reductions in sted s d limits.
Badcground Summary: 'The City's revenue§for Arterial maintenance Fiave tieen steadily deelining over
the last 10 years, due to initiatives, increases in fiiel costs leaiiing W efficient vehiGes,and to recession.
A recent ballot measure proposal to raise tunds failed. There are no known new tunding mechanisms on
the horizon that would seciire some$85M tobring our arterials badc up to a PCI of 7Q Therefore,the
only certain optlons tfie City has is to rety upon its legislative authorities to discourage the use of bur
Arterial system by those users who would normally be referred to asPass-thru traffic, meaning that the
trip neither starts or ends in Aubum.
The RCW give;couneil considerable discretion in the factors that may be considered to regulate traffic on
aty streets.in this finanaalty consVained environmerrt, statf recommends that the faccors enumerated in
the attached Resolution be considered by council to help preserve our existing system as mueh as
feasible,and urrtil such time as the city can secure the funding essential W meet our long-term pavement
wndition Index goal.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WA3HINGTON, PROVIDING
FOR THE REDUCTION OF SPEED LIMITS ON
ARTERIAL STREET ROUTES WITHIN THE CITY
WHEREAS, in light of 4he current economic limitations faced by the City
and the corresponding reduction of revenues that would be available for street
improvements, it is appropriate that the City utilize strategies to assist in
providing safe streets and prolonged pavement life, particularly in connection
with arterial street routes; and
WHEREAS, RCW 46.61.415 aufhorizes local authorities to consider a
variety of factors bearing on safe.speeds along city streets; and
WHEREAS, the benefit of the City to take s4eps to prolong the life of its
arterial street system and its routes is significant, particularly in light of the fact
that the money it would take to provide routine maintenance of the arterial street
system is substantially greater than the amount of revenue that is. curcenUy
available focsuch purposes;and
WHEREAS, one of the factors that causes erosion of Gity streets and thus
potholes and other factors confibuting to a lack of safety of City streets is the
amount of weight of vehicles using particular streets; and
WHEREAS, particularly since it is estimated that 60 percent of the daily
traffic is pass=thru traffic, meaning trips do not originate or end within the City,
one way the City could prolong the:life of its arterial streets and routes and thus

maintain safe travel aiong those arterial streets and routes would be to reduce
the speed limit of arterial speed routes so that there would be a reduction in the
travel along those arterial street routes by those vehicles that would prefer to
travel at a faster speed and would thus choose to stay on State Highway 18,
Highway 167 or Highway 164 within the City; and
WHEREAS, reducing the speed of arterial street routes would also assist
the police in enforcement, particularly since the roufes currently have a variety of
speed limits set for their use; and
WHEREAS, consistent speed limits on arterial street routes would also
assist the public in avoiding speed limit confusion, as opposed to where the
speed limits along the same arterial street routes increase or decrease at various
locations.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
HEREBY RESOLVES as follows:
S ion 1. That the Mayor.or designee is hereby authorized to reduce
the speed limit of arterial street routes within the City as shown on the map of the
arterial street routes, a copy of which is attached hereto; marked as Exhibit "A"
and incorporated herein by reference.
Section 2. That the Mayor is authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.
