief Jake Evans, Police Lieutenant Marion Dukes,
Finance Director Pat Dugan, Public Works Director Frank Currie, Planning
Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk
- Robin Wohlhueter.

Mayor Roegner noted the modification appears under VII.B.I which
transmits a final Interlocal Agreement between the City of Auburn and the
City of Kent as provided for in Resolution No. 2214.
` H. CITIZEN. INPLJT. PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
1. Annlication No. ANX0001-91 `

A petition to annex to the City of Aubum a parcel of land
approximately 23;535 sguare feet in size, lying adjacent to the existing
Aubum city limits and more commonly known as 3108 A Street S.E.
Mayor Roegner opened the public hearing, and requested comments
from the audience.
No one spoke for or against the annexation.

Motion by -Councilmember Larson to close the public hearing.
Councilmember Brothers seconded the motion.
MOTION CARRIED. UNANIMOUSLY.
Motion by Councilmember Kurle, second by Councilmember Brothers
to approve ttie annexation, to instruct ttie Planning Department to
prepare the Notice of Intention and forward that to the Boundary
Review Board, and to instruct the City Attorney to prepare a
resolution indicating. the City's approval.
MOTION CARRIED UNANIMOUSLY. 6-0.
2. Anplication No. REZ0001-91
03.8 REZ0001-91
The request of Fred Sanchez. and A1 Mazzeo to rezone from King
County S-R (Heavy Commercial) to C-3 (Heavy Commercial) on
property located at 3108 "A" Street S.E.
- Mayor Roegner opened the public hearing.
Andv Rvkels - 28301 183rd Avenue S.E., Kent, WA
Andy Rykels, Rykels Engineering Group, Inc., represents the applicant
on the rezone application. In reviewing the application with city staff,
Mr. Rykels requested Council approve the application as recommended.
Motion by Councilmember :Kurle, second. by Council Brothers to. close ,
the public hearing.
MOTION CARRIED UNANIMOUSLY: 6-0.
Motion by Councilmember Kurle, second by Councilmember Brothers
to approve the rezone based upon the Hearing Examiner's Findings of
Fact and Conclusions and to instruct the City Attorney to prepare the
necessary ordinance.
` MOTION CARRIED UNANIMOUSLY. 6-0.
B. Audience Participation
Mayor Roegner encouraged those citizens wishing to comment upon items
appearing in tonight's agenda, or to update the Council on anything
occurring within the community.
Tom Francke - 325 Park Avenue, Auburn, WA 98002
Tom Francke stated he is coordinating the block watch program for his
neighborhood. Mr. Francke submitted photos of the City Park and Park
Avenue. Mr. Francke is concerned with the lighting at City Park, the Park
Avenue Apartment Building, and abandoned vehicles, pazked in front of a
neighboring resident. He indicated the abandoned vehicles are owned by
Auburn Taxi.

Mayor Roegner recominend.ed Mr. Francke discuss his concerns with Len
Chapman and Police Chief Evans.
C. Corresnondence
Mayor Roegner noted the letter dated June 17, 1991 from the John
Siegmund family complimenting the City of Auburn on the Centennial
celebration and Kids Day.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municinal Services
Chairman Whittall reported that the Municipal Services Committee has not
met since the last Council meeting. The next meeting of the Municipal
Services Committee is scheduled for July 29, 1991 at 4:30 p.m.
B. Plannine & Communitv Develonment
Vice-Chairman Kurle reported that the Planning & Community Development
Committee met on June 25, 1991 and the minutes are of public record. The
next. meeting of the Planning & Community Development Committee is
scheduled for 7uly 8, 1991.
C. Public Works
Chairman Kurle reported that the Public Works Committee met prior to the
Council meeting at 5:30 p:m. Items discussed at this meeting were
Resolution No. 2214, permission to advertise on a contract, and a final pay
estimate as they appear on tonight's agenda. The next meeting of. the Public
Works Committee is scheduled for July 15, 1991 at 5:30 p.m.
D. Finance
Chairman Brothers reported that the Finance Committee met prior to 'the
Council meeting this evening at 7:00 p.m. to discuss the 1992 budget
schedule, and claims and payroll as presented. The next meeting of the
Finance Committee is scheduled for Monday, July 15; 1991 at 7:00 p.m.

City Attorney Stephen Shelton read the titles to each resolution out loud.

04.9.1 Street Improvement No. 281
A Resolution of the City Council of the City of Auburn, Washington,
' authorizing the Mayor and City Clerk to enter into an interlocal
agreement between tlie City of Auburn and the City of Kent for the
construction of an Auburn/Kent System Interconnect related to
Auburn Street Improvement No. 281, Contract No. 91-01.
Motion by Councilmember Kurle to adopt Resolution No. 2214 with a
modification on page two of four of the Interlocal Agreement, Article
II, paragraph 6, delete the and insert "at a factor of." Second by
Councilmember Wagner.
MOTION CARRIED UNANIMOUSLY. 6-0.

authorizing the Mayor, to execute a Memorandum of Understanding
between King County Retired Volunfeer Program and the City of

Senior Center.
Motion by Councilmember Kurle, second by Councilmember Brothers -
to adopt Resolution No. 2222.

A Resolution of the City Council of the City of Aubum, Washington,
authorizing the Mayor and City clerk to execute an agreement for
consulting services between the City of Auburn and Jones & Stokes
Associates, Inc. for work related to the designation of geologically
hazardous areas as required by the Growth 'Management Act.
Motion by Councilmember Kurle, second by Councilmember Brothers
to adopt Resolution No. 2223. .

4. Resolution No. 2224

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a service agreement
between the City of Auburn and Applied Geotec}inology, Inc: for
work related to the designation of geologically hazardous areas as

Motion by Councilmember Kurle, second by Councilmember Brothers

4th of Julv Celebration
Mayor Roegner reminded the Council of the annuaT 4th of July celebration
at Les Gove Park.
