PLANNING COMMISSION

MINUTES
I. CALL TO ORDER
Chair Judi Roland called the meeting to order at 7:00 p.m. in the Council Chambers
located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA.
Commission Members present were: Chair Judi Roland, Vice Chair Kevin Chapman,
Ron Copple, Joan Mason, and Wayne Osborne. Commission Members excused were:
Bob Baggett, Michael Hamilton and Dave Peace.
Staff present included: Planning Manager Elizabeth Chamberlain, Senior Planner Hillary
Taylor, Principal Planner Jeff Dixon, and Planning and Development Secretary Tina
Kriss.
No audience members were present.
II. APPROVAL OF MINUTES
Commissioner Copple moved and Commissioner Osborne seconded to approve the
minutes from the June 2011 meeting as submitted.
MOTION CARRIED UNANIMOUSLY 5-0
III. PUBLIC COMMENT
There were no members of the public present.
IV. PLANNING DEPARTMENT REPORT
Planning Manager Elizabeth Chamberlain informed the Commission the City received a
new project called Auburn Market Place on the Loews/Applebee's site; a two story
proposed office building. The Walmart settlement agreement is finished.
The Promenade project is under construction. The project bid was lower than estimated
leaving a positive fund balance. The City would like to replace lighting on Main Street in need of repair (continuing the PlazalPromenade lighting}; provide a public art public;
update the north side of City Hall, and add street furniture with the same theme as the
Plaza & Promenade through other areas of Downtown.
V. PUBLIC HEARINGS
A. Proposed Code Amendment to Allow Keeping Urban Farm Animals
Senior Planner Hillary Taylor reviewed the proposed code amendments to allow
keeping urban farm animals. On June 2011 staff reviewed this code amendment
with Commission; Commission provided feedback and comments at that time. Ms.
Taylor reviewed the draft amendment which included those changes. Ms. Taylor stated she will be including turkeys in the proposed ordinance language.
Committee provided the following feedback:

• Commission was comfortable with the allowable maximum number of animals permitted per the calculations for property/lot size and did not add any additional
caps.
• Commission was supportive of proposed standards and language of the Lea Hill
and West Hill overlay.
• Commission would like to insert the word ~ to read "and if weighing less than
10 pounds ~ non-venomous reptiles and amphibians" under 18.31.211 Table
of Allowed districts, Page 3 of 12, Type of Animal.
• Commission and staff discussed 18.31.211 Table of Allowed districts, Page 3 of
12, under Type of Animal (Large size animals). Commissioner Osborne noted
the 21,780 sq ft provided for 1 animal for an additional half acre rather than an
acre. Ms. Taylor suggested, upon recommendation of the Commission, to
include 1 acre verses 21,780 sq. ft. in the motion. This change was not requested in the motion.
• Commission suggested formatting item F. page 5 of 12 as a title consistent with
item E.
• Commission would like item A., page 8; item B. page 9; item C. page 10, and
item D. page 11 highlighted to show category uses.
• Commission and staff discussed the discrepancy of uses for the R-1 Zone;
keeping of livestock is permitted (page 10) and pasturing and grazing is not a
permitted use under R-1. Principal Planner Dixon pointed out this was an error
introduced with the code update. Ms. Taylor stated Commission could make a
recommendation under the motion for these changes; Commission did not ask
for this change during the motion.
Answering the question from Commissioners, if certain types and sizes of animals must
be fenced, Ms. Taylor stated the animals must be licensed and compliant with King
County's procedures for licensing and keeping of animals; although cats and dogs do
not need to be fenced they do need to be under control. Commissioner Osborn noted
the City of Renton's language stated animals need to be in a fenced or in a confined
area.
Commissioners also stated the health, safety, noise, and food storage language was
included in the City of Renton's ordinance language but not in our amendment. Ms.
Taylor stated the provisions can be included in the language yet owners may feel their rights are restricted. If the Committee is concerned language can be added to the
proposed ordinance. Mr. Osborne stated if a neighbor's dog creates a problem for the
neighbors chickens confinement may be an issue. Ms. Chamberlain pointed out
nuisance sections of the code address noise, odor, and other language addressing
these concerns. If the Commission sees the need to be more specific about an
enclosure for urban farm animals Commission could add the specific language as part of
the recommendation and staff would craft code language before taking back to City
Council.
Chair Roland stated if property owners extend funds for the animal and feeds it they are
generally protective of their animals. Answering the question, who would enforce animal size and limitations from Chair Roland, Ms. Taylor stated code enforcement from the
City of Auburn would field these specific concerns.

Commissioner Mason is concerned about not confining larger animals: pot belly pigs,
miniature goats, and chickens. Vice-Chair Chapman and Chair Roland stated nuisance issues should be addressed with licensing making it unnecessary to require enclosures.
Commissioner Osborne stated his only concern is the nuisance of chickens to
neighboring properties. Ms. Chamberlain stated she will check into the City nuisance
code and get back to the Commission.
Chair Roland commented a lot of good discussion has been generated on this issue
between staff and Commission.
With no audience members present for comment, Chair Roland closed the public
hearing at 7:46 p.m.
Commissioner Copple moved and Commissioner Osborne seconded to forward Auburn
City Code amendment to chapters 18.04, 18.07 and 18.31, with Planning Commission
recommendations to include turkeys, to City Council for approval.
MOTION CARRIED UNANIMOUSLY 5-0
VI. OTHER BUSINESS
A. 2011 Comprehensive Plan Amendment
Principal Planner Jeff Dixon reviewed the 2011 Comprehensive Plan Amendment docket
and schedule for the 2011 amendments.
Staff fielded several questions from the Planning Commission on proposed amendments.
VII. ADJOURNMENT
The next meeting for Planning Commission will be held August 2, 2011.
There being no further business to come before the Planning Commission, Chair Roland
adjourned the meeting at 8:10 p.m.
