CALL TO ORDER A. Welcome and Introductions Deputy Mayor Backus called the Council Operations Committee meeting to order at 5:07 p.m., in the Council Chambers at Auburn City Hall, 25 West Main Street in Auburn. B. Roll Call Members in attendance included Chair Backus, Vice Chair Rich Wagner and Member Bill Peloza. Also in attendance were City Attorney Daniel B. Heid, Deputy City Clerk Shawn Campbell, Tyler Cushing, Mauricio Martinez-Torres, Sydney Campbell, Mary Reil, Dalton Hands and Olivia Thomas. C. Announcements There was no announcement. D. Agenda Modifications There was no change to the agenda. II. CONSENT AGENDA III. DISCUSSION ITEMS A. Overview of Junior City Council Committee Chair Backus, Vice Chair Wagner and Member Peloza introduced themselves to the City of Auburn Junior City Council candidates. Each member of the Council Operations Committee explained what City, regional and national committees they attend. Each candidate briefly introduced themselves and explained why they would like to be on the Junior City Council. The Committee explained to the candidates the Council wants to hear opinions from the members of the Junior City Council on all areas of the City not only those involving youth. Candidate Hands asked how many people make up the Junior City Council. Chair Backus explained the Committee is made up of nine Page 1 of 3 CA.A Page 3 of 18 members. Currently eight members have been selected and two alternates. The Committee would like to have one representative from each school in the future but currently some schools are not represented. During the initial process four Junior City Councilmembers will be appointed to a one year term and the other five will be appointed to two year terms. Hereafter all terms will be for two years. Chair Backus explained the Junior City Council will meet as a full Council once a month. At the first meeting they will select a Junior City Council Chair and Vice Chair. They will also decide if they would like to have subcommittees. A representative from the Junior City Council will report the full Council at least once a month. B. Policy & Procedures for Junior City Council Chair Backus reviewed the roles and responsibilities of the Junior City Council per Ordinance No. 6441. She explained the Deputy Mayor will be the Council liaison. The Junior City Council will learn the proper rules and procedures for the Junior City Council and the rules governing them by the Open Public Meetings Act. The Junior City Council will review items, vote on those items and then make recommendations to the full Council. Candidate Campbell inquired regarding any additional responsibilities of the Junior City Council Chair. Chair Backus explained the Chair would run the meeting, encourage comments from all members, and help the committee work together as a whole. Candidate Thomas asked if the Chair rotates or if it is for a whole year. Chair Backus explained the position is set for one year. Candidate Hands asked when terms expire. Chair Backus said the terms expire in August each year. Candidate Campbell asked if a person could apply for additional terms. Chair Backus stated there will not be term limits. Vice Chair Wagner explained the Junior City Council Meeting agenda will be set by City staff for the first few meetings then the Junior City Councilmembers will be responsible for setting their own agenda. C. Set Meeting Schedule for Junior City Council The candidates spoke about times and days of the week that would work best to hold the Junior City Council meetings. The Junior City Council mkeetings will be held the third Monday of every month from 5:00 p.m. to 6:00 p.m. The first official Junior City Council meeting will be December 16, 2013 at 5:00 p.m. IV. CALL TO ORDER A. Roll Call Deputy Mayor Backus called the Council Operations Committee meeting to order at 5:00 p.m., in the Council Conference Room at Auburn City Hall, 25 West Main Street in Auburn. Members in attendance included Chair Nancy Backus, Vice Chair Rich Wagner and Member Bill Peloza. Also in attendance were City Attorney Daniel B. Heid and Deputy City Clerk Shawn Campbell. B. Announcements There was no announcement. C. Agenda Modifications There was no change to the agenda. II. CONSENT AGENDA A. November 4, 2013 Minutes Vice Chair Wagner moved and Member Peloza seconded to approve the November 4, 2013 minutes. MOTION CARRIED UNANIMOUSLY. 