The industry is still .itremely fragile as our economy tries to recover--and the home building industry is a key component of an. economy that is still very weak. I applaud the Auburn City Council's decision last yeaz to enact this Ordinance---and I encourage the Council to wisely extend the Ordinance for 2 more yeazs--we need to support the home building industry, and signage is keyto getting traffic to the various developmeats underway in Auburn. Please consider this letter to be read at the Public hearing on Real Estate Signs. I would be there in person myself;however„I azn out of town at this time: I would like to advocate for extending the current Off-Premise Sign Temporary Ordinance. The Auburn City Council was wise lasf yeaz in it's decision to enact tlie Off Premise Real Estate Sign Ordinance last yeaz. Home Building is a key part of the economy that is still shvggling to get out of the depression that the home building ' � industry has been in for the last 3+years. Home Building is the economic engine that is necessary in order to ` have a suong economy--it is an indushy that employs many people in all typesof uaried industries from engineers, architects, surveyors;site development companies thatprovide roads, sewers and water. The home building industry supports steel workers,concrete and masonry workers, carpenters,roofers,painters, carpet and flooring installers, and home security companies to name a few. The industry also supports stores like local hardware stores and home improvement stores like Lowe's and Home Depot. All of these companies have office staff like receptionist,accountants and warehouse personnel. I am writing in opposition to any lawathat allow the uncontrolled posting of si�s like the ones in the picture below. There are a number of issues that make these sign§undesirable: I. They blight our neighborhoods. These signs make bw commariity lookbad. 2. They aredistracting to drivers. They have a tendency to take drivers°eyes off the road, which leads to more accidents. j �They aze,an unnecessary traffic hazazd. In the event that a driyer loses control of his vehicle,these signs are an o6struction that could s,eriously injure or kill the driver or passenger: Imagine hitting the pictured 4x4 posts and plywood board. Unlike the speed lunit sign(which is likely designed as a breakaway post, and less likely to i complicate an auto accident), the advertisement does not pmvide any information that will aid the driver in r safety. 4. They do not provide any useful information. Many of the signs do not provide directions, contact information, or even information about the products being sold. Even those signs that do provide information are generally ineffective, as so many of the new signs added over the past sever�l years have been for home builders. The majority of home shoppers today use a mix of a hired realtor and online listings such as Zillow or MLSOnline. Very few people do "drive arounds" to shop for a home. What kind of community do we want? One that is full of billboards and advertisements,or one that is pleasant to live in? I want a community WITHOUT signs and banners and advertisements on every streetcomer. Thank you for your consideration on this issue. I'm sending this email to getsome information and your opinion about the citWssignregulations. Does the city sign code allow'Real Estate signs in public roadway rights of way? If so,.under what specific conditions(does ieriphery' mean inside the r/w)? If the code makes such allowance,theremay be a conflict withstate law where the right of way is state highway right of way. With the exception of offcial signs such as Moto�istJnformation/Tourist Oriented signsand adopt-a-highway signs, state law prohibits advertising signs in the state highway right of way. RCW 47.42.080(5) This prohibition includes Real Estate signs. Real Estate (Property for sale/lease)signs are allowed on private property being offered for sale pursuant to proVisions of WAC 468-66-050(2). Without studying your entire sign code, I don't know if it addresses the issue of city street/state highway and compliance w/state law in addition to city code.
