CITY COUNCIL MEETING MINUTES TEN August 5, 1991 7:30 p.m. I. CALL TO OHtDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in t}te City of Auburn Council Chambers. A. Flaa Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. R l01 Call Those in attendance included Mayor Bob Roegner arid Councilmembers Wagner, Burns, Larson, Barber, Brothers, and Kurle. Councilmember Whittall was excused. Staff inembers in attendance included Fire Chief Bob Johnson, Parks & Recreadon Director Len Chapman, Police Chief Jake Evans, Police Captain Bill Pitzl, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Library Director Mary Stanton. C. Announcements and Annointments - 1. Announcements Annual Softball Game - A1.2 Mayor Roegner invited Councilmembers, staff and Park Board members to participate in the annual softball game on Monday, August ' 12 at 11:00 a.m. The softball game will be held at the Auburn Game Farm Park ballfield #2. A luncheon will served after the game. Main Street Ribbon Cutting Ceremonv 04.9.1, 1714.9 LID344 Mayor Roegner presented framed photographed pictures of the new reconstructed Main Street as it appeared prior to the opening ceremony on August 5, 1991 to those'Councilmembers in attendance at the ceremony. A formal dedication of Main Street will be held in late October once the project is fully completed. 2. Annointments - None. D. Aunda Modifications - None. A3.6.6 II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE CITY OF AUBURN COUNCIL MEETING August 5, 1991 A. Public Hearings - None. B. Audience Particination A3.10.9, F2.2.11, A3.6.4.1 Bill Morchin - 1345 East Main Street Bill Morchin, resident and business owner, opposed the expansion of the existing Library and Senior Center, and developnment of a communiry center as proposed by Ordinance No. 4507 and Ordinance No. 4508 before the Council this evening. He argued that fifty percent of the resident property owners want to keep Les Gove Park the way it is, higher maintenance costs in maintaining the community 'center than what is anticipated, and the Library should be moved to a convenient location. Mr. Morchin believes aiguments advocating voters approval and rejection of the propositions should be included in city advertising. He urged the Council to discuss this issue and consider their vote appropriately. Virsinia Hauaen - 2503 R St SE, Auburn, WA Virginia Haugen addressed the Council witli concerns heard from citizens in the community with regard to improvements at Les Gove Park. She stated the property owners do not want to pay extra taxes for a community center, and there is a concern of the kind of activity the center will draw. Mrs. Haugen said more money should be spent in support of programs for children. Mrs. Haugen's discussion centered around various street improvement programs. Mrs. Haugen indicated'that she supported the expansion of the Library and Senior Center and could support the Community Center if she were sure that there would be programs for kids. C. Conesnondence - None. III. COUNCIL COMMIT°I'EE REPORTS A3.7.6 A. Municinal Services Vice-Chairman Wagner reported that the Municipal Services Committee met on July 29, 1991 and the minutes are of public record. The next meeting of the Municipal Services Committee is scheduled for August 12, 1991 at 4:30 p.m. B. Planning & Communitv Develooment Chairman Burns reported the Planning & Community Development Committee met on July 22, 1991 and the minutes are of public record. The , next meeting of the Planning & Community Development Committee is scheduled for August 12, 1991. C. Public Works Chairman Kurle reported the Public Works Committee met prior to the Council meeting at 5:30 p.m. Items discussed at this meeting included four PAGE 2 CITY OF AUBURN COUNCIL MEETING August 5, 1991 resolutions, several contract administration items, and a discussion of Mill Pond and its relationship to the Lakeland Hills Comprehensive Plan. The next meeting of the Public Works Committee is scheduled for August 19, 1991 at 5:30 p.m. D. Finance Chairman Brothers reported that the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss claims and payroll as presented, and the 1992 budget cycle. The next meeting of the Finance Committee is scheduled for Monday, August 19, 1991 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes A3.7.1 1. Minutes of the July 15, 1991 regular Council meeting. . VII. ORDINANCES