Re: Draft Work Plan for Comprehensive Downtown Parking Management Plan
Staff has prepared a draft work plan for the development of a comprehensive parking
management plan for the Downtown Urban Center. Staff seeks Committee feedback on the Plan
at the July 11, 2011 Committee regular meeting. To assist in the Committee's discussion, staff
requests Committee feedback on the following questions:
1. Does the draft work plan address the Committees' areas of interest for the production of the
plan?
2. Does the Committee concur with the focus area of the study being the Downtown Urban
Center district?
3. Are there any additional work tasks that the Committee believes needs to be considered?
4. Are there any other issues relating to the development of the Plan that the Committee wants
to discuss or see addressed in the plan development process?

Comprehensive Downtown Parking Management Plan
DRAFT-Work Plan
BACKGROUND:
Within the boundaries of the Downtown Urban Center district in the City of Auburn, parking options
include free public on-street parking, public off-street parking and private off-street parking. The City of
Auburn currently operates a parking permit program that provides off-street parking opportunities and
long-term daily parking for Auburn residents and businesses. In addition, free off-street parking on City
owned properties is made available in the evenings and on weekends.
The City of Auburn is interested in creating a comprehensive parking management plan to address
existing and future parking needs in the Downtown Urban Center for businesses, shoppers, residents,
and visitors. There are existing regulations and policies pertaining to parking provided by the City in the
Downtown Urban Center. In addition, the City regulates the use and development of property to
provide private off-street parking for new or existing development. However, the City does not currently
have a comprehensive parking management strategy that will provide the City Council, businesses,
residents, and staff with clear goals, expectations, and approaches for parking in the Downtown Urban
Center.
WORK PIAN PURPOSE:
Develop a substantive plan for short-term and long-term parking management issues in the Downtown
Urban Center. Key purposes of this effort are:
• Conducts supply/demand analysis of thecurrent parking supply;
• Conduct specific and general public outreach to gather information, issues, and perspectives from
businesses, business organizations (e.g. The Auburn Downtown Association, Auburn Area Chamber of Commerce), users, and other interested parties;
• Evaluate future parking conditions inclusive of potential parking needs for downtown
redevelopment efforts;
• Analyze financing options for public parking, public-private parking, and other parking scenarios;
• Identify and evaluate appropriate parking management strategies for public parking facilities; and,
• Present short-term and long-term parking management strategies for use by the Mayor's Office, City
Council, staff, and affected parties.
OVERALL TIMEFRAME:
August 2011 to September 2012

SCOPE OF WORK PLAN:
TASK 1: SUPPLY~DEMAND ANALYSIS
Planning and Development staff with assistance from Public Works, Police, Facilities, and other City
departments as needed will gather data on current public/private off-street and public on-street parking
supply in the Downtown Urban Center. Staff will analyze the overall parking supply, the effective parking
supply (i.e. the supply of parking that is not limited or otherwise constricted so as to be wholly or
significantly unavailable), weekday parking demand, weekend parking demand, and overall parking
adequacy. In addition, staff will conduct a random sampling of license plates to identify out of area
visitor mix.
Deliverable(s):
• Technical memorandum that summarizes findings;
• Review of findings with Planning and Community Development Committee, and other City Council
committees as directed; and,
~ Refinement ofsupply/demand analysis in response to Council comments.

• August 2011 to October 2011
TASK 2: PUBLIC OUTREACH
Planning and Development staff will use amulti-pronged approach to gather ideas, issues, and concerns
from businesses, organizations, residents, and interested parties. These approaches include:
1. Stakeholder Interviews: In coordination with the Mayor's Office, staff will identify a set number of
key stakeholders to directly interview on downtown parking issues.
2. Specific Survey: Staff will prepare and distribute a survey to property owners and businesses within the Downtown Urban Center to gather their input on downtown parking issues.
3. General Survey: Using an on-line tool, residents will be offered the opportunity to respond to a
survey to provide input on downtown parking.
4. Public Open Houses: Staff will conduct a minimum of two public open houses to present
information and gather input on downtown parking issues. It is anticipated that the first public open
house would occur at the beginning of the planning process to gain early information and ideas. The
second public open house is expected to occur towards the end of the planning process and will
provide an opportunity to receive feedback on key findings and short-term and long-term strategies.

TASK 3: PUBLIC PARKING METHODS & FINANCING OPTIONS
This task will evaluate the options for the continued provision of public parking by the City in the
Downtown Urban Center inclusive of examples of alternate approaches by other communities and
financing methods and approaches for any future consideration of public parking or public/private
parking for downtown redevelopment efforts. Staff will analyze permit parking revenue models and
financing methods for potential future public parking to support development including but not limited
to public vs, private financing, conventional debt financing, general obligation bonds, revenue bonds,
and alternative financing strategies (e.g. payment in lieu).

• Review of findings with Planning and Community Development Committee, and other City Council
committees as directed; and,
• Refinement of public parking methods and financing options in response to Council comments.

• February 2012 to May 2012
TASK 4: SHORT-TERM AND LONG-TERM STRATEGIES FOR PARKING IN DOWNTOWN URBAN CENTER
Staff will identify and develop short-term and long-term strategies for parking management in the
Downtown Urban Center. Short-term strategies are intended to address known issues or concerns the
City is already aware of or that it becomes aware of through the plan development process - e.g.
improved parking way finding signage or restriping or re-signage of existing parking. Long-term
strategies will include but are not limited to new program approaches, existing program modifications,
communication enhancements, and public education methods.

committees as directed; and,
• Refinement ofshort-term and long-term strategies in response to Council comments.

TASK 5: PLAN FINALIZATION AND COUNCIL REVIEW
Based on the deliverables of the preceding four tasks, staff will prepare the overall comprehensive
parking management plan and present to the Planning and Community Development Committee and
other Council committees, as appropriate for review and comment. Based on feedback, staff will refine
the Plan and deliver it to City Council for resolution adoption consideration.
Deliverable(s):
• Draft Comprehensive Downtown Parking Management Plan;
• Review of Plan with Planning and Community Development Committee, and other City Council
committees as directed;
• Refinement of Plan in response to Council comments; and,
• Resolution adoption of Plan by City Council.
