CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Barber, Brothers, and Kurle. Staff members in attendance included Fire Chief Bob Johnson, Parks & Recreation Director Len Chapman, Police Captain Bill Pitzl, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City Clerk Robin Wohlhueter. Other staff in attendance included Library Director Mary Stanton. C. Announcements and Aonointments 1. Announcements a. Proclamation A1.8 Presentation of a proclamation of the Honorable Bob Roegner, Mayor of the City of Auburn, Washington, proclaiming September 8, 1991 as "National Literacy Day". Mayor Roegner read the proclamation proclaiming September 8, 1991 as Literacy Day in the City of Auburn and urged all citizens to join in recognizing the work of those who volunteer their time for this organization. Mayor Roegner recognized members of the Valley Literacy Council-South; President Pat Wilson; Vice- President Sandy Moon; Secretary Linda Wilson; Treasurer Virginia Trudeau; and 1Vlarge Stevens, Liaison for Valley Literacy Council- South and Auburn Public Library. Prior to accepting the proclamation, Marge Stevens thanked Mayor Roegner and the Auburn City Council for their support of the Auburn Public Library in the adult literacy program. Accepting the proclamation included Marge Stevens and Pat Wilson. . ; CITY OF AUBURN COUNCIL MEETING September 3, 1991 b. Fire District 44 Commissioner - - - After the public hearings Mayor Roegner recognized and acknowledged Fire District 44 Commissioner Ron Cauldon, in the audience this evening. 2. Annointments - None. D. Apenda Modifications - None. A3.6.6 II. CITIZEN INPUT. PUBLIC HEARINGS CORRESPONDENCE A. Public Hearings 1. 1992-1997 Six Year Street Plan 04.9.3 The Auburn City Council to adopt the 1992-1997 City of Auburn Six Year Streef Plan. All persons interested may be heard at this time to voice an opinion prior to the City Council making a determination regarding the 5iz Year Street Plan. Mayor Roegner opened the public hearing. No one spoke for or against or commented upon the 1992-1997 Six Year Street Plan. Motion by Councilmember Kurle, second by Councilmember Burns to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Annlication No. COM0001-91 03.4.3, 03.4.1:12 The Auburn City Council requests citizen comment with regard to the adoption of the proposed Urban Growth and City Expansion policies as an element of the Comprehensive Plan to expand and replace Section 10 "City Expansion" of the 1986 Comprehensive Plan. Prior to opening the public hearing Mayor Roegner requested Planning Director Steve Lancaster update the Council with regard to the proposed Urban Growth and City Expansion policies for inclusion as an element of the 1986 Comprehensive Plan., Steve Lancaster explained the Growth Management Act and the City of Auburn 1986 Comprehensive Plan recognize that Aubur.n citizens have a direct interest in how the area surrounding the city is developed. He said the plan before the Council this evening is intended to meet planning needs and will assist in our ability to influence and serve development outside the city limits. PAGE 2 . CITY OF AUBURN COUNCIL MEETING September 3, 1991 Directing attention to Auburn Comprehensive Plan Preliminary Map F, Mr. Lancaster pointed out proposed Urban Growth Areas; Areas subject to Urban Growth area designation as proposed under King County Ordinance 9751 and proposed Impact Areas. The proposed , plan element would give the city a direct means of influence when a development occurs in the area surrounding Auburn, and a stronger ability to manage the impacts of a development on the city and its residents. He stated development conditions would set standards with regard urban services and also would assist in future annexations even though basic annexation rules will remain the same. The policy will help safeguard against annexation of poorly developed areas. Mr. Lancaster concluded his comments by stating the proposed policies promote coordination between the planning that is done for those services and utilities outside the city limits, and land use and development requirements. He further stated the plan promotes financial equiCy and fairness among those people and those properties that benefit from city utilities and services. Mayor Roegner opened the public hearing. Georse Malesis - 5005 South 368th, Auburn, WA Mr. Malesis is a member of the Eastside Residents Association. Mr. Malesis asked if the proposed area designations of the plan extend to the Pierce County line or does it stop at SR 18. Steve Lancaster responded that the map is the same as the original public hearing held before the Planning Commission. Pointing to the west portion of the proposed plan, Mr. Malesis expressed concern with the map in that it excludes a south westerly portion of property that incorporates a number of people who have Auburn address. Mr. Malesis urged the Council to consider inclusion of the entire piece of property between I-5, Kent, Auburn, Algona, Pacific, Milton, and extending the area all the way down to the Pierce County line. Robert Zimmerman 33029 46th Place South, Auburn Robert Zimmerman, west. hill resident, urged the Council to consider including the entire west hill area in Auburn's Urban Growth Area because I-5 is a logical boundary and most, residents prefer Auburn instead of Federal Way. Bill Jov - 28183 109th Avenue S.E., Auburn, WA , Bill Joy, resident of the east hill, questioned the area the Kent City Council is considering for annexation this evening which includes a portion of the area included in Auburn's plan along the face of the east hill extending to about 284th. Mr, Joy questioned the City of Kent's reservoir site west of 124th S.E., and North of 304th which is also included in the area proposed tonight. He yuestioned Aubucn's position on the draft Soos Creek Comprehensive Plan which slates Olson Canyon as an urban separator. He wondered how this effects the 277th east west corridor of the City of Kent has been pursuing, if PAGE 3 ` CITY OF AUBURN COUNCIL MEETING September 3, 1991 it has an affect on Auburn's plan, and if the City of Auburn and Kent are coordinating annexation plans. Michael Hart - 11716 S.E. 322nd Street, Auburn, WA Michael Hart is a resident of the east hill in Auburn. Mr. Hartspoke in favor of the amendment of the Comprehensive Plan as stated and urged the CounciT to adopted the proposed policies in order to assist with organized efforts in developing surrounding areas. Motion by Councilmember Burns, second by Councilmember Brothers to close the public hearing. MOTION CARRIED UNAIVIMOUSLY. 