AN ORDINANCE_ OF THE CITY COUNCIL OF THE CITY
OF AUBURN, WASHINGTON, ESTABLISHING A
SUBSTANTIAL NEED FOR AN INCREASE ABOVE THE
RATE OF INFLATION TO THE LEVY FOR REGULAR
PROPERTY TAXES BY THE CITY OF AUBURN FOR
COLLECTION IN 2016 FOR GENERAL CITY
OPERATIONAL PURPOSES
WHEREAS, the City Council of the City of Auburn has met and
considered its budget for the calendar year 2016; and
WHEREAS, pursuant to RCW 84.55.120 the City Council held public
hearings on October 19, 2015 and November 16, 2015, after proper notice was
given, to consider the City of Auburn's 2016 budget and the regular property
tax levy to support it; and
WHEREAS, the City Council of the City of Auburn, after public hearing,
and after duly considering all relevant evidence and testimony presented, has
determined that, due to increases in all labor contracts that exceed one percent
in 2016 and increases in service and supply contracts that exceed one percent,
the City of Auburn finds that there is a need to increase the regular property tax
limit factor above the rate of inflation; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. The regular property tax limit for the year 2016 shall be
one percent (1%).

Section 2. If any section, subsection, sentence, clause or phrase of
this Ordinance is for any reason held to be invalid or unconstitutional, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of
the remaining portions of the Ordinance, as it being hereby expressly declared
that this Ordinance and each section, subsection., sentence, clause or phrase
hereof would have been prepared, proposed, adopted and approved and
ratified irrespective of the fact that any one or more section, subsection,
sentence, clause or phrase be declared invalid or unconstitutional.
Section 3. Implementation. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out
the directives of this legislation.
Section A. Effective Date. This Ordinance shall take effect and be in
force five (5) days from and after its passage, approval and publication as
provided by law.
