HomeMy WebLinkAbout04-03-2012 Agenda PacketThe City of Auburn Planning Commission is an eight member advisory body that provides recommendations to the Auburn City Council on the preparation of and amendments to land use plans and related codes such as zoning. Planning Commissioners are appointed by the Mayor and confirmed by the City Council. Actions taken by the Planning Commission are not final decisions; they are in the form of recommendations to the City Council who must ultimately make the final decision. PLANNING COMMISSION MEETING April 3, 2012 AGENDA I. CALL TO ORDER – 7:00 p.m., Council Chambers II. APPROVAL OF MINUTES A. March 20, 2012 III. PUBLIC COMMENT Comment from the audience on any item not listed on the agenda for discussion or public hearing. IV. PLANNING DEPARTMENT REPORT Update on Planning and Development Department activities. V. OTHER BUSINESS A. Planning Commission Training Session Summary: Staff from Planning and Legal will review the role of the Planning Commission and the Legal Basis for Planning in Washington State. VI. ADJOURNMENT DRAFT PLANNING COMMISSION March 20, 2012 MINUTES I. CALL TO ORDER Chair Judi Roland called the meeting to order at 7:00 p.m. in the Council Chambers located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Commission Members present were: Chair Judi Roland, Vice-Chair Kevin Chapman, Commissioner Copple, Commissioner Mason, and Commissioner Peace. Commissioner Trout and Commissioner Ramey are excused. Staff present included: Planning Manager Elizabeth Chamberlain, Planner Stuart Wagner, and Planning and Development Secretary Tina Kriss. Members of the Public Present: Councilmember Partridge and his wife Shirlee. II. APPROVAL OF MINUTES A. March 6, 2012 Commission recommended the consent agenda vote be changed to 6-0 since Commissioner Copple abstained from voting and Commissioner Ramey was excused from the March 6th meeting. Commissioner Copple moved and Commissioner Mason seconded to approve the consent agenda as amended. MOTION CARRIED UNANIMOUSLY 6-0 III. PUBLIC COMMENT There were no public comments on any item not listed on the agenda for discussion or public hear. IV. PLANNING DEPARTMENT REPORT Planning Manager Elizabeth Chamberlain stated the permit center, within the end of February and into March, received 50 submitted single family home permits; an encouraging number to continue the build-out of our existing plats. The grand opening for the Auburn Environmental Park will be Thursday, April 5th at 2:30 p.m. Commission and staff discussed various other activities within the City. Proposed Amendment to the P-1, Public Use District Planner Stuart Wagner briefed Commission on the proposed amendment to the P-1, Public Use District. The City of Auburn City Council has previously authorized a contract with the Auburn Valley Humane Society for the provision of public animal shelter services at 4910 A Street SE, a City owned property. This property is currently zoned Public Use (P-1). Current zoning regulations for the P-1 zoning district do not specify public animal shelter services as a permitted use in this zone. In order to support the intended public animal shelter services at this property, staff has determined the need to amend the Auburn City Code. Planner Wagner discussed the handout, Exhibit 7, showing updated changes to the legal definition recommended by City staff. Commission asked if there would be specific language included for supplemental design standards. Staff explained the use is only being added as a listed permitted use and no supplemental design standards would be needed since the definition proposed is fairly specific in that the shelter needs to be under contract with the City. If under contract with the City it would provide supplemental development standards on a site by site basis if needed in the future either through a separate contract negotiation or eventually any site development of the property. Chair Roland opened the public hearing at 7:11 p.m. to receive comments about proposed amendments to the P-1, Public Use District. With no public present for testimony on the proposed amendment to the P-1, Public Use District Chair Roland closed the public hearing at 7:12 p.m. Commissioner Peace moved and Commissioner Baggett seconded to move Z0A12- 0004 to full City Council for approval. MOTION APPROVED – 6-0 VI. OTHER BUSINESS There were no other business items. Staff clarified the next meeting will be held April 3, 2012. VII. Auburn previously hosted a Short Course on Local Planning in 2007. The Short Course on Local Planning covers three main topic areas; Legal Basis for Planning in Washington State, Comprehensive Plans, and the Role of the Planning Commission.
