A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, OPPOSING KING
COUNTY LOCATING A SOLID WASTE TRANSFER
STATION AT 28721 WEST VALLEY HIGHWAY IN
AUBURN, WASHINGTON, AND EXPRESSING ITS
CONCERNS RELATIVE THERETO
WHEREAS, the City Council of the Ciry of Aubum, Washington, previously
passed Resolution No. 4934 on the 1'� day of April, 2013, a copy of which
Resolution is attached hereto and incorporated fully herein by this reference; and
WHEREAS, in furtherance of Resolution No. 4934, the City Council wishes to
make it clear that it has significant and ongoing concems that were not only
addressed in that Resolution but that are related to the siting of a Solid Waste
Transfer Station proposed to be located in North Aubum, on West Valley Highway
because of implications that bear on properties in the area that would be affected
thereby; and
WHEREAS, the City Council further believes that King County needs to
consider the issues and concemsthat relate to any proposal for an additional Solid
Waste Transfer Station in South King County; and
WHEREAS, the subject property is an approximately 20 acre M-1 zoned site
that allows for a wide range of commercial and light manufacturing uses that haye
the potential to create a significant number of new jobs in contrast to a solid waste
transfer station which provides minimal job growth.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:

Section 1. That the City Council of the City of Auburn hereby expresses its
opposition to King County locating a Solid Waste Transfer Station at 28721 Wesf
Valley Highway, in Auburn, Washington, because it is an expensive facility with an
approximately $70,000,000.00 tax payer cost that is not needed, since the newly
completed Bow Lake Transfer Station is able to handle solid waste and recycling
needs in South King County, and since there are other reasonable akematives that
could be employed to alleviate the need for another Solid Waste TransferStation in
South King County.
Section 2. That rather than promoting another Solid Waste Transfer
Stations in South King County, and locating itso as to exacerbate existing impacts
on affected properties, the City Council of the Ciry of Aubum hereby expresses i�
position that, consistent with the King County Solid Waste Managemerrt Plan, King
County should take steps to implement mandatory curb-side garbage collection and
mandatory recycling services, and King County should promote other jurisdictions
within King County to likewise require recycling and solid waste garbage collection
services since only 13 of the 37 cities require mandatory garbage service and only
12 of the 37 cities require mandatory recycling service, so as to minimize the need
for any other Solid Waste Transfer Stations anywhere in South King County.
Section 3. That the City Council further wishes to solicit cooperation and
assistance by King County and from the property owners of the westem slopes and
property owners in the Aubum Valley that would be affected by the proposed Solid
Waste Transfer Station project, to address the impacts on the low-lying areas down-
sVeam of the West Hill Annexation neighborhoods, where those low-lying areas

have already been so affected by inadequate stortn drain facilities resulting from the
residential development that King County permitted to occur without adequately
addressing storm drainage impacts on the low-lying areas.
Section 4. That the Mayor is authorized to implemerrt such administrative
procedures as may be necessary to carry ouf the directives of this legislation, and
the Mayor is repuested to work with King County and other jurisdictions to seek and
implement the mandatory solid waste and recycling collection goals of this
Resolution, and to keep the City Council informed as to his progress.
Section 5. That this Resolution shall take effect and be in full force upon
passage and signatures hereon.

A RESOLUTION OFTHE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, EXPRESSING CONCERN
ABOUT KING COIJNTY LOCATING A SOUD WASTE
TRANSFER STATION AT 28721 WEST VALLEY
HIGHWAY, IN AUBURN, WASHINGTON
WHEREAS, the King County Solid Waste Transfer Station in Algona,
Washington, is out-dated, too small and inadequate to meet future needs; and
WHEREAS, the need to replace or expand the current Algona Solid Waste
Transfer Station prompted King County to look at othersites in South King County; and
WHEREA3, the initial sites explored 6y King County included a C Street, Aubum
site for which the City of Auburn identified many concerns regarding that site's use as a
solid waste transfer station; and
WHEREAS, King County then focused attention on the 28721 West Valley
Highway, Auburn, Washington site as a potential South King County Solid Waste
Transfer Station; and
WHEREAS, this West Valley Highway site, also, preser�ts many neighborhood
conoems,, in add'Rion to the wetlands and wildlife habifat character of the property on
which the site is located.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
1. That the City Council requests that King County extend the environmentaf
impact statement (EIS) scoping time period to May 3, 2013, for the South King
County Solid Waste Transfer Station project, so as to allow addidonal public
comment
2. That the City Council further requests that:King County consider the comments
and concems identified by the citizens of Aubum regarding the 28721 West
Valley Highway site, as stated at the Aubum City Council meeting of April 1,
2013.
