1. THIS DEVELOPMENT PROJECT SHALL CONFORM TO THE CITY OF AUBURN'S
REQUIREMENTS AND BE IN ACCORDANCE WITH THE APPROVED PLANS. ANY
CHANGES FROM THE APPROVED PLAN WILL REUQIRE APPROVAL FROM THE
OWNER, ENGINEER AND THE CITY.
2. ALL WORKMANSHIP AND MATERIALS SHALL CONFORM TO THE "WASHINGTON
STATE DEPARTMENT OF TRANSPORTATION (WSDOT) STANDARD SPECIFICATIONS FOR
ROAD, BRIDGE, AND MUNICIPAL CONSTRUCTION" (2000/LATEST EDITION), EXCEPT
WHERE SUPPLEMENTED OR MODIFIED BY THE CITY'S CONSTRUCTION STANDARDS
MANUAL. COPIES OF THE ABOVE DOCUMENTS SHALL BE AVAILABLE AT THE JOB
SITE DURING CONSTRUCTION.
3. A PRE -CONSTRUCTION MEETING SHALL BE REOUIRED PRIOR TO THE START OF
ALL CONSTRUCTION. CONTACT THE PUBLIC WORKS DEPARTMENT AT
253-931-3010 TO SCHEDULE A MEETING.
4. LOCATIONS SHOWN FOR EXISTING UTILITIES ARE APPROXIMATE. THE
CONTRACTOR IS CAUTIONED THAT OVERHEAD UTILITY LINES MAY NOT BE SHOWN
ON THE DRAWINGS. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO
DETERMINE THE TRUE ELEVATIONS AND LOCATIONS OF ALL UNDERGROUND
UTILITIES AND THE EXTENT OF ANY HAZARD CREATED BY OVERHEAD UTILITY
LINES. IDENTIFICATION, LOCATION MARKING AND RESPONSIBILITY FOR,
UNDERGROUND FACILITIES OR UTILITIES, IS GOVERNED BY THE PROVISIONS OF
CHAPTER 19.122 REVISED CODE OF WASHINGTON (RCW). PRIOR TO STARTING
CONSTRUCTION, THE CONTRACTOR SHALL CALL ONE -CALL (1-800-424-5555)
FOR UTILITY LOCATIONS (WATER, SANITARY SEWER, STORM SEWER, GAS, POWER,
TELEPHONE AND TELEVISION).
5. PRIOR TO THE START OF CONSTRUCTION A PROPOSED ROUTE AND SCHEDULE
FOR HAULING MATERIAL TO THE SITE SHALL BE SUBMITTED TO THE CITY FOR
APPROVAL. !F THE CITY BELIEVES THAT THE PROPOSED HAUL ROUTE WILL
ADVERSELY IMPACT THE STREET NETWORK, HAULING MAY BE LIMITED TO
APPROPRIATE OFF-PEAK HOURS OR ALTERNATE ROUTES.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PUBLIC SAFETY ON AND
AROUND THIS PROJECT. PRIOR TO THE START OF WORK, ALL METHODS AND
EQUIPMENT USED FOR TRAFFIC CONTROL AND STREET MAINTENANCE SHALL BE
SUBMITTED TO THE CITY FOR APPROVAL. CONTRACTORS AND THEIR SURETY SHALL
BE LIABLE FOR INJURIES AND DAMAGES TO PERSONS AND PROPERTY SUFFERED
BECAUSE OF CONTRACTORS OPERATIONS OR NEGLIGENCES CONNECTED WITH
THEM.
7. ALL CONSTRUCTION SURVEYING FOR EXTENSIONS OF PUBLIC FACILITIES SHALL
BE DONE UNDER THE DIRECTION OF A WASHINGTON LICENSED LAND SURVEYOR
OR A WASHINGTON LICENSED PROFESSIONAL CIVIL ENGINEER.