7-0. Steve Lancaster responded to questions raised by those testifying. With xegard to questions on the Soos Creek Plan and coordination with the City of Kent, Steve stated we have coordinated this proposal with Kent, and we are obtaining further detail with regard to the annexation. The Soos Creek Plan's proposed urban rural line is , consistent with development policies of the Urban Growth and City , Expansion element. Olson Canyon area is designated by the draft Soos Creek Plan as a urban separator, and staff supports this designation and will accommodate the kinds of development patterns or non- develbpment patterns that are consistent with this designation. Mr. Lancaster mentioned staff is participating in a county wide urban growth area coordination group. Addressing the comment regarding the reservior and the 277th corridor, Mr. Lancaster noted the proposed plan does not conflict with the reservoir in Kent. The proposal plan element does not specifically address the 277th corridor questions, but does further city policy requiring development not occur unless adequate access is provided. Some of the Councilmembers questioned the boundaries of the plan and the areas adjacent to Auburn, annexation requirements, utility services currently provided, and what mechanism is used in contracting for city services in a given area outside the city limits. Discussions centered around boundaries of the proposed Urban Growth Plan and encompassing those adjacent jurisdictions. If the county does not make a decision as to which city an area is best served by, the Boundary Review Board would ultimately haye the decision whether or not to annex areas surrounding Auburn within the Urban Growth Area. Mr. Laneaster stated the City of Auburn will require a commitment to annex as a condition of providing utility services within the Urban Growth Area. The proposed policy as mandated by the 1990 Growth Management . Act provides that the city will not extend or allow for utility services beyond the Urban Growth Areas, but does not prohibit service PAGE 4 . . . , CITY OF AUBURN COUNCIL MEETING September 3, 1991 agreements between providers in neighboring areas. Steve Lancaster explained the mechanism used when a request for services is filed. Motion by Councilmember Burns, second by Councilmember. Brothers to adopt Resolution No. 2232. Municinal Services ' Chairman Whittall reported that the Municipal Services Committee met on August 26, 1991 to discuss two ordinances, surplus property, and location of the Regional Justice Center in South King County. Applications are anticipated to be filed on September 13, 1991. The next meeting of the Municipal Services Committee is scheduled for. Monday, September 9, 1991 at 4:30 p.m. in Conference Room #1 located on, the main floor of Auburn City Hall. B. Plannine & Communitv Develonment - Chairman Burns reported the Planning & Community Development Committee met on August 26, 1991 and the minutes are of public record. Chairman Burns requested Council support those items appearing on the agenda tonight. The next meeting of the Planning & Community Development Committee is scheduled for September 9, 1991. C. Public Works Chairman Kurle reported the Public Works Committee met prior to the Council meeting at 5:30 p.m. Chairman Kurle requested Resolution Na 2264 be held until the next committee meeting. The next meeting of the Public Works Committee is scheduled for September 16, 1991 at 5:30 p.m. D. Finance . Chairman Brothe`rs reported that the Finance Cgmmittee met in a special session to hear the presentation of the Finance Department's budget proposals, and various year ending fund balances. The Committee reviewed claims and payroll as presented: The next meeting of the Finance Committee is scheduled for Monday, September 16, 1991 at 7:00 p.m. IV. CONSENT AGENDA A. . Minutes 1. Ordinance No. 4512 F5.2.6, 03.4.1.16 An Ordinance of the City Council of the City of Auburn, Washington, approving an appropriation of grant funds in the amount of one thousand eight hundred seventy-two and 00/100 dollars, ($1,872), and authorizing the Mayor to accept the grant from the Washington State Department of Community Development, for an emergency management program. Motion by Councilmember Whittall, second. by Councilmember Wagner to introduce and adopt Ordinance No. 4512. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4513 A3.5.5.10 An Ordinance of the City of Auburn, Washington, adds a new section 10.36.345 to Auburn City Code Ghapter 1036 entitled "Stopping, Standing and Parking" contained in Title 10 entitled "Vehicles and Traffic", to prohibit parking at specified hours. Resolution No. 2231 04.8:1, A3.13.7.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Drainage Improvement Delay Agreement between the City and Lloyd M. Holt for property located at 120 7th Street N.W. Motion by Councilmember Kurle, second by Councilmember Burns to . adopt Resolution No. 2231. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2232 03.4.3, 03.4.1.12 A Resolution of the City Council of the City of Auburn, Washington, amending the City of Auburn Gomprehensive Plan to include an Urban Growth Element as mandated by the State of Washington Growth Management Act of 1990, and directing that this Resolution and that element of the Comprehensive Plan it amends be filed with the Auburn City Clerk and be available for public inspection. This item was passed by the Auburn City Council under II.A.2 of these minutes. 3. Resolution Na 2233 04.9.3 A Resolution of the City Council of the City of Auburn, Washington, adopting the 1992=1997 biennial revisions and extensions of the Comprehensive Street Program of the City of Auburn pursuant to Chapter 35.77 of the laws of the State of Washington.
