CITY COUNCIL MEETING MINUTES

1. CALL TO ORDER
- The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flap, Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
. Whittall, Wagner, Burns, Larson, Brothers, and Barber. Couneilmember
Kurle was excused. Staff inembers in attendance included F'►re Chief Bob
Johnson, Pa.rks & Recreation Director Len Chapman, Police Captain Ray
Sherman, Public Works Director Frank Currie, Finance Director Pat Dugan,
Planning Director Steve Lancaster, City Attorney Stephen Shelton, and City
Clerk Robin Wohlhueter.
C. Announcements and Aoqointments "
1. Announcements
a. Fire Deaartment Sbecial Operations
A1.9
Mayor Roegner presented Chief Johnson and Ballion Chief
Vandver with a plaque given by the International Association of
Fire Chiefs. The award was presented to the Auburn Fire
Department Special Operations Team for special recognition for its
innovative approach in cross-training fire fighters to deal with a
wide variety of emergency situations for the year 1991.

Mayor Roegner praised Chief Johnson and Battalion Chief
Vandver for their hard work in achieving this honor. The Fire
Department Special Operations Team was seated in the back of the
Council Chambers. Mayor Roegner and the Council applauded
the Special Operations Team for this recognition.
2. Anpointments

Mayor Roegner stated there is one appointment this evening that
appears as an agenda modification under Resolution No. 2255,
appointing Auburn's first municipal court judge.

D. Akenda Modifications
A 3.6.6
Mayor Roegner announced that the agenda modifications appear under
IV.D.2, IV.D.3, and VII.B.4: IV.D.2 is a bid award on Contract No. 91-16;
IV.D.3 is a rejection of a bid on Contract No. 91-17; and VII.B.4 confirms
by Resolution No. 2255 the appointment of Duncan A. Bon jorni as the
Municipal Court Judge for the City of Au6urn Municipal Court.
Mayor Roegner requested Council action on Ordinance No. 4521, and
Resolution No. 2255. Please see VII.A.I, and V[LB.4 of these minutes for
Council action.
After council action was taken on the above referenced council agenda
modifications, Mayor Roegner introduced the City of Auburn's first
Municipal Court Judge Duncan A. Bonjorni. Mayor Roegner commented on
Mr. Bonjorni's legal background, and joined with the Council in welcoming
Duncan A. Bonjorni on staff.
II. CITIZEN INPUT: PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearinas
1. 1992 Preliminarv BudQet
F3.6, 1992 Preliminary Budget
The 1992 Prelimina.ry Budget and Budget Message are available for
public inspection and may be examined by any taxpayer. At this time,
the Mayor and Auburn City Council invite all citizens to provide the
Council with written and oral comments and to ask questions
concerning the Ci,ty of Auburn's entire proposed 1992 Budget.
Mayor Roegner opened the public hearing.
Dick Brugger - 11244 SE 322nd Street, Auburn, WA
Dick Brugger, Executive Director of Auburn Youth Resources, is
representing the Board of Directors. Mr. Brugger expressed
appreciation for contributions the city has made to AYR. He said City
contributions assist in generating funds £rom other agencies such as
county, cocporations, foundations, individuals, and federal agencies.
Don Kulman - 31608 Thomas Road S:E.; Auburn, WA
Don Kulman is a member of the Board of Trustees for K ing County
Sexual Assault Resource Center. (vlr. Kufman requested additional
funding in the 1992 budget, and exp(ained the costs associated in
providing services in Auburn. Mr. Kulman distributed a Fall, 1991
brochure to the Mayor and Council.
PeQ Mason - 4338 Auburn Way North, Auburn WA
Peg Mason, Director of Children's Home Society, submitted a letter
and expressed appreciation for Auburn's support in funding its
program in the 1992 budget.

William Morchin - 1345 East Main Si., Auburn, WA
William Morchin commented that the 1992 budget' does not indicate
any activity for the Downtown Design Plan even though it was `
specified in an ordinance.
Mr. Morchin noted the city is installing computerized controlled lights
on Main Street. He asked the Council to consider installing a
pedestrian initialized switeh for passage on Auburn Way at Main
Street.
Mr. Morchin questioned why there is an increase in the Parks and
Planning budgets and how it relates to the Community Center and
Senior Center.
Mayor Roegner advised Mr. Morchin that staff will respond to his
remarks.
Motion by Counciimember Brothers, second by Counciimember -
Whittall to close the public hearing.
MOTION CARRIED UNANIMOUSLY. 6-0.
B. Audience Particination
William Morchin - 1345 East Main St., Auburn, .WA
Based on the sense of the community, Willia.m Morchin said he. is petitioning
the Council to revise the plan for Les Gove Park to eliminate the placement of the Community Center at the park. He volunteered his time to assist the
staff in the design of a Senior Center/Library improvement and a
Community Center. .

III. COUNCIL COh1R11TTEE REPORTS

A. Municinal Services
Chairman Whittall reported that the Municipal Services Committee met on
November 12, 1991 and the minutes are of public record. He reported
discussion centered around the municipal court and judge. The next meeting
of the Municipal Services Committee is scheduled for November 25, 1991 at
4:30 p.m..in Confecence Room #1 located on the main floor of Auburn City
Hall.
B. PlanninQ & Communitv Dev.elopment
Chairman Burns reported the Planning & Community Development
Committee has not met since the last Council meeting. The next:meeting of
the Planning & Community Development Committee is scheduled for
December 9, 1991 at 7;30 p.m.

C. Public Works
Vice-Chairman Burns :repo.rted the Public Works Committee met prior to the
Gouncil meeting this evening to discuss those items appearing on tonight's
agenda. The next meeting, of the Public Works Committee is scheduled for
Monday, December 2, 18, 1991 at 5:30 p.m.
D. Finance
Chairman Brothers reported that the Finance Committee met prior to the
Council meeting tonight to review claims and payroll and an interfund loan.
The next meeting of the Finance Committee is scheduled for December 2,
1991 at 7:00 p.m.

A 1.4, A3.5.5.2
An Ordinance of the City Council of the City of Auburn, Washington,
adding a new Chaptec 2.14 to the Auburn City Code entitled "The
Municipal Court System" and thereby establishing a Municipal Court
System pursuant to the Court lmprovement. Act of 1984 which has
exclusive originai ju "risdiction over all violations of the city ordinances
and such other cases as may be prescribed by State Law; which
authorizes the appoiniment and reinoval of a Judge and Judges Pro
Tem; which provides for the court's~ authority to impose certain
sentences upon individuals found guilty; which provides for court
pleadings; practice, procedure, a court seal, and court transfers; and
establishing an effective date.
Motion by Councilmember Whittali, second by Councilmember Wagner
to introduce and adopt Ordinance No. 4521.

Industrial) zone, within the City of Auburn, Washington.
Motion by Councilmember Burns, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4527.

be filed with the Auburn City Clerk and be available for public
inspection.
Motion by Councilmember Burns, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4528.

Street Project Improvements.

A Resotution of the City Councii of the City of Auburn, Washington,
adopting and appraving Auburn Adventist Academy Plan as an
element of the Comprehensive Plan for the City of Auburn,
Washington, pursuant to the provisions of RCW Chapter 35A.63 of the
laws of the State of Washington, and designating this element as
guidelines for exercising the City's authority under SEPA, and
directing that this resolution and the element of the Comprehensive
Plan it adopts and approves be filed with the Auburn City Clerk and .
be available for public inspection.