8. CERTIFIED DRAWINGS ARE REQUIRED PRIOR TO PROJECT ACCEPTANCE. REFER
TO THE CITY'S "RECORD CONSTRUCTION DOCUMENT" HANDOUT.

6. INSTALL HAYBALES AND FILTER FABRIC AS SHOWN ON PLANS.
7. TIME LIMIT APPLIES TO ANY WORK PERFORMED IN THE CITY OF AUBURN ROW. CONTRACTOR TO
COORDINATE WITH CITY OFFICIAL FOR TIMING OF ANY CONSTRUCTION WITHIN ROW.
8. PROTECT ALL PROPERTIES ADJACENT TO THE PROJECT FROM SEDIMENT DEPOSITION.
9. NO RUNOFF IS TO LEAVE SITE WITHOUT TREATMENT.
10. CLEAR AND GRADE SITE AMEND E.S.C. FACILITIES AS REQUIRED.
11. WHEREVER CONSTRUCTION VEHICLES ACCESS ROUTE CROSSES PAVED ROADS, CARE MUST BE
MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT (MUD) ONTO THE PAVED ROAD. IF SEDIMENT
IS TRANSPORTED ONTO PAVED SURFACE, THE ROAD SHALL BE CLEANED THOROUGHLY AT THE
END OF EACH DAY.
12. WITH EACH LAYER OF FILL MATERIAL, INTERCEPTOR DITCHES AND T.E.S.C. FACILITIES MUST BE
GRADED AND MAINTAINED TO PROVIDE POSITIVE SLOPE FOR DRAINAGE TO DISCHARGE POINT.
13. ALL DISTURBED AREAS AND EXISTING DITCHES WHICH HAVE BEEN EFFECTED BY GRADING OPERATION SHALL
BE HYDROSEEDED UPON COMPLETION OF GRADING ACTIVITIES AND IN ACCORDANCE WITH GRADING AND
TEMPORARY EROSION AND SEDIMENTATION CONTROL NOTES.
14. CONTINUOUS MAINTENANCE AND UPGRADE OF T.E.S.C. MEASURES, INCLUDING DUST CONTROL, SHALL BE
PROVIDED AFTER FILL OPERATIONS ARE COMPLETED.
15. MAINTAIN E.S.C. FACILITIES UNTIL ALL RISK OF EROSION/SEDIMENTATION DRAINAGE HAS PASSED AND
PERMANENT STORM DRAINAGE SYSTEM IS INSTALLED AND FUNCTIONAL. DO NOT CONVEY SEDIMENT -LADEN
WATER INTO STORM DRAINAGE SYSTEM. TEMPORARY EROSION & SEDIMENTATION CONTROL FACILITIES
CAN REMOVED ONLY UPON FINAL SITE STABILIZATION AND APPROVAL FROM CITY OFFICIAL.
16. INSTALL UTILITIES PER APPROVED PLANS.
17. CONSTRUCT ROAD IMPROVEMENTS PER APPROVED PLANS.
18. PROVIDE CATCH BASIN PROTECTION ON ALL NEWLY INSTALLED CATCH BASINS.
19. FINE GRADE SITE AND PREPARE FOR PAVEMENT.
20. FINALIZE UTILITY AND PAVING CONSTRUCTION AND CLEAN ALL UTILITIES AS REQUIRED.
21. INSTALL LANDSCAPING AND LIGHTING PER APPROVED PLANS.
22. COMPLETE INSPECTION/ PUNCHLIST
CONTRACTOR SHALL BE FULLY RESPONSIBLE FOR OBTAINING PERMITS FROM THE
WASHINGTON STATE DEPARTMENT OF NATURAL RESOURCES FOR REMOVING AND
REPLACING ALL SURVEY MONUMENTATION THAT MAY BE AFFECTED BY CONSTRUCTION
ACTIVITY, PURSUANT TO WAC 332-120. APPLICATIONS MUST BE COMPLETED BY A
REGISTERED LAND SURVEYOR. APPLICATIONS FOR PERMITS TO REMOVE MONUMENTS
MAY BE OBTAINED FROM THE WASHINGTON STATE DEPARTMENT OF NATURAL
RESOURCES, OR BY CONTACTING THEIR OFFICE BY TELEPHONE AT (206) 902-1190.

