HomeMy WebLinkAboutRevised ORD 6373 ORDINANCE NO. 6 3 7 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION 2.51.020 OF THE AUBURN CITY CODE RELATING TO COMPENSATION OF COUNCIL MEMBERS AND THE DEPUTY MAYOR WHEREAS, Section 2.51.020 the Auburn City Code establishes the compensation level for members of the City Council and for the Deputy Mayor; and, WHEREAS, State law provides that the compensation of elected or appointed city council members may not be increased or diminished after their election or during their current term; and, WHEREAS, council salaries have not been increased for eight years; and WHEREAS, the role and scope of work for each councilmember has increased significantly over the past eight years; and WHEREAS, a comparable study was performed and the increase would place Auburn councilmember salaries among the middle of comparable cities which is consistent with the City's general salary policy of being at the average level of comparable cities, not significantly above and not significantly below average; and WHEREAS, if the City Council wishes to provide for an increase the level of compensation for council members subsequently elected or appointed, it is appropriate to do so before the election for terms commencing January 1, 2012. Ordinance No. 6373 August 9, 2011 Page 1 of 4 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN as follows: Section 1. Amendment to City Code. That Section 2.51.020 of the Auburn City Code be and the same hereby is amended to read as follows: 2.51.020 Council member's compensation. f_.nr A. The monthly salary OR aRd a, . after anary 1, ___2007, . these GOURG di members eleGted OF appointed afteF FmebruaFy 14, 2001, the 1 2006, for those council members elected to or appointed for terms commencing on or after January 1, 2006, their MORthly salapy shall be set at $975.00 per month_-w4d- The monthly salary for those council members elected or appointed to terms beginning on or after January 1 2012 shall be set at $1,100 per month. hHealth benefits which are available to unaffiliated city employees will be extended to the council members on or after January 1, 2002, if such benefits are available to council members. Council members shall pay the full cost of such insurance. The It is provided however that the council member selected as deputy mayor on or after January 1, 20062012, shall have his/her monthly salary set at 1,375$1,500 per month during his/her tenure as deputy mayor, which amount shall be instead of the otherwise applicable councilmember compensation. It is further provided that the monthly salary for those council members and deputy mayors elected or appointed to terms beginning on or after January 1 2012 shall commencing January 1, 2013, be automatically increased annually from the 2012 salary levels of $1,100 per month (for councilmembers) and $1,500 per month (for the deputy mayor) The amount of the increases shall be in the amount of the annual Consumer Price Index - Wage Earners (CPI-W) for the Seattle-Tacoma- Bremerton area from August through July for the prior year. B. The compensation provided for in this section shall be paid on the eighth and twenty-third day of each month succeeding the month in which services are performed, by proper warrants drawn upon the finance director of the city. Should the payday fall on the weekend or holiday, paychecks will be issued on the previous workday. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Section 3. Severability. The provisions of this ordinance are declared to be separate and severable. The invalidity of any clause, sentence, paragraph, subdivision, section or portion of this ordinance, or the invalidity of the application thereof to any person or circumstance shall not affect the validity of the remainder of this ordinance, or the validity of its application to other persons or circumstances. Section 4. Effective date. This Ordinance shall take effect and be in force five days from and after its passage, approval and publication as provided by law.
