CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7;30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Barber, Brothers; and Kurle. Staff members in aftendance included Fire Chief Bob Johnson, Parks Recreation Director Len Chapman, Police Chief Jake Evans, Police Lieutenant Mark Wentworth, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. C. Announcements and Annointments 1. Announcements Tacoma Tigers Centennial Celebration A1.2 In conjunction with Auburn Centennial year, Mayor Roegner and some of the Councilmembers and Centennial Commissioners attended the Tigers Baseball game in Tacoma on Saturday night. Mayor Roegner was invited to throw the first ball to the pitcher to begin the game. As a remembrance of the city's Centennial year, the baseball will be signed by the officials of the City and the Centennial Commission and placed in the White River Historical Museum. 2. Agenda ModiFications A3.6.6 Agenda modification include removal of Consent Agenda Items IV.D.3 for later consideration, and adding Consent Agenda Items IV.D.6 and IV.D.7 requesting permission to advettise on Street Improvement No. 298 and North Fire Station Roof Repair. Audience Particination A3.10,9, F2.2.11, A3.6.4.1 Virp,inia Haugen - 2503 R St SE, Auburn, WA : Virginia Haugen addressed the Council with issues of the Community Center, Senior Center and Library, and street and traffic concerns. Donald Coleman - PO Box 300, Renton, WA 03.11.2 KCSARC Donald Coleman, a member of the Board of Trustees from King County Sexual Assault & Resource Center, extended thanks to the Mayor and Council for their support of funding on behalf of those residents who have been provided counseling services to rape and other sexual assault victims and their families. He said this year King County Sexual Assault & Resource Center has provided 128 Auburn residents counseling services. C. Corresnondence - None. III. COUNCIL COMMITTEE REPORTS A3.7.6 , A. Municinal Services _ Chairman Whittall reported that the Municipal Services Committee has not met since the last Council meeting. The next meeting of the Municipal Services Committee is scheduled for August 26, 1991 at 4:30 p.m: in - Conference Room #1 located on the main floor of Auburn City Hall. B. Plannina & Communitv Develonment Chairman Burns reported the Planning & Community Development Committee met on August 12, 1991 and the minutes are of public record. Chairman Burns requested Council support those items appearing on the agenda tonight. The next meeting of the Planning & Community Development Committee is scheduled for August 26, 1991. C. Public Works Chairman Kurle reported the Public Works Committee met prior to the Council 'meeting at 5:30 p.m. He recommended Consent Agenda Item IV.D.3 be reviewed at a later date. The next meeting of the Public Works Committee is scheduled for September 3, 1991 at 5:30 p.m. D. Finance Chairman Brothers reported that the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss mid-year budget adjustments under Ordinance No. 4510, and claims and payroll as presented. The next meeting of the Finance Committee is scheduled for Tuesday, September 3, 1991 at 6:30 p.m. IV. CONSENT AGENDA A. Minutes l. Minutes of the August 5, 1991 regular Council meeting. B. Call for Public Hearing 1. Comt)rehensive Plan Amendment 03.43, 03.4.1.12 City Council to call for public hearing to be held on September 3, 1991 on the proposed "Ur6an Growth and City Expansion" element of the Auburn Comprehensive Plan. Motion by Councilmember Larson to approve Consent Agenda Items IV.A , through F.1 including agenda modification deleting item IV.D3, and adding items IV.D.S & 7. Secbnd by Councilmember Kurle. Ordinance No. 4510 F4.24 91 Inside Leyy, F3.5 Amendments An Ordinance of the City Council of the City of Auburn, Washington, authorizing the Mayor to accept Schedule "A" which relates to the City of Auburn 199.1 Budget Reallocation of Funds in. various accounts in several funds pursuant to RCW 35A.33.120. Motion by Councilmember Brothers, second by Councilmember Whittall to introduce and adopt Ordinance No. 4510. MOTION CARRIED UNANIMOUSLY. 7-0. B. Resolutions City Attorney Stephen Shelton read the titles to each resolution. 1. Resolution No. 2226 A3.12.5 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract for public defense services between the City and Tucker & Stein, P.S. Motion by Councilmember Wagner, second by Councilmember Barber to introduce and aclopt Resolution No. 2226. MOTION CARRIED UNANIMOUSLY. 7-0. PAGE 5 . . MAYOR'S REPORT Good OI' Davs Mayor Roegner reminded the Council of the Good Ol' Days annual community event beginning August 23rd through .August 25th in downtown Auburn. A. Executive Session - None.