DUST CONTROL IS

3. SIDE SEWER SHALL BE INSTALLED FROM THE CITY SEWER MAIN TO A MINIMUM OF FIVE

TRAFFIC YELLOW AND THE DEPTH TO THE SIDE SEWER OR TEE SHALL BE INDICATED IN
BLACK PAINT ON THE 2 4.) IN ADDITION, THE LETTER "S", TWO (2) INCHES HIGH, SHALL
BE NEATLY IMPRINTED IN THE TOP OF THE CURB BEFORE THE CONCRETE HARDENS TO
DESIGNATE THE SIDE SEWER LOCATION.
5. LOCATION OF SIDE SEWERS SHALL ONLY BE CHANGED AS REQUIRED DURING
CONSTRUCTION UPON AUTHORIZATION OF CITY. CONTRACTOR SHALL NOTIFY ENGINEER
WHEN EXACT LOCATIONS ARE DETERMINED.
6. CONTRACTOR SHALL OBTAIN ANY NECESSARY SIDE SEWER CONNECTION PERMITS FROM
THE CITY OF AUBURN PRIOR TO CONSTRUCTION.
7. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO ENSURE THAT NO CONFLICTS
OCCUR BETWEEN SANITARY SEWER LINES AND PROPOSED OR EXISTING UTILITY LINES
DURING CONSTRUCTION.
8. UNLESS OTHERWISE APPROVED, ALL CONNECTIONS TO EXISTING SEWER MAIN WITH
NEW TEES SHALL BE DONE BY THE CITY OF AUBURN. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR PIPE INSTALLATION, TRENCH EXCAVATION, BACK FILL AND PAVEMENT
RESTORATION.
9. TEN -FOOT (10') HORIZONTAL SEPARATION SHALL BE MAINTAINED AS A MINIMUM BETWEEN
SEWER AND OTHER EXISTING OR PROPOSED UTILITIES.
10. ONE -FOOT (1') VERTICAL SEPARATION SHALL BE MAINTAINED AS A MINIMUM BETWEEN
SEWER AND OTHER UTILITIES WHEN A CROSSING OF UTILITIES OCCURS. IF A ONE -FOOT
(1') MINIMUM IS NOT POSSIBLE, THEN A SAND CUSHION SHALL BE PROVIDED AS DIRECTED
BY THE ENGINEER.
11. ALL CONNECTIONS OF SDR 35 PVC PIPE TO MANHOLES SHALL BE MADE BY USING A.C. OR
GPK MANHOLE ADAPTORS, OR APPROVED EQUAL.
12. PIPE FOR SANITARY SEWERS SHALL BE SDR 35 PVC WHEN PIPE COVER EXCEEDS
THIRTY-SIX (36) INCHES. REINFORCED CONCRETE SEWER PIPE, SDR 21 PVC, OR DUCTILE
IRON CLASS 52 CAN BE USED WHEN APPROVED, AND PRIMARILY FOR OVERSIZING PIPE
AND DEEP OR SHALLOW TRENCHES.
13. THE MAXIMUM LAYING LENGTHS SHALL NOT EXCEED TWELVE FEET, SIX INCHES (12' 6")
FOR SDR 35 PIPE.
14. BEDDING FOR PVC PIPE SHALL BE 5/8" MINUS CRUSHED ROCK, FOUR (4) INCHES UNDER
TO SIX (6) INCHES MINIMUM OVER THE PIPE.

COPPER TUBING OR GALVANIZED PIPE. THE CITY OF AUBURN WILL INSTALL THE METERS.
