1. CALL TO ORDER
The regular meeting of the City of -Auburn Council was ¢alled to order by Mayor
Bob Roegner at 7:30 p.m. in the. City of Auburn Council Chambers.
A. Flap, Salute
Mayor Roegner led those. in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Wagner, Burns, Larson, Brothers, and Barber. Councilmember
Kurle was excused. Staff inembers in attendance included Fire Chief Bob
Johnson, Parks & Recreation Director Len Chapman, Police Chief Jake
Evans, Public Works Director Frank Currie, Finance Director Pat Dugan,
Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City
' Clerk Robin Wohlhueter. Other staff in attendance included Police
. Lieutenant Bob Almy and Police Officer Crouch.

Mayor Roegner reminded the Council of the two 1992 Budget
Workshops scheduled on November 25 and 26, 1991.
Auburn Hinh School Visitors

Mayor Roegner a¢knowledged Auburn High School students in the
audience this evening. The visiting students attend Mrs. Wilson's Law
& Society Class at Auburn High School and are receiving extra credit
points for attending the Council meeting this evening.
a. Citizen of the Month

This summer, after shopping for groceries, Matthew and his sister
Heidi were walking home when a female suspect grabbed Heidi's purse
and started to run: Matthew disregarded his own safety and jumped
) on the suspect as she dragged him across the parking lot. Matthew
held on long enough for the police to arrive. Chief Evans presented
Matthew Goodburn wit}i Citizen of the Month for the month of
August for his heroic efforts in assisting his sister during this incident.

b. Medal of Distinction A1.9
Chief Evans and Police Lieutenant Bob Almy presented Officer Cedric
' T. Gonter with the Auburn Police Department Medal of Distinction
honoring Officer Cedric T. Gonter for his alerrness in saving a
woman's life on June 27, 1991 as a result of an accidental gunshot
wound.
Chief Evans and Police Lieutenant Bob Almy presented the Auburn
Police Department Medal of Distinction to Officer Steven Sills and
Officer Robert Jones for their quick actions in saving a man's life on
August 27, 1991. Chief Evans accepted the award for Corrections
Officer Edward Winn as he was unable to attend the Council meeting
this evening.

B. Audience Particination
The following individual addressed the Council with regard to the
Downtown Master Design Plan.

William Morchin - 1345 East Main, Auburn, WA 98002

Mr. Morchin directed his comments to Item 23 of the Implementation
Schedule of the Downtown Master Design Plan. Mr. Morchin petitioned the
Council to modify the Implementation Schedule of the Downtown Master
Design Plan to change the parking from the South side of East Main Street
in front of what was Masseys to the north side which would result in
additional parking.
The following individual addressed the Council with regard to Contract No.
91-06 according to Water Improvement No. 167 & 188 and Sewer
Improvement No. 77 & 84.

Mr. Black stated he is a resident of Lone's First Addition to Auburn which
was developed twenty-five to thirty years ago. Mr. Black expressed_concern
of the sewer system and water improvements currently being constructed in
the Lone Addition. He said he favors the construction of the sewer and
water improvements, but he is not in favor of the process the City used to .
bring the, improvements, into the area.

Mr. Black briefly described some of the discussions residents had with city
staff during the last three years with regard to improvements to the water
system. The residents were told when the city constructed the water
improvements it would be economical at the same time to add the sanitary
sewer lines.
Mr. Black explained that recently the city distributed a notice to residents
within the construction area asking where each resident would like to have
the stub to the sewer placed on their property. Then, he said, without.
further notice, construction began and a flyer was distributed explaining the
charges that each resident would have to pay. Mr. Black objected to the
lack of notification the residents received within the construction area that
the city intended to proceed with the construction of sewer and water
improvements.
Referring to the $210.00 sewer connection charge and the ordinance giving
the city authority to charge development charges on utilities, Mr. Black
discussed mandatory fees and regulations that each resident would be
required to adhere to when they hooked up to the sewer system. He stated
some of the residents of this area are retired and are on fixed incom. es, and
the charges to hook into the sewer system will put a hardship on some of the
residents. He stated the city flyer discussed construction fees, hookup
charges, and permit fees, but did not discuss a sewer hookup charge that
each resident will have to pay to hook into M.ETRO.
Mr. Black contends that Lone's First Addition and a few surrounding streets
were established prior to the enactment of the ordinance imposing the
development charge. He felt the intent of the ordinance is for the
development of new properties, not for properties that have been in
existence for twenty-five years. Mr. Black asked the Council to consider
waiving the hook up charge.
The following individual directed the Council attention to the parking
situation surrounding Auburn Senior High School.

Amy Keeter is a student at Auburn High School. Ms. Keeter expressed
concern with regard to the parking situation surrounding Auburn Senior
High School. Ms. Keeter stated according to the Auburn High School
Administration there are one-hundred fifty parking spots for staff and four-
hundred parking spots for six-hundred student drivers. Ms. Keeter stated
the two-hour parking limit in front and behind the school contribute to the
problem. She stated students are accumulating tickets.
The following individual brought to the Council's attention various street
repair projects in the city.

Virginia Haugen expressed concern with regard to the city's street and sewer
` repair programs and how the programs are presented to the community:
Mayor Roegner referred each person who expressed concerns with regard to
city issues under Audience Participation to appropriate staff for consultation -
with the, appropriate Council Committee for their review and
recommendation.

III. COUNCIL COMMITTEE REPORTS

A. Municinal Services
~
Chairman Whittall reported that the MunicipaT Services Committee has not
met since the last Council meeting. The next meeting of the Municipal
Services Committee is scheduled for Monday, October 28, 1991 at 4:30 p.m.
in Conference Room #l located on the main floor of Auburn City Hall.
B. Planninp, & Communitv Development
Chairman Burns reported the Planning & Community Development
Committee met on October 14, 1991 to review and discuss the Auburn
Academy Plan, and asked for Council support of this item as it appears in
the agenda this evening. The next meeting of the Planning & Community
DeveTopment Committee is scheduled for Tuesday, November 12, 1991 at
7:30 p.m.
C. Public Works
Vice-Chairman Burns reported the Public Works Committee met prior to the
Council meeting this evening to discuss a Storm Drainage Mitigation
Agreement with RST Disposal, and an Engineering Gontract with Wilsey &
Ham Pacific for services at the Auburn Municipal Airport. The next regular
meeting scheduled for November 4, 1991 at 5:30 p.m.
D. Finance
Chairman Brothers reported that the Finance Committee met prior to the
Council meeting tonight to review claims and payroll. The next meeting of
' the Finance Committee is scheduled for Monday, November 4, 1991 at 7:00
p.m.

Preliminary Budget, and the second public hearing is scheduled for
Monday, December 2, 1991 on the 1992 Final Budget.