3-0 III. ACTION A. 2014 City Council Committee Assignments Vice Chair Wagner provided the Committee with his recommendations for Standing Committee assignments with himself as Deputy Mayor. Member Peloza stated he would also like to be the Deputy Mayor. The Committee discussed various options. The Committee will present two options to the full Council for consideration. Member Peloza stated he would like to be the City representative on the Valley Regional Fire Authority Board. Councilmember Wagner said he would like to continue as the VRFA board representative. The Mayor will make the appointment to the VRFA Board. Page 1 of 4 CA.B Page 7 of 18 The Committee requested the Urban Core Task Force and the Bicycle Task Force be removed from the list of liaisons, moving the Urban Tree Board to the Planning and Community Development liaisons list, change TADA, Doentown Assoc. to Auburn Downtown Assoc. and adding Junior City Council Mentor to the Deputy Mayors list of duties. The Committee also discussed the potential need for a Special Council Operations Committee meeting if Councilmember Wagner is not reelected. The special meeting is scheduled for December 12, 2013 at 11:30 a.m. The Committee decided on the two scenarios below. CALL TO ORDER Deputy Mayor Wagner called the special meeting to order at 11:00 a.m. in the Council Conference Room located at Auburn City Hall. The purpose of the meeting was to review Ordinance No. 6492 relating to the organization of City administrative government and Council Committee meeting dates and times and discuss the next steps for the Junior City Council. A. Roll Call Deputy Mayor Rich Wagner, Vice Chair Bill Peloza, and Member Largo Wales were present. Department Directors and staff members present included: City Attorney Daniel B. Heid, Chief of Police Bob Lee, Innovation and Technology Director Ron Tiedeman, Interim Human Resources and Risk Management Director Rob Roscoe, and City Clerk Danielle Daskam. B. Announcements There was no announcement. C. Agenda Modifications There was no change to the agenda. II. CONSENT AGENDA There was no item under the Consent Agenda for consideration. III. ACTION A. Ordinance No. 6492 (Hursh) An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 2.03.040 and 2.03.090 of the Auburn City Code related to the organization of City administrative government City Attorney Heid presented a revised Ordinance No. 6492 for Committee discussion. Deputy Mayor Wagner spoke in favor of amending Auburn City Code to provide the Mayor with the maximum flexibility in managing administrative positions. Page 1 of 3 CA.C Page 12 of 18 City Attorney Heid also distributed copies of Municipal Research and Services Center information relating to roles and responsibilities of the Mayor and Council under the the Mayor-Council form of government, including RCW 35A11.020, RCW 35A.12.020, RCW 35A12.090, and RCW 35A.12.100. Member Wales spoke in favor fo retaining Council's powers and authority as provided by law. Motion by Member Wales, second by Vice Chair Peloza to approve Ordinance No. 6492 dated January 2, 2014, with an additional paragraph D as follows: "The Mayor shall submit to the City Council for review and approval an organizational chart showing the current organizational relationships and proposed changes." MOTION CARRIED UNANMOUSLY. 3-0 B. Council Committee Meetings Dates and Times (Wagner) Deputy Mayor Wagner explained the need to reschedule the regular meetings of the Council Operations Committee meeting due to the conflict in meeting date and time with the Finance Committee meeting. Currently, both committees meet on the first Monday of the month at 5:00 p.m. Motion by Vice Chair Peloza, second by Member Wales to move the regular meeting time of the Council Operations Committee to the first Monday of the month at 3:00 p.m. MOTION CARRIED UNANIMOUSLY. 3-0 IV. DISCUSSION ITEMS A. Next Steps for Junior City Council (Wagner) Deputy Mayor Wagner led the discussion regarding the next steps for the Junior City Council. Member Wales suggested the City utilize the services of the parliamentarian from Jurassic Parliament to provide the Junior City Council with an introduction to parliamentary procedure. All members agreed with the suggestion, and Deputy Mayor Wagner will work with the Mayor's Office to coordinate a training session on parliamentary procedure at the February, 2014, Junior City Council meeting.