THE CITY WILL INSTALL SERVICES FROM MAIN LINE TO THE METER WHEN THE EXISTING
WATER LINE IS IN AN EXISTING CITY STREET.
13. BLOCKING FOR VERTICAL AND HORIZONTAL BENDS SHALL BE PER CITY OF AUBURN
STANDARD DETAILS.
14. CONTRACTOR SHALL OBTAIN ANY NECESSARY WATER SERVICE CONNECTION PERMITS FROM
THE CITY OF AUBURN PRIOR TO CONSTRUCTION.

DUST CONTROL NOTES
1. CONTRACTOR SHALL MINIMIZE THE PERIOD OF SOIL EXPOSURE THROUGH USE OF TEMPORARY GROUND COVER AND
AND OTHER TEMPORARY STABILIZATION PRACTICES SUCH AS SEEDING AND MULCHING, AND EROSION BLANKETS.
2. DURING CONSTRUCTION AND DRY WEATHER, SPRINKLE THE SITE WITH WATER UNTIL SURFACE AREA IS WET. REPEAT
THE PROCESS AS NEEDED DURING THE DAY.
3. ALL TRUCK TRAFFIC MUST USE THE WASH PAD AS DESIGNED AND SHOWN ON THE T.E.S.C. PLANS TO PREVENT

DUST EMISSIONS AS A RESULT OF CONSTRUCTION ACTIVITY. THE CONTRACTOR SHALL
ALSO SWEEP ALL AFFECTED PUBLIC ROADS, AS NECESSARY, TO REMOVE MUD DEPOSITED
AS A RESULT OF PROJECT CONSTRUCTION ACTIVITY. THESE ACTIONS WILL BE GOVERNED
AND DIRECTED BY THE BUILDING OFFICIAL.
3. ADDITIONAL EROSION CONTROL MEASURES MAY BE REQUIRED DEPENDING ON SITE
CONDITION. THIS ACTION WILL BE GOVERNED AND DIRECTED BY THE CITY OFFICIAL.
4. THE CONTRACTOR SHALL NOTIFY THE CITY ENGINEER 48 HOURS IN ADVANCE OF THE TIME
WORK WILL BE PERFORMED ON SATURDAYS, SUNDAYS, HOLIDAYS, OR OTHER THAN
NORMAL WORKING HOURS.
5. ALL DENUDED AREAS OF THE ENTIRE SITE SHALL BE HYDROSEEDED AND MULCHED
IMMEDIATELY, AS DIRECTED BY THE CITY IN ACCORDANCE WITH THE FOLLOWING CRITERIA:
A. FOR SLOPES WITH A STEEPNESS LESS THAN OR EQUAL TO ONE UNIT VERTICAL TO ONE
UNIT HORIZONTAL (1/1) PROVIDE HYDROSEEDING AND STRAW MULCHING IN THE
MINIMUM AMOUNT OF 2 TONS PER ACRE (APPROXIMATELY 2 INCHES THICK). (REFER
TO CONSTRUCTION SEQUENCE FOR PERIMETER BERM ESTABILIZATION CRITERIA).
B. FOR SLOPES WITH A STEEPNESS BETWEEN ONE UNIT VERTICAL TO ONE UNIT
HORIZONTAL (1/1) AND TWO UNITS VERTICAL TO ONE UNIT HORIZONTAL (2/1) PROVIDE
HYDROSEEDING AND INSTALL AND PIN WOVEN STRAW BLANKETS PER THE
MANUFACTURER RECOMMENDATIONS.
FOR SLOPES WITH A STEEPNESS EXCEEDING TWO UNITS VERTICAL TO ONE UNIT

WSDOT/APWA SECTION 9-14.5.
