A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, PROVIDING
FOR THE REDUCTION OF SPEED LIMITS ON
ARTERIAL STREET ROUTES WITHIN THE CITY •
WHEREAS, in light of the current economic limitations faced by the City
and the corresponding reduction of revenues that would be available for street
improvements, it is appropriate that the City utilize strategies to assist in
providing safe streets and prolonged pavement life, particulariy in connection
with arterial street routes; and
WHEREAS, RCW 46.61.4T5 authorizes locaf authorities to consider a
variety of factors bearing on safe speeds along city streets; and
WHEREAS, the benefit of the City to take steps to prolong 4he life of its
arterial street system and its routes is signficant, particularly in light of the fact
that the money it would take to provide routine maintenance of the aherial street
system is substantially greater than the amount of revenue that is currently
available for such purposes; and
WHEREAS, one of the factors that causes erosion of City streets and thus
potholes and other factors contributing to a lack of safety of City streets is the
amount of weight ofVehicles using,particular streets; and
WHEREAS, particularly since R is estimated that 60 percent of the daily
traffic is pass-thru traffic, .meaning trips do not originate or end within the City,
one way the City could prolong the life of its arterial streets and routes and thus

maintain safe travel along those arterial streets and routes would be to reduce
the speed iimit of arterial speed routes so that there would be a reduction in the
travel along those arterial street routes by those vehicles that would prefer to
travel at a faster speed and would thus choose to stay on State Highway 18,
Highway 167 or Highway 164 wifhin the City; and
WHEREAS, reducing the speed of arterial sVeet routes would also assist
the police in enforcement, particularly since the routes currently have a variety of
speed limits setior their use; and
WHEREAS, consistent speed limits on arterial street routes would also
assisY the public in avoiding sp.eed limit confusion, as opposed to where the
speed limits along the same arterial.street routes increase or decrease at various
locafions.
NOW, THEREFORE, THE CITY COUNCIL OFTHE CITY OF AUBURN,
HEREBY RESOLVES as follows:
Section 1. That the 'Mayor or designee is hereby authorized to reduce
the speed limit of arterial street routes within the City as shown on the map of the
arterial street routes, a copy of which is attached hereto, marked as Exhibit "A"
and incorporated herein by reference.
Section 2. That the Mayor is authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.

Section 3. That this Resolution shail take effect and be in full force
upon passage and signatures hereon.