AND RESOLUTIONS A. Ordinances City Attorney Stephen Shelton read the titles to each ordinance. PAGE 4 CITY OF ALTBURN COUNCIL MEETING August 5, 1991 1. Ordinance No. 4507 A3.14.9, F2.2.11 An Ordinance of the City Council of the City of Auburn, Washington, relating to the Les Gove Park site, providing for the redevelopment, expansion and equipping of existing Library and Senior Center and making other capital improvements; declaring the estimated cost thereof as nearly as may be; providing for the borrowing of a total of $5,500,000, and selling General Obligation Bonds to be payable by annual property tax levies to be made in excess of regular property tax levies; and providing for the submission of the proposition and incurring such indebtedness, issuing such bonds and levying such exces§ taxes to the qualified voters of the city at a Special Election to be held therein on November 5, 1991, in conjunction with the State General Election to held on the same date. Motion by Councilmember Burns, second by Councilmember Brothers to introduce and adopt Ordinance No. 4507. Under discussion Councilmember Kurle briefly summarized the reasons why the Library Senior Center expan§ion and the Centennial Center are separated into two bond issues. He said the option to use what we have and blend the nature of the community center into the park is the most economical approach. He stated by separating the expansion of the Library & Senior Center as one bond issue, and community center as another bond issue will enable voters to separately evaluate the needs of the community. Prior to voting on motion other Councilmembers voiced their opinion in support of the expansion of the Library and Senior Center and the development of a new community center at Les Gove Park. MOTION CARRIED IJNANIMOUSLY. 6=0. 2. Ordinance No. 4508 A3.10.9, F2.2.11 An Ordinance of the City Council of the City of Auburn, Washington, relating to the Les Gove Park site, providing for the construction and equipping of a new community center, and making other capital improvement; declaring the estimated cost thereof as nearly as may be; providing for the borrowing of a total of $3,600,000 and selling General Obligation Bonds to be payable by annual property tax levies to be made in excess of regular property tax levies; and providing for the submission of the proposition and incurring such indebtedness, issuing such bonds and levying such excess taxes to the qualified voters of the city at a Special Election to be held therein on November 5, 1991, in conjunction with the State General Election to be held on the same date. Ordinance No. 4509 A5.3.20, A3.4.1 An Ordinance of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an amendment to the Interlocal Agreement for Regional Planning of the Central Puget Sound Area, previously executed pursuant to Ordinance No. 4494, regarding membership representation on the Puget Sound Regional Council. Motion by Councilmember Burns, second by Councilmember Brothers " to introduce and adopt Ordinance No. Ordinance No. 4509. MOTION CARRIED UNANIMOUSLY. 6-0. B. Resolutions City Attorney Stephen Shelton read the titles to each resolution. 1. Resolution No. 2227 04.9.1 Street Improvement No. 281 04.5.1.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute. Pipeline Permit No. PX91-16029 between Burlington Northern Railroad and the City of Auburn for Street Improvement No. 281 relating to the South 277th Street project. Motion by Councilmember Kurle, second by Councilmember Wagner to introduce anci adopt Resolution No. 2227. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Resolution No. 2228 04.4.9.1.2 A Resolution of the City Council of the.City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a fuel discount agreement with Auburn Flight Service, Inc., extending and continuing an existing agreement from August 2, 1991 to August 2, 1993. Motion by Councilmember Kurle, second by Councilmember Wagner to introduce and adopt Resolution No. 2228. MOTION CARRIED UNANIMOUSLY. 6-0. 3. Resolution Na 2229 04.9.3 ` A Resolution of the City Council of the City of Auburn, Washington, - fixing a time for a.public hearing on the 1992-1997 Six Year Street Program. Motion by Councilmember Kurle, second by Gouncilmember Wagner to introduce and adopt Resolution No. 2230. MOTION CARRIED UNANIMOUSLY. 6-0. VIII. MAYOR'S REPORT A. Executive Session - None. IX.