C. THE PLASTIC COVERING SHALL BE INSTALLED AND MAINTAINED TIGHTLY IN PLACE BY
USING SANDBAGS OR TIRES ON ROPES WITH A MAXIMUM 10-FOOT GRID SPACING IN
ALL DIRECTIONS. ALL SEAMS SHALL BE TAPED OR WEIGHTED DOWN THE FULL LENGTH
OF THE SHEETING WITH 1 FOOT MINIMUM OVERLAP OF ALL SEAMS. SEAMS SHOULD
THEN BE ROLLED AND EITHER STAKED OR TIED.
1. SCHEDULE AND ATTEND PRE -CONSTRUCTION MEETING WITH CITY OF AUBURN OFFICIALS.
2. FLAG ALL CLEARING AND GRADING LIMITS FOR PROJECT AS SHOWN ON THE PLANS.
3. CONSTRUCT TEMPORARY CONSTRUCTION ENTRANCE.
4. INSTALL TEMPORARY FILTER FABRIC FENCE AS SHOWN ON PLANS.
5. INSTALL PERIMETER INTERCEPTOR DITCHES ALONG THE PERIMETER OF PROPOSED WORK.
6. PROTECT ALL PROPERTIES ADJACENT TO THE PROJECT FROM SEDIMENT DEPOSITION.
7. NO RUNOFF IS TO LEAVE SITE WITHOUT TREATMENT.
8. CONSTRUCT TEMPORARY SEDIMENTATION CONTROL POND AND OUTLET CONTROL STRUCTURE
9. CLEAR AND GRADE SITE AMEND E.S.C. FACILITIES AS REQUIRED.
10. WHEREVER CONSTRUCTION VEHICLES ACCESS ROUTE CROSSES PAVED ROADS, CARE MUST BE
MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT (MUD) ONTO THE PAVED ROAD. IF SEDIMENT
IS TRANSPORTED ONTO PAVED SURFACE, THE ROAD SHALL BE CLEANED THOROUGHLY AT THE
END OF EACH DAY.
11. WITH EACH LAYER OF FILL MATERIAL, INTERCEPTOR DITCHES AND T.E.S.C. FACILITIES MUST BE
GRADED AND MAINTAINED TO PROVIDE POSITIVE SLOPE FOR DRAINAGE TO POND.
12. ALL DISTURBED AREA WHICH HAVE BEEN EFFECTED BY GRADING OPERATION SHALL
BE HYDROSEEDED UPON COMPLETION OF GRADING ACTIVITIES AND IN ACCORDANCE WITH GRADING AND
TEMPORARY EROSION AND SEDIMENTATION CONTROL NOTES.
13. CONTINUOUS MAINTENANCE AND UPGRADE OF T.E.S.C. MEASURES INCLUDING DUST CONTROL SHALL BE
PROVIDED AFTER FILL OPERATIONS COMPLETED.
14. STABILIZE/HYDROSEED EXPOSED AREAS.
15. CLEAN STORM DRAINAGE SYSTEM. EXCAVATE ALL ACCUMULATED SILT FROM DETENTION POND.
16. MAINTAIN E.S.C. FACILITIES UNTIL ALL RISK OF EROSION/SEDIMETATION DRAINAGE HAS PASSED AND
PERMANENT STORM DRAINAGE SYSTEM IS INSTALLED AND FUNCTIONAL. DO NOT CONVEY SEDIMENT -LADEN

17. COMPLETE INSPECTION/PUNCHUST.
GRADING AND EROSION CONTROL NOTES:
1. WITHIN THE CITY OF AUBURN, ALL REQUIRED SEDIMENTATION AND EROSION CONTROL FACILITIES INDICATED ON THE PLANS
MUST BE CONSTRUCTED AND IN OPERATION, PRIOR TO LAND CLEARING AND/OR OTHER CONSTRUCTION ACTIVITIES. THESE
FACILITIES SHALL BE MAINTAINED, AND UPGRADED IF NECESSARY TO INSURE THAT SEDIMENT -LADEN WATER AND STORM
DRAINAGE RUNOFF DOES NOT IMPACT THE ADJACENT PROPERTIES, NATURAL DRAINAGE WAYS, OR THE EXISTING CITY STORM
DRAINAGE SYSTEM.
