Request for Proposals
Facilities Condition Assessment Study
The City of Auburn is soliciting Proposals from qualified consulting firms to provide
professional services for a Facilities Condition Assessment Study.
Five (5) copies of the Proposal package must be submitted on or before 5:00 pm, April
12, 2013 to the City of Auburn Public Works Department, 25 W est Main, Auburn, WA
98001 or by hand at the City of Auburn Customer Service Center, One East Main
Street, Auburn, WA 98002. Proposals shall be sent in a sealed envelope and clearly
marked: “Proposal – Facilities Condition Assessment Study in the lower left corner.
Questions regarding this solicitation should be directed to Lisa Moore, Facililities
Manager, by email only at lmoore@auburnwa.gov.
For specific instructions on information to include in the Proposal, refer to the section
below entitled Proposal Elements. Evaluation of the Proposals and consultant selection
process is identified in the section entitled Selection Process And Evaluation Criteria
below.
PROJECT OVERVIEW AND SCOPE OF WORK
The City of Auburn is seeking to evaluate the physical condition and identify system
improvements for its building facilities. The City has approximately 100,000 sq. ft. to be
considered in this project. The scope of work for this project includes:
• Assess the physical condition of each facility including all major system
components such as mechanical, HVAC, plumbing, electrical, generators,
elevators, fire/life saftey systems, floor coverings, roofing, and structural.
• Develop a life cycle analysis for each facility
• Identify needed repair, upgrade or replacement improvements for each facility
• Prepare short, medium, and long term repair and replacement work plan
including cost estimate for each improvement project
This RFP does not include design and/or construction tasks.
PROPOSAL ELEMENTS
Each proposal is limited to ten (10) letter-size doubled-sided sheets (20 type-written
pages) excluding cover and dividers, and should address the following items relative to
the project overview and scope of work:
1) The proposed Project Team, including sub-consultants, experience with similar
projects within the past 5 years. Provide the project name, location, a brief
description of the project, the firm’s role in the project, Project Team member’s
roles in the project, and a project reference.
2) The Project Team’s specific approach to the project.
3) The Project Team’s experience working together as a team and
process/procedures for providing quality assurance/quality control throughout the
life of the project.
SELECTION PROCESS AND EVALUATION CRITERIA
A committee of City personnel will evaluate and rate the proposals to these criteria:
1) Project team experience with similar projects (45%)
2) Project team member qualifications (25%)
3) Approach to the project to the study (30%)
Following evaluation of the Proposals, the City may select a consultant to provide the
engineering services or elect to interview up to three (3) of the prospective consultants.
SELECTION SCHEDULE
The City’s proposed schedule for consultant selection, subject to change, is as follows:
1) Deadline for Submittal of Proposals April 12, 2013 @ 5:00 pm
2) Preliminary Selection of Firms April 19, 2013
3) Consultant Interviews (City Option) April 22 - 26, 2013
4) Final Selection April 30, 2013
5) Execution of Consultant Agreement May 2013
TERMS AND CONDITIONS
The City of Auburn reserves the right to reject any and all Proposals and to waive
irregularities and informalities in the submittal and evaluation process. This solicitation
for Consultant Services does not obligate the City of Auburn to pay any costs incurred
by respondents in the preparation and submission of a Proposal. This solicitation does
not obligate the City of Auburn to accept or contract for any expressed or implied
services. Furthermore, the City of Auburn reserves the right to award the contract to the
next most qualified Consultant if the selected Consultant does not execute a contract
within thirty (30) days after the award of the proposal.
