MINUTES
Chair Wagner called the Council Operations Committee meeting to
order at 2:00 p.m., in Room 3 at Auburn City Hall, 25 West Main
Street in Auburn.
Members in attendance included Chair Rich Wagner, Vice Chair Bill
Peloza and Member Largo Wales.
Also in attendance were Mayor Nancy Backus, Councilmember
Yolanda Trout, City Attorney Daniel B. Heid, Assistant Director of
Engineering Services and City Engineer Ingrid Gaub and Deputy
City Clerk Shawn Campbell.

Vice Chair Peloza moved and Member Wales seconded to approve
the September 22, 2014 meeting minutes.

creating a new Chapter 2.92 of the Auburn City Code, providing for
a Code of Ethics
Vice Chair Peloza moved and Member Wales seconded to send
Ordinance No. 6519 to the full City Council for consideration.

10.64.020, 10.64.090, 10.64.120, 12.04.010, 12.04.050, 12.32.020,
12.60.040, 12.60.050, 12.60.070, 14.18.030, 14.18.050, 14.18.060,
14.22.040, 14.22.080, 14.22.090, 16.08.020, 17.02.090, 18.08.090,
18.29.070, 18.68.020, 18.76.080, 20.04.030, 20.06.030, and
20.08.030 of the City Code, amending Chapter 2.06 of the City Code
and repealing Section 12.20.050 of the City Code relating to the
change of format of the City Council from Council Committees to
Study Sessions
Vice Chair Peloza moved and Member Wales seconded to send
Ordinance No. 6532 to the full City Council for consideration.

C. Ordinance No. 6536 (Held)
An Ordinance of the City Council of the City of Auburn, Washington,
amending Section 2.03.030 of the Auburn City Code relating to the
surplusing of personal property of the City
Vice Chair Peloza moved and Member Wales seconded to send
Ordinance No. 6536 to the full City Council for consideration.
MOTION CARRIED UNANIMOUSLY. 3 -0
IV. RESOLUTIONS
A. Resolution No. 5105 (Held)
A Resolution of the City Council of the City of Auburn, Washington,
amending the City Council Rules of Procedure as adopted by
Ordinance No. 5802 and amended by Resolution Nos. 4282, 4429,
4467, 4615, 4686, 4740, 4813 and 4909
City Attorney Heid presented Resolution No. 5105.
The Committee discussed changing the start time of both the Study

Session and the Council meeting. By consensus the start times will
not change.
Mayor Backus noted the Auburn School District Board meets the
second and fourth Monday of each month. She suggested the City
Council meetings not conflict with the School Board meetings. By
consensus the Committee agreed the Council meetings will be on
the first and third Monday or each month and the Study Sessions
will be the second, fourth and fifth Monday of each month.
Vice Chair Peloza moved and Member Wales seconded to
send Resolution No. 5105 to the full City Council for consideration.
MOTION CARRIED UNANIMOUSLY. 3 -0
V. EXECUTIVE SESSION
Chair Wagner recessed into executive session at 2:14 p.m. for 10
minutes in order to discuss the qualifications of the potential
appointments to the Independent Salary Commission pursuant to RCW
42.30.110(1)(g). Mayor Backus and City Attorney Heid attended the
executive session.
The Committee reconvened at 2:20 p.m.
VI. ADJOURNMENT
There being no further business, the meeting adjourned at 2:20 p.m.