2. THE SOURCES FOR ALL MATERIAL IMPORTED TO THE SITE SHALL BE APPROVED BY THE CITY.
3. THE DETENTION (RETENTION IF INFILTRATION SYSTEM IS USED), SEDIMENTATION AND EROSION CONTROL FACILITIES
DEPICTED ON THE APPROVED DRAWINGS ARE INTENDED TO BE MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE
CONDITIONS. ADDITIONAL DRAINAGE AND EROSION CONTROL FACILITIES MAY BE REQUIRED AS SITUATIONS WARRANT DURING
CONSTRUCTION. THE IMPLEMENTATION, MAINTENANCE, REPLACEMENT AND ADDITIONS TO THESE CONTROL SYSTEMS SHALL
BE THE RESPONSIBILITY OF THE PERMITTEE.
4. THE TEMPORARY EROSION CONTROL FACILITIES, INCLUDING ALL PERIMETER CONTROLS AND THE DETENTION (RETENTION IF
INFILTRATION SYSTEM IS USED) CONTROL PONDS, SHALL REMAIN IN PLACE UNTIL FINAL SITE CONSTRUCTION IS COMPLETED
AND APPROVAL FOR THEIR REMOVAL HAS BEEN RECEIVED FROM THE CITY.
5. THE CONTRACTOR WILL BE REQUIRED TO WATER THE SITE, AS NECESSARY, TO REDUCE DUST EMISSIONS AS A RESULT OF
CONSTRUCTION ACTIVITY. THE CONTRACTOR SHALL ALSO SWEEP ALL AFFECTED PUBLIC ROADS, AS NECESSARY, TO REMOVE

BERM EMBANKMENT REQUIREMENTS:
THE BERM EMBANKMENT SHALL BE CONSTRUCTED OF COMPACTED SOIL (90% MINIMUM DRY DENSITY, MODIFIED
PROCTOR METHOD PER ASTM D-1557), PLACED IN 6" LIFTS, WITH THE FOLLOWING SOIL CHARACTERISTICS PER
THE UNITED STATES DEPARTMENT OF AGRICULTURE'S TEXTURAL TRIANGLE: A MINIMUM OF 20% SILT AND CLAY, A
MAXIMUM OF 60% SAND, A MAXIMUM OF 60% SILT, WITH NOMINAL GRAVEL AND COBBLE CONTENT (NOTE, IN
GENERAL, EXCAVATED GLACIAL TILL WILL BE WELL -SUITED FOR BERM EMBANKMENT MATERIAL).
MAINTENANCE SCHEDULE FOR STORM DRAINAGE SYSTEM:
THE TEMPORARY EROSION AND SEDIMENTATION POND WITHIN THIS PROJECT IS AN OPEN POND WHICH CAN HAVE
A DEPTH OF APPROXIMATELY 3 FEET. IT IS NECESSARY TO REMOVE THE ACCUMULATED SILT AND DEBRIS WITHIN
THESE STRUCTURES. MAINTENANCE OF THIS FACILITY, AS WELL AS BOTTOM OF ALL PONDS SHOULD OCCUR AT
LEAST EVERY 3 MONTHS. INSPECT/REMOVE ANY DEBRIS THAT MIGHT BE DEPOSITED BEFORE AND AFTER THE
RAINY SEASON OR MAJOR STORMS.
THE ON -SITE STORM DRAINAGE INTERCEPTOR CONVEYANCE SYSTEM ALSO WILL NEED TO BE INSPECTED
PERIODICALLY. REMOVE ANY TRASH, DEBRIS, OR SEDIMENT BUILD-UP WHICH COULD BLOCK THE FREE -FLOW OF
SURFACE -WATER RUN OFF TO THE SYSTEM.
